Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Nucor-Yamato Steel Company (47-00202) operates a facility located at 5929 East Highway 18, Blytheville, AR 72316 This permit modification is a minor modification to allow Nucor-Yamato Steel (NYS) to substitute waste tires for coal as a carbon source in the electric arc furnace. This modification is the Title V renewal for the facility. In this renewal the Castrip process has been renamed NCA. All references and source names have been updated. Source SN-28 was renamed to "EAF Dust Handling System" from "EAF Baghouse Dust Silo". A number of raw material silos were previously considered insignificant in the permit. All raw material silos except the facility's lime silos have been added to the permit as sources. The two new sources are the Old Flux System, SN-56, and the NYS I Raw Material Silos, SN-57. Source SN-55 was renamed to New Flux System to avoid confusion with the new SN-56. A new 2000 hp emergency generator, SN-73 and a coil edge trimming station, SN-72 are being added to the permit. A number of emergency generators which were previously insignificant are being added to the permit. These are sources SN-74 through SN-91. Two new 10-MMBTU ladle preheaters are being added as sources SN-92 and 93. A new cold mix asphalt plant with diesel engine, SN-96 and SN-96A, and new emergency engines, SN-95 and 103 were added. A 38 MMBTU/hr natural gas fired Beam Blank Edge Heater, SN-104, was added to the permit. Permitted emissions increased 396.5 tpy of particulate, 7 tpy of SO2, 27.6 tpy of VOC, 55.1 tpy of CO and 0.2 tpy of lead. HAPs in the permit were consolidated and now total 16.5 tpy.

Public Notice
The Arkansas Department of Environmental Quality (ADEQ) is publishing this Public Notice to provide interested persons the opportunity to comment on ADEQ's proposed Emission Inventory (EI) revision for Crittenden County. This EI revision will be submitted in response to the U.S. Environmental Protection Agency's (EPA) designation of Crittenden County as being in nonattainment with the 2008 8-hour Ozone National Ambient Air Quality Standards (NAAQS). This designation was effective July 20, 2012.
The EI revision represents the 2008 8-hour ozone emissions inventory for Crittenden County, Arkansas, and includes emission data for ozone precursors, which include Nitrogen Oxide (NOx), Volatile Organic Compounds (VOCs), and Carbon Monoxide (CO), as required by the Clean Air Act Amendments (CAAA) of 1990. The Clean Air Act of 1970 and the CAAA of 1990 contain provisions for the attainment and maintenance of the NAAQS for criteria pollutants. The CAAA requires revision of existing plans in states containing areas designated as nonattainment prior to 1990 and also requires development of new plans in newly designated nonattainment areas.
On March 12, 2008, EPA lowered the 8-hour ozone NAAQS from 0.08 parts per million (ppm) to 0.075 ppm. Under the 0.075 ppm (75 parts per billion) standard, EPA designated the Memphis TN-MS-AR metropolitan statistical area as nonattainment with a marginal classification. Crittenden County, Arkansas, is located within this nonattainment area designation. The CAAA requirements are very specific and vary in accordance with the severity of the particular area's air pollution problem. Section 182(a)(1) of the CAAA requires states with nonattainment areas to submit a current, comprehensive and accurate inventory of ozone precursor emissions from all sources within two years of the effective date of designation. EPA's proposed 40 Code of Federal Regulations Section 51.1115 Federal Register notice issued on June 6, 2013, recommends that states use 2011 as a base year in the proposed implementation rule for the 2008 8-hour ozone NAAQS.
ADEQ is providing the public with the opportunity to comment on this proposed EI revision in two ways. ADEQ has scheduled a public hearing on this issue for 2:00 p.m. March 18, 2015. The public hearing location will be the West Room of the Eugene Woods Civic Center, 212 W. Polk, West Memphis, Arkansas. Oral and written statements will be accepted at the hearing, but written comments are preferred in the interest of accuracy. In lieu of commenting at the public hearing, written and electronic mail comments will be accepted. To be considered, written and electronic mail comments must be received no later than 4:30 p.m. (Central Time) April 1, 2015. Written comments should be mailed to Tony Davis, Air Division, Arkansas Department of Environmental Quality, 5301 Northshore Drive, North Little Rock, AR 72118. Electronic mail comments should be sent to: DavisA@adeq.state.ar.us.
In the event of inclement weather or other unforeseen circumstances, a decision may be made to postpone the hearing. If the hearing is postponed and rescheduled, a new legal notice will be published to announce the details of the new hearing date and comment period.
Pending any comments received, Arkansas will submit this EI revision to the EPA.

Weyerhaeuser NR Company (Emerson Division) (14-00008) operates a facility located at 101 Columbia, 14W, Emerson, AR 71740. This facility has submitted an application to renew the facility's Title V air permit. In this renewal, the facility will be installing an electrostatic precipitator (ESP) on the SN-06 boiler for particulate matter control in order to meet the associated emissions standard. Additionally, an economizer, used to preheat boiler makeup water, will be installed to reduce the temperature of the flue gas from the boiler making it safe for treatment in the ESP.
Emission calculations for several sources have been updated as necessary. The Insignificant Activities list has been updated to include: the inclusion of the haul roads (SN-30), the ink jet printer (SN-32), and the filler operation (SN-22).

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
American Railcar Industries, Inc. (28-00256) operates a railcar fabrication and painting facility located at 7755 Highway 34 East, Marmaduke, AR 72443. This facility has submitted minor modification applications to replace the plasma cutting tables (SN-02A and 02B) with new tables, increase the railcar production limit from 5,720 to 6,500 railcars/year, and increases the natural gas usage from 312 to 450 MMscf/year. In addition, flexibility was added to the Natural Gas Fired Equipment group of sources (SN-11) by incorporating a group heat capacity limit of 200MMBtu/hr. This bubble limit allows the facility to add fuel burning equipment as long as it complies with all conditions under SN-11 Specific Conditions. These combined minor modifications decrease overall annual permitted emissions 0.1 ton of PM and 0.1 ton of PM10, while emissions increase 0.1 ton of SO2, 0.4 ton of VOC, 5.7 tons of CO, 4.7 tons of NOx, and 0.43 ton of combined HAPs.
The application has been reviewed by the staff of the Department and has received the Department's tentative approval subject to the terms of this notice.

Public Notice
The Arkansas Department of Environmental Quality (ADEQ) will hold a public hearing at North Little Rock February 2, 2015, to receive comments on the proposed five-year regional haze progress report on a State Implementation Plan (SIP) revision prior to submission of the revised plan to the U.S. Environmental Protection Agency (EPA). The hearing will begin at 2:00 p.m. (Central Time) in the Commission Room at the ADEQ Headquarters Building, 5301 Northshore Drive, North Little Rock. The deadline for submitting comments on the SIP revisions is 4:30 p.m. (Central Time) February 17, 2015.
The progress report is intended to fulfill one of Arkansas's responsibilities under the Clean Air Act and Regional Haze Rule. Arkansas's original Regional Haze SIP revision was submitted to the U.S. Environmental Protection Agency (EPA) in September 2008 and addressed visibility impairment in the State's Class I Federal areas - Upper Buffalo and Caney Creek Wilderness areas. The proposed SIP is intended to address the requirements of 40 Code of Federal Register (C.F.R.) Section 51.308(g) requiring periodic reports evaluating progress towards the Reasonable Progress Goals established for mandatory Class I areas where visibility may be impacted by Arkansas sources.
This proposed SIP submittal is meant to demonstrate the actions ADEQ has taken to fulfill the requirements under 40 C.F.R. Section 51.308(g) for periodic progress reports. In accordance with 40 C.F.R. Section 51.308(h)(1), the State is submitting a negative declaration that further revision of the existing implementation plan is not needed at this time. However, ADEQ is cognizant of its obligation and the associated timeframe to address the disapproved components of the 2008 Arkansas Regional Haze SIP submittal.
ADEQ is providing the public with the opportunity to comment on this proposed SIP revision in two ways. In addition to commenting at the February 2, 2015, public hearing, interested parties may submit written or electronic mail comments prior to the comment deadline. Oral and written statements will be accepted at the hearing, but written comments are preferred in the interest of accuracy. Written comments should be mailed to Mike Bates, Air Division, Arkansas Department of Environmental Quality, 5301 Northshore Drive, North Little Rock, AR 72118. Electronic mail comments should be sent to: bates@adeq.state.ar.us. Written or E-mail comments must be received by 4:30 p.m. (Central Time) February 17, 2015, in order to be considered.
In the event of inclement weather or other unforeseen circumstances, a decision may be made to postpone the hearing. If the hearing is postponed and rescheduled, a new legal notice will be published to announce the details of the new hearing date and comment period.
