INVITATION TO BID
BOWER, LIBERTY, OAK, & SPRUCE WATER LINE
IMPROVEMENTS
The City of Harrison, Arkansas will accept sealed bids for a General Contract for Bower, Liberty, Oak, & Spruce Water Line Improvements. The work generally consists of furnishing and installing approximately 2,050 linear feet of 6-in. and 4-in. PVC water line and all associated appurtenances required to complete the work.
Plans and specifications are on file and may be examined at the Public Works Facility located at 303 North Third Street, Harrison, AR. Copies of these documents may be obtained from the Public Works Facility upon request and payment (by check only) of $35 for plans and specifications, which is not refundable.
Each bid must be accompanied by an acceptable statement of bidder's qualifications. The requirements of the bidder's statement of qualifications will be furnished to prospective bidders with plans and specifications.
Each bid must be accompanied by an acceptable form of bid guaranty in the amount equal to at least five percent of the whole bid, and such bid bond or cashier's check shall be subject to the conditions provided in the Instructions to Bidders.
Bids must be made on the official bid sheets contained in the contract documents, and such bid sheets shall not be removed from the remainder of the specifications and contract documents. All bids shall be sealed and the envelopes addressed to the Director of Public Works, City of Harrison, P.O. Box 1715 (114 N. Spring Street), Harrison, AR 72601. All bids shall be plainly marked on the outside of the envelope specifying that it is a bid for "Bower, Liberty, Oak, & Maple Water Line Improvements", the time for opening of bids, and the name and current contractor's license number of the bidder.
Sealed bids will be received in the Mayor's Office until 10:30 a.m., Thursday, November 1, 2012 at which time bids will be opened and publicly read in the Council Room adjacent to the Mayor's Office.
All bidders must be licensed under the terms of Act 150, Arkansas Acts of 1965, as amended.
Attention is called to the fact that the minimum prevailing wage rates for each craft or type of worker and the prevailing wage rate for overtime work as determined by the Arkansas Department of Labor shall be paid.
Pursuant to Arkansas Code Annotated 22-9-203, the Owner encourages all qualified small, minority, and women business enterprises to bid on and receive contracts for goods, services and construction. The Owner also encourages all general contractors to subcontract portions of their contract to qualified small, minority, and women business enterprises.
The City of Harrison reserves the right to reject any and all bids and to waive any informalities in the proposal deemed to be in the best interests of the City. The City further reserves the right to withhold the awarding of the contract for a period not to exceed 60 days after the receipt of bids.

This is to give notice that the Permits Branch of the Water Division of the Arkansas Department of Environmental Quality (ADEQ), 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0622, proposes a draft renewal of the permit for which an application was received on 4/20/2012 for the following applicant under the National Pollutant Discharge Elimination System (NPDES) and the Arkansas Water and Air Pollution Control Act.
Applicant: Arkansas Department of Parks & Tourism - Devil's Den State Park, 11333 West AR Hwy 74, West Fork, AR 72774. The 208 Plan, developed by the ADEQ under provisions of Section 208 of the federal Clean Water Act, is a comprehensive program to work toward achieving federal water goals in Arkansas. The initial 208 Plan, adopted in 1979, provides for annual updates, but can be revised more often if necessary. Updates to the 208 Plan have been proposed to change the design flow from 0.033 MGD to 0.04 MGD.
