Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Union Power Partners, L.P. - Union Power Station (70-00543) operates a facility located at 6434 Calion Highway, El Dorado, AR 71730. This facility has submitted an application to permit an Emergency Generator (SN-16) as an emission source and incorporate the applicable requirements of 40 CFR Part 60, Subpart JJJJ. Total permitted emission rates will increase by 0.1 tons/year (tpy) PM/PM¬10, 0.1 tpy SO¬2, 0.1 tpy VOC, 8.6 tpy CO, 0.3 tpy NOx, and Total HAPs will increase by 0.035 tpy.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Reynolds Consumer Products, LLC (30-00030) operates a facility located at 1333 Highway 270, Malvern, AR 72104. This facility has submitted an application to: renew the Title V air permit; remove the limit on aluminum scrap processed per charge; increase the limit for the amount of flux per charge; revise the wording of the limit for the total reactive flux; and update the process description, emission rate limits, insignificant activities list, hours of operation specific conditions for the emergency generators, and Operation, Maintenance, and Monitoring Plan. The total permitted annual emission rate limit changes associated with this modification include: an increase of 0.05 tons per year (tpy) POM and decreases of 0.03 tpy lead, 0.03 tpy cadmium, 0.1 tpy chlorine, 0.03 tpy chromium, and 0.04 tpy hexane.

Public Notice
Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Arkansas Children's Hospital (abbreviated ACH; AFIN: 60-00689), operates a facility located at 1 Children's Way, Little Rock. This facility has submitted an application to: change the classification of SN-17 as Power Generator in lieu of Emergency Generator and correcting NESHAP ZZZZ and NSPS IIII requirements, correct emission factors and emissions for CO and NOx at SN-17, adding NESHAP 4Z requirements for SN-16, change the Insignificant Activities list including description changes and removal of two, 250 gallon No. 2 Fuel Oil tanks, to replace of Cooling Tower #1 (IA) with a newer, more efficient model, and the addition of a 300 gallon gasoline tank (SN-23) as a permitted source and the associated NESHAP CCCCCC requirements. Total permitted emission changes for this revision were: increase in CO by 1.8 tpy, VOC by 0.1 tpy, and a decrease in NOx by 1.8 tpy.
The application has been reviewed by the staff of the Department and has received the Department's tentative approval subject to the terms of this notice.
