Wayne Farms LLC - Danville Complex (75-00007) operates a facility located at Highway 10 East, Danville, AR 72833. This facility has submitted an application to
1) Add a number of tanks to the Insignificant Activities list (20 tanks in total)
2) Add ground corn bins with a baghouse (SN-27)
3) Add two emergency generators (SN-28 and 29)
4) Correct the emissions for the Boiler (SN-23)
The permitted emission increases are: 3.0 tpy of PM and PM10, 1.4 tpy VOC, 17.3 tpy CO, 20.4 tpy NOX, 0.2 tpy SO2, and 0.01 tpy of both single HAP and total HAP (combustion HAPs for the emergency generators)

Unilever Manufacturing (US), Inc. (16-00968) operates a facility located at 2407 Quality Way, Jonesboro, AR 72401. This facility has submitted an application requesting the following changes to the current operating permit 2138-AR-9:
-Decrease methanol emission for SN-01, based on the fact that the annual emissions factor verification showed that Unilever’s product formulation has consistently showed lower methanol emissions for the last (5) years
-Remove the annual production limit of 6,000 tons for shampoo for SN-01. this limit was based on a high methanol emissions rate that is now significantly reduced.
-Increase methanol emissions for SN-02. Products processed at SN-02 has be found to contain methanol
-Update the maximum fuel input from 11.8 MMBtu/hr to 12.1 MMbtu/hr for SN-05C
-Combine SN-06 and SN-07 into one source SN-08
The total annual permitted emission rates increase by 2.8 tpy VOC, 0.1 tpy CO and 0.1 tpy NOx.

PUBLIC NOTICE
The Rogers Water Utilities, in accordance with U.S. 40 CFR 403.8, NPDES Permit AR0043397 and the City of Rogers Code sec.54-672, is required to list the Industrial Users that were in significant non-compliance (SNC) with their Pretreatment Program permit requirements and wastewater discharge limits - conditions that protect the City's wastewater treatment plant.
During 2016, Southeast Poultry, located at 2200 Town West Dr., entered SNC status due to increasing the use of potable water to dilute their effluent as a partial substitute for adequate treatment in order to achieve compliance with permit limits. Also, for five months, from June through October, Southeast Poultry violated CBOD5 permit limits. The City's Pretreatment Program carried out compliance enforcement actions requiring corrective measures. The facility has returned to compliance, is accurately monitoring their treated effluent, has had no violations since November 2016 and will be required to upgrade and install pretreatment equipment during 2017.

Great Lakes Chemical Corporation - Central Plant (70-00012) operates a facility located at 2226 Haynesville Highway, El Dorado, AR 71730. This facility has submitted an application to allow: (1) the replacement of the TBBPA Emergency Generator Engine (SN-1903) with a newer 150 kW diesel fire emergency engine, (2) the operation of SN-909, Cooling tower (CT-05-700), (3) adds a 25 kg Packaging System for E-3000 at Dock 9 as an A-13 Insignificant Activity, (4) and finally allows the facility flexibility to combust fuel gasses (i.e., partially sweet fuel gas from the NaHS Plant or “sweetened” gas from the JV Amine unit at Lion Oil Company in the facility’s Boiler #2 (SN-301) and Flare (SN-902B or SN-903B). This permit action includes emission increases of 9.9 tpy of PM/PM10, 0.2 tpy of SO2, 6.8 tpy of NOx, and emission decreases of 50.9 tpy of VOC, and 127.7 tpy of CO. Overall HAP emissions decreased as well.

PERMIT NUMBER AR0050393, AFIN 60-02318
In accordance with Ark. Code Ann. sec. 8-4-203(e), the Arkansas Department of Environmental Quality (ADEQ), Office of Water Quality, gives the following notice:
WVE Property Owners Association, Inc. - Waterview Estates WWTP operates a facility located as follows: Highway 300, Roland, AR 72135 in Pulaski County. The facility is currently permitted to discharge treated sanitary wastewater into Mill Bayou, thence to the Arkansas River in Segment 3C of the Arkansas River Basin. WVE Property Owners Association, Inc. - Waterview Estates WWTP submitted an application on December 30, 2015, with additional information received January 14, 2016, to renew NPDES Permit No. AR0050393. The application has been reviewed by the ADEQ’s Office of Water Quality and has received tentative approval subject to the terms of this notice.
The 208 Plan, developed by the ADEQ under provisions of Section 208 of the federal Clean Water Act, is a comprehensive program to work toward achieving federal water goals in Arkansas. The initial 208 Plan, adopted in 1979, provides for annual updates, but can be revised more often if necessary. Updates to the 208 Plan have been proposed to include a revised Monthly Average Limit of 5.6 mg/l of Ammonia Nitrogen (NH3-N) for the month of April to the existing water quality limitations. These changes have also been incorporated into the draft discharge permit.

Public Notice
Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Anthony Timberlands, Inc. (10-00070) operates a facility located at Highway 51 South, Beirne, AR 71721. This facility submitted a significant modification application to:
1. Decrease the permitted VOC and HAP emissions limit at the Chemical Dip Vat (SN-12), classifying the facility as an area source of HAPs, and change the DEGMME HAP limit to a “Single HAP” limit.
2. Remove Boiler MACT NESHAP Subpart DDDDD and Add Area Boiler MACT regulations of NESHAP Subpart JJJJJJ. This is justified because the boilers are located at an existing major source of HAPs, but the facility is limiting the potential to emit (taking a permit limit), such that the existing major source becomes an area source.
3. Increase PM/PM10 emission rates based upon recent stack test data (July 2016).
The permitted emissions are decreasing by 16.8 tpy VOC, and increasing by 59.6 tpy PM, 68.6 tpy PM10, 14.46 tpy Total HAPs. A 9.9 tpy Single HAP limit is also being substituted for the 26.3 tpy DEGMME limit, resulting in a decrease of 16.4 tpy Single HAP. A plant wide record keeping requirement has been added for Single HAP/Total HAP emission limits.

NOTICE OF
EMERGENCY ORDER
Pursuant to Arkansas Code Annotated sections 8-4-101 et seq., 8-7-501, 8-7-201 and 8-6-201, the Arkansas Department of Environmental Quality (ADEQ) has issued an emergency order in connection with an oil leak at a facility operated by Fort Smith Petro Environmental, LLC, located at 11802 Roberts Boulevard, Fort Smith, Sebastian County, Arkansas 72916.
On December 22, 2016, ADEQ received notice from the Arkansas Department of Emergency Management Duty Officer stating they had received a report of oil in a ditch on Roberts Boulevard. A prior release had previously occurred at the same location on June 3, 2016.
On December 22, 2016, ADEQ personnel contacted Mr. Ashish Sanon about the reported release. ADEQ Personnel requested that Mr. Sanon provide the name and contact information for the response contractor who would be on site. Then, ADEQ personnel visited the site and observed a slow leak flowing into the secondary containment area, seven inches of freeboard in the secondary containment, one inch of freeboard in the roll off box on site, and that no oil was present in the ditch. The potential for a release from the secondary containment or the roll off box was significant due to the rain forecast for December 23-26, 2016. Mr. Sanon stated that a contractor would be at the facility on the afternoon of December 22, 2016. After several requests, Mr. Sanon did not provide any contact information for that contractor, and no contractor arrived at the facility.
The emergency order directs Fort Smith Petro Environmental, LLC to secure the facility, retain a qualified response contactor to remove all released waste and dispose of that waste properly, and provide evidence that it has complied with the emergency order.
Nothing in the order shall limit the rights of ADEQ to issue further orders to pursue any further enforcement actions for remediation, penalties or costs from any party.
