This is to give notice that the Arkansas Department of Environmental Quality (ADEQ), Water Division, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0623, proposes a draft renewal of the permit number AR0044601 for which an application was received on September 18, 2014, with additional information received on September 22, 2014 and November 12, 2014, for the following applicant under the National Pollutant Discharge Elimination System (NPDES) and the Arkansas Water and Air Pollution Control Act.

Location: on PCSSD property on the north side of East Dixon Road, approximately 0.6 miles east of the intersection of Dixon Road and U.S. Highway 65 (I-530); Latitude: 34° 40’ 20.92” N; Longitude: 92° 15’ 29.66” W in Pulaski County, Arkansas. The discharge of treated sanitary and cafeteria wastewater is into an unnamed tributary, thence to Fish Creek, thence to Lorance Creek, thence to Pennington Bayou, thence to the Arkansas River in Segment 3C of the Arkansas River Basin.

Pursuant to A.C.A. sec.8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
American Tubing Arkansas, LLC (72-00054) operates a facility located at 2191 Ford Avenue, Springdale, AR 72764. This facility has submitted an application to:
1. Transfer of ownership and name change;
2. Add a second aluminum welder (SN-04B);
3. Increase the annual electrode throughput to 25,600 pounds for SN-04A/B combined;
4. Correct a typographical error in SC #13;
5. Remove Chromium emissions because their inclusion was in error. Chromium is not in the wire/rod MSDS; and
6. Remove MFHAPs (manganese) emissions, remove manganese maximum content limit, and remove wire/rod MSDS recordkeeping requirements. These requests were denied, because although MFHAP emissions are below the 6X threshold, the facility still emits manganese, and the Department still regulates it as a HAP.
The total annual permitted emission rate changes associated with this permitting action are: increases of 0.2 tons per year (tpy) PM, 0.2 tpy PM10, 0.0011 tpy Manganese, and +0.0009 tpy Total HAPs; and decrease of 0.00023 tpy Chromium.

Union County Lumber Company - El Dorado Sawmill (70-00032) operates a facility located at 5482 Junction City Highway, El Dorado, AR 71730. This facility has submitted an initial Title V PSD operating air permit application to permit the following: install three lumber drying kilns, a sawmill, a debarker, planer mill, Yates mill, truck bin, haul roads, emergency fire pump, material processing, storage piles, storage bin, and fifteen liquid storage tanks. The maximum facility throughput will be 315 million board feet of lumber per year. In accordance with provisions of Arkansas Statutes, 8-4-203, public notice is hereby given that as of June 8, 2015, the Surface Mining and Reclamation Division of the Arkansas Department of Environmental Quality (ADEQ) announces its draft decision to issue a new open-cut mining permit as requested by Shales Family, LLC, 1700 Highway 236 W, Lonoke, Arkansas 72086 for the “Waters Pit” mining facility located in Lonoke County, Arkansas.
ADEQ has received the necessary documentation from the above named applicant for the issuance of an open-cut mining permit for the removal of shale from a location in Section 19 Township 5 North Range 9 West in Lonoke County.
Any interested person may submit written comments concerning the technical merits of the ADEQ’s draft decision within 30 days of the publication of this notice. Any interested person may submit a request for a public hearing on the draft permit decision within 30 days of the publication of this notice. The decision on whether to schedule a public hearing is at the ADEQ’s discretion. If a hearing is scheduled, first class mail notice will be provided to the permit applicant and to all persons who submitted a request for a public hearing and who provided public comments on the record.

Notice of Public Review Period for Arkansas Air Monitoring
Network
Pursuant to 40 CFR Part 58, Subpart B, states are required to submit an annual air monitoring network plan to the US Environmental Protection Agency (EPA). The Arkansas Department of Environmental Quality (ADEQ) will submit Arkansas’s plan to the US EPA Region 6 office in Dallas, TX after a 30-day public review period for comments. The public review period will expire on July 13, 2015 at 4:30 p.m.
This network plan is required to provide the framework for establishment and maintenance of an air quality surveillance system for the state. The document includes proposed changes to the Arkansas air monitoring network for Fiscal Year 2015, and represents ADEQ’s efforts to effectively protect the health of the citizens of Arkansas through ambient air monitoring using the latest and best technology that is commercially available and to communicate the data collected as quickly and accurately as possible.

Comments will be accepted in accordance with Section 8.208 of Regulation #8. During the public comment period, any person may submit written comments to the Department at the above address Attention: ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Section 8.211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (Regulation #8) and Regulation #26.
