This is to give notice that the Arkansas Department of Environmental Quality (ADEQ) Office of Water Quality, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0650, proposes a draft renewal of the permit for which an application was received on 5/8/2017, with additional information received on 5/24/2017, for the following applicant under the Arkansas Water and Air Pollution Control Act.

This facility has submitted an application to increase production of CN-3370 and polymer produced at the OCP Unit. This modification allows the addition of a 1,000 gallon storage tank, venting of a reactor directly to an existing IPA scrubber and then to the BRU. Permitted emission increases are 0.5 tpy of PM, 0.2 tpy of PM10, 0.2 tpy of SO2, 2.36 tpy of Methylene Chloride. Permitted VOC emissions decreased 6.1 tpy.

The facility is hereby authorized to use the north pond of the facility for an equalization basin in place of the south pond, as specified in the request completed on August 3, 2017. The proposed activity will occur at 425 Hyman Drive, Maumelle, AR 72113.
Pursuant to Ark. Code Ann. sec. 8-4-230 and Arkansas Pollution Control and Ecology Commission Regulation 8.216, any member of the public may object to the Director’s decision within ten (10) business days of the date of this notice. All land application activities authorized by this interim authority and occurring prior to the final issuance of a no-discharge land application permit for this activity must comply with the permit conditions specified in expired water no-discharge permit, 4853-WR-3. The proposed activity will occur at various fields around Conway, AR that were covered under the expired permit and are listed in Condition 9 of Part II of that permit.

NOTICE OF TEMPORARY VARIANCE

Notice is hereby given under Ark. Code Ann. sec. 8-4-230(e)(1) that the Director of the Arkansas Department of Environmental Quality (ADEQ), 5301 Northshore Drive, North Little Rock, AR 72118-5317, has granted Entergy Arkansas, Inc.’s (Entergy) request for a temporary variance from its pounds per hour carbon monoxide limit set forth in Specific Condition 1 of Permit No. 0263-AOP-R10 (Permit) for a period of twelve weeks. Instead of the carbon monoxide emission limit set forth in Specific Condition 1 of the Permit, Entergy shall comply with an alternate carbon monoxide limit of 2,000 ppm on a 3-hour averaging basis. The temporary variance is being granted to allow Entergy to tune newly-installed pollution control equipment, low NOx burners with separated overfire air, that will ultimately result in lower emissions of nitrogen oxides. During tuning, CO emissions will vary with the goal of reducing emission to permitted levels while maintaining reductions in emissions of nitrogen oxides. Anthony Forest Products Company, LLC (70-00473) operates a facility located at 1236 Urbana Road, El Dorado, AR 71730. This facility has submitted an application to install a Dual Path Kiln #3 and an Abort Stack associated with DPK#3. This results in a net increase in VOC emissions that exceeds the PSD significance level. The facility is also paving additional road segments in the facility, installing product quality upgrades to DPK#1 and #2, installing a new Cyclone for the Planer Mill, and adding a chip overflow pile and chip bin to the insignificant activities list. The facility’s annual permitted emissions are increasing by 3.6 tpy SO2, 140.1 tpy VOC, 83.6 tpy CO, 22.4 tpy NOx, and 11.63 tpy total HAPs.
