Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division ofthe Arkansas Department of Environmental Quality gives the following notice:
Ozark Gas Transmission, LLC (Noark Compressor Station) (24-00083) operates a facility located at Franklin County Road, #98, South of Altus, Ozark, AR 72949. This facility has submitted an application to renew their Title V permit. Engine emissions were recalculated. NESHAP Subpart ZZZZ conditions were added for Emergency generator SN-13, and its maximum operating hours were increased to 500 hours per rolling 12-month period. The Insignificant Activities List was updated. Annual emissions changed as follows, in tpy: +0.1
PM/PM10, +0.1 S02, +4.5 CO, +0.5 NOx, +0.05 Formaldehyde, and -0.03 Acrolein.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
American Railcar Industries, Inc. (28-00256) operates a railcar fabrication and painting facility located at 7755 Highway 34 East, Marmaduke, AR 72443. This facility has submitted minor modification applications to replace the plasma cutting tables (SN-02A and 02B) with new tables, increase the railcar production limit from 5,720 to 6,500 railcars/year, and increases the natural gas usage from 312 to 450 MMscf/year. In addition, flexibility was added to the Natural Gas Fired Equipment group of sources (SN-11) by incorporating a group heat capacity limit of 200MMBtu/hr. This bubble limit allows the facility to add fuel burning equipment as long as it complies with all conditions under SN-11 Specific Conditions. These combined minor modifications decrease overall annual permitted emissions 0.1 ton of PM and 0.1 ton of PM10, while emissions increase 0.1 ton of SO2, 0.4 ton of VOC, 5.7 tons of CO, 4.7 tons of NOx, and 0.43 ton of combined HAPs.

United Industries (04-00346) operates a facility located at 1900 East Central, Bentonville, AR 72712. This facility has submitted an application to increase the permitted limits to account for potential increase in production to meet market demands. With the increase in production, the hotwire cutting process is being moved from the insignificant activity list to be a permitted source, SN-05. Two additional baghouses are being added to the insignificant activity list. The facility's permitted annual emissions are increasing by 15.9 tpy, 21.4 tpy, 6.76 tpy, and 276.8 tpy for PM/PM10, VOC, total HAPs, and 1,1-difluoroethane respectively.

The Arkansas Department of Environmental Quality (ADEQ) will hold a public hearing at North Little Rock February 2, 2015, to receive comments on the proposed five-year regional haze progress report on a State Implementation Plan (SIP) revision prior to submission of the revised plan to the U.S. Environmental Protection Agency (EPA). The hearing will begin at 2:00 p.m. (Central Time) in the Commission Room at the ADEQ Headquarters Building, 5301 Northshore Drive, North Little Rock. The deadline for submitting comments on the SIP revisions is 4:30 p.m. (Central Time) February 17, 2015.
The progress report is intended to fulfill one of Arkansas's responsibilities under the Clean Air Act and Regional Haze Rule. Arkansas's original Regional Haze SIP revision was submitted to the U.S. Environmental Protection Agency (EPA) in September 2008 and addressed visibility impairment in the State's Class I Federal areas - Upper Buffalo and Caney Creek Wilderness areas. The proposed SIP is intended to address the requirements of 40 Code of Federal Register (C.F.R.) Section 51.308(g) requiring periodic reports evaluating progress towards the Reasonable Progress Goals established for mandatory Class I areas where visibility may be impacted by Arkansas sources.
This proposed SIP submittal is meant to demonstrate the actions ADEQ has taken to fulfill the requirements under 40 C.F.R. Section 51.308(g) for periodic progress reports. In accordance with 40 C.F.R. Section 51.308(h)(1), the State is submitting a negative declaration that further revision of the existing implementation plan is not needed at this time. However, ADEQ is cognizant of its obligation and the associated timeframe to address the disapproved components of the 2008 Arkansas Regional Haze SIP submittal.
ADEQ is providing the public with the opportunity to comment on this proposed SIP revision in two ways. In addition to commenting at the February 2, 2015, public hearing, interested parties may submit written or electronic mail comments prior to the comment deadline. Oral and written statements will be accepted at the hearing, but written comments are preferred in the interest of accuracy. Written comments should be mailed to Mike Bates, Air Division, Arkansas Department of Environmental Quality, 5301 Northshore Drive, North Little Rock, AR 72118. Electronic mail comments should be sent to: bates@adeq.state.ar.us. Written or E-mail comments must be received by 4:30 p.m. (Central Time) February 17, 2015, in order to be considered.
In the event of inclement weather or other unforeseen circumstances, a decision may be made to postpone the hearing. If the hearing is postponed and rescheduled, a new legal notice will be published to announce the details of the new hearing date and comment period.

1. Reference to percent loads is corrected as follows: SN-01 through SN-08 operating at 3080 hp corresponds to 110% load and SN-09 operating at 9063 hp corresponds to 125% load.
2. Revise for CO and NOX periodic testing and Formaldehyde one-time testing at 90% to reference percent load defined above; and
3. Remove Plantwide Condition #10, defining 100 % capacity, as unnecessary due to above changes.

ENVIRONMENTAL VARIANCE
City of Fort Smith - Massard Wastewater Treatment Plant

Notice is hereby given, pursuant to Ark Code Ann. Section 8-4-230(a)(1)(A), that the Director of the Arkansas Department of Environmental Quality (ADEQ), 5301 Northshore Drive, North Little Rock, AR 72118-5317, phone number (501) 682-0616, has granted a Temporary Variance to City of Fort Smith - Massard Wastewater Treatment Plant, 1609 North 9th Street, Barling, AR 72923. The facility is hereby authorized to commence a full scale trial of an alternative disinfection system using a Peracetic Acid product known as VigorOx WWT II, as specified in a request received on December 15, 2014. The full scale trial will occur at the Fort Smith - Massard Wastewater Treatment Plant located at 1609 North 9th Street, Barling, AR 72923.
This decision is subject to and contingent upon the right of the public to object to the Director's decision. Any member of the public may object to the Director's decision or request a public hearing within ten (10) business days of the date of this notice. Objections or requests for a public hearing will be accepted if submitted no later than 4:30 pm on the last day of the comment period. This permit is for the storage and land application of water-based fluids (fresh water, water encountered while drilling, water-based drilling fluids, flowback water meeting specific requirements, and muds, and drill cuttings) generated or utilized during natural gas drilling with chloride concentration of less than 3000.0 ppm (mg/l).
The facility is located in Stream Segment 4D of the White River basin.
