NOTICE OF ENFORCEMENT ACTIONS
Public notice is hereby given that the Arkansas Department of Environmental Quality (ADEQ) has entered into the Consent Administrative Orders and has issued the Notices of Violation listed below. Documents for these enforcement matters can be made available for inspection or copying by contacting ADEQ's Legal Division, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317. There may be a charge to cover photocopying costs for some documents. Copies of enforcement documents, including those referenced in this notice, also are available for viewing on the ADEQ website at http://www.adeq.state.ar.us/legal/cao_info.asp. Further, ADEQ is accepting written comments from the public regarding these matters. Such comments must be sent to ADEQ, Legal Division, at the above address within 30 days after publication of this Notice. Saline County Class 1 Sanitary Landfill Pending Permit Number 0261-SI-R3
In accordance with the provision of the Arkansas Pollution Control and Ecology Commission Regulation 8.205, public notice is hereby given that the Arkansas Department of Environmental Quality has received an administratively complete permit modification application for the Saline County Class I Sanitary Landfill located in Sections 10, 11 , 14, and 15, Township 2 South, Range 14 West in Bauxite, Arkansas. The address of the facility is 18511 W. Sardis Road, Bauxite, Arkansas 72011.
The application was received by the Office of Land Resources of ADEQ on February 28, 2017. The applicant is BFI Waste Systems of Arkansas with the business address of 18511 W. Sardis Road, Bauxite, Arkansas 72011. The landfill receives industrial, processed, commercial, and municipal solid wastes. The primary source of waste is derived from within Saline County and surrounding areas.
Any interested person may request that the ADEQ hold a public hearing concerning the proposed permit modification application. Requests must be in writing and must be submitted within ten
(10) business days of the publication date of this notice. The decision on whether to schedule a public hearing is at the discretion of the Director. If a hearing is scheduled, notice will be provided to the permit applicant and to all persons who submitted individual written requests for a hearing within this 10-day period.
Requests for a public hearing should be mailed or delivered to the Solid Waste Management Division, Arkansas Department of Environmental Quality; 5301 Northshore Drive, North Little Rock, AR 72 11 8-5317.

A second public notice concerning this proposed permit will be published once the ADEQ has developed a decision to approve or deny the permit modification. All comments received will be considered in developing the final permit decision is those comments re received within the comment period designated in the second notice. Those person who submitted written comments during that specified comment period, or who make comments from the record at any formal hearing called
by the ADEQ regarding this permit modification application, will have legal standing to appeal any final permit decision.

This is to give notice that the Arkansas Department of Environmental Quality, Office of Water Quality (ADEQ), 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0650, proposes a draft renewal of the Carwash Subsurface Distribution System General Permit (0000-WG-CW) under the Arkansas Water and Air Pollution Control Act.
Operators of a carwash facility located within the State of Arkansas are authorized to construct and operate a system associated with disposal of wastewater generated by carwash operations through a subsurface distribution system under the terms and conditions of this general permit.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Office of Air Quality of the Arkansas Department of Environmental Quality gives the following notice:
Clearwater Paper Corporation (21-00036) operates a facility located at 5082 Highway 4 North, Arkansas City, AR 71630. This facility has submitted an application to install a new emergency generator (SN-45), replace the board machine south cooling tower, update the process description, and update applicable requirements throughout the permit. The facility is also incorporating the unpermitted sources associated with the Chip Mill. The total permitted emission increases include 20.7 tpy of PM, 6.7 tpy of PM10, 0.1 tpy of SO2, 0.5 tpy of VOC, 0.1 tpy of NOx, 0.16 tpy of Methanol, 0.01 tpy of Total Other HAPs, and 0.01 tpy of Other Chargeable HAPs and NCAPs..
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Permit Modification: Aerojet Rocketdyne, Inc. (AR) submitted an application for a Class 3 modification of its Hazardous Waste Permit to the Arkansas Department of Environmental Quality (ADEQ) on April 7, 2017. The application addressed new Solid Waste Management Unit (SWMU) #10, Floor Drains at Production Building B30. AR requested that ADEQ approve the recommended Corrective Measures for the perchlorate-impacted soils associated with the SWMU. The proposed remedial technologies consist of utilizing the existing asphalt pavement as an “engineered cap” combined with long-term operation of the groundwater pump-and-treat system at Building B30. AR also requested that ADEQ modify the Remedial Action Decision Document to include the new SWMU.

NOTICE OF PROPOSED PERMIT
YARD WASTE COMPOSTING FACILITY (TYPE Y COMPOSTING
FACILITY) GENERAL PERMIT
In accordance with provisions of the Arkansas Pollution Control and Ecology Commission (APC&EC) Regulation No. 8.207, public notice is hereby given that the Arkansas Department of Environmental Quality (ADEQ) has made a decision to issue a General Permit for the operation of yard waste composting facilities.
Proposed General Permit 0000-SCYW is hereby issued for eligible yard waste composting facilities. This Permit will apply to facilities as described below and as further defined in APC&EC Regulation No. 22.
The Yard Waste Composting Facility General Permit will be available to cover facilities located in the State of Arkansas which choose to be covered by the General Permit, meet the terms of the Permit, and comply with restrictions of APC&EC Regulation No. 22. APC&EC Regulation No. 22 defines composting as the deliberate aerobic decomposition of waste into a stable humus-like material. Yard waste and other Type Y compost material are the only acceptable materials eligible for processing under this permit. Yard waste is defined as grass clippings, leaves, and shrubbery trimmings. Type Y compost material is defined as yard waste or other vegetative materials such as tree prunings or chipped brush.
Any interested person is encouraged to submit oral or written comments to the ADEQ regarding the technical and regulatory merits of this proposed General Permit decision within thirty (30) days of the publication of this notice. After consideration of the written comments received within the public comment period, ADEQ shall determine the necessity of a public hearing on the permitting decision. Only those persons who submit written comments on the decision during this designated thirty (30) day comment period, or who make comments for the record at a formal public hearing called by ADEQ, shall have legal standing to appeal any final permitting decision made by the Director. ADEQ will mail the notice of final permitting decision to those persons submitting written or public hearing comments.
Copies of the proposed permit, fact sheet, and related permit forms, applicable regulations and other supporting documents will be available for public review, inspection, and photocopying at ADEQ, 5301 Northshore Drive, North Little Rock, Arkansas, during normal business hours.
