Notice is hereby given, pursuant to Ark. Code Annotated, Sec. 8-4-230(a)(1)(B), that the Director of the Arkansas Department of Environmental Quality (ADEQ), 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317, phone number (501) 682-0763, has granted Interim Authority to begin construction while the permit application is being processed to Trinity Rail Maintenance Services, Inc., 3100 Nordex Drive, Jonesboro, Arkansas, 72401. The facility is hereby authorized to begin construction as specified in the minor source permit application received on June 13, 2014.
This decision is subject to and contingent upon the public's right to comment and object to the Director's decision or to request a public hearing within ten (10) business days of the date of the notice as specified in Arkansas Pollution Control and Ecology Commission (APC&EC) Reg.8.216(B). Objections or requests for a public hearing will be accepted if submitted no later than 4:30 p.m. Central Daylight Time on the last day of the comment period. No actions or expenditures by Trinity Rail Maintenance Services, Inc. during the application review and permit issuance process shall be construed as accruing equities in Trinity Rail Maintenance Services, Inc.'s favor. After consideration of any timely written objections, the Director may revoke or modify the conditions of this Interim Authority within thirty (30) calendar days of the date of this decision as specified in APC&EC Reg.8.216(B)(3) for compelling reasons or good cause shown. The Director's revocation or modification of her prior decision becomes a final decision for purposes of appeal. Upon issuance of the final decision, notice of the final decision will be sent to the applicant and those persons who submitted timely objections. If the Director's initial decision is not revoked or modified within 30 calendar days of the date of the decision as specified in APC&EC Reg.8.216(b)(5), the decision is deemed final for purposes of appeal.

CertainTeed Gypsum Manufacturing, Inc. (31-00010) operates a facility located at 794 State Highway 369 North, Nashville, AR 71852. The facility under consideration is located as follows: 1400 North Fox Hunter Road, Fayetteville, in Washington County, Arkansas.
Proposed Construction will include replacement of the UV disinfection system with an ozone disinfection unit. The design flow of the treatment plant will remain unchanged. The existing treatment system is: coarse screens, fine screens, grit chamber, advanced biological nutrient removal system utilizing anoxic and aerobic zones, alum precipitation (optional), secondary clarifiers, sand filters, UV disinfection units, and oxygenation with a design flow of 11.2 MGD.

The Arkansas Department of Environmental Quality (ADEQ) has proposed a Property Development Decision Document (PDDD) which outlines remedial actions for the North Little Rock Motorized Vehicle Park-Watt Triangle Property located at Highway 165 & Interstate 440, North Little Rock, Pulaski County, Arkansas (the Property).
This PDDD is the result of a Brownfields Implementing Agreement (IA), Legal Information System (LIS) No. 14-055, between the City of North Little Rock (the Participant) and the Arkansas Department of Environmental Quality (the Department).
The public may review the assessment data received to-date, the IA, the PDP, the North Little Rock Motor Vehicle Park PDDD dated April 23, 2012, and the PDDD in the ADEQ Records Management Section, 5301 Northshore Drive, North Little Rock, Arkansas and at the William F. Laman Main Public Library, 2801 Orange Street, North Little Rock, Arkansas.
Persons wishing to comment on the PDDD may submit written comments, along with their name and mailing address, to ADEQ by delivering or mailing them. ADEQ must receive the comments no later than 4:30 p.m. on August 19th, 2014.
Following incorporation of any changes necessary based on comments received, the PDDD will become an amendment to the IA.

Clearwater Paper Corporation (Cypress Bend Mill) (21-00036) operates a facility located at 5082 Highway 4 North, Arkansas City, AR 71630. This facility has submitted an application to increase the off machine tons (OMT) production limit through the board machine (SN-11) by an additional 36,500 OMT/year (12-month rolling total) by using additional purchased pulp and recycled paper at the board machine for a total production rate of 401,500 OMT/year (12-month rolling total). ARKANSAS DEPARTMENT OF ENVIRONMENTAL QUALITY
REQUEST FOR QUALIFICATIONS
The Arkansas Department of Environmental Quality (ADEQ) is seeking qualified applicants to provide facilitation services for meetings of a stakeholders' group which will be discussing the development of proposed regulations to comply with new federal requirements for the control of carbon dioxide (CO2) emissions from existing power plants generating electricity in Arkansas. The ADEQ and the Arkansas Public Service Commission (APSC) are coordinating the effort to develop new CO2 regulations that will comply with the federal air pollution control program.
A variety of groups have been invited to participate in the stakeholder process, representing industrial, commercial, conservation, and government agency interests. The group will explore approaches and develop recommendations for the Arkansas plan to regulate CO2 emissions from existing power plants under provisions of Section 111(d) of the federal Clean Air Act. Meetings are planned for every other month through June of 2015, and possibly more frequently after that time. The U.S. Environmental Protection Agency (EPA) is scheduled to finalize federal CO2 regulations by June 1, 2015, and states must submit their proposed regulatory plans by June 30, 2016.
The ADEQ is seeking bids from qualified professional facilitators to assist the stakeholders' group in reaching a consensus and developing recommendations for the Arkansas CO2 plan. Submittals should include the applicant's qualifications, a disclosure of any potential conflicts of interest, and a detailed fee schedule, including any logistical support needed.
All proposals must be received by 1:00 p.m. (Central Time) July 24, 2014. Submittals should be delivered to: Arkansas Department of Environmental Quality, Air Division Planning Branch, 5301 Northshore Drive, North Little Rock, AR 72118; Attention: 111(d) Group Facilitation. In addition to a paper copy of the proposal, all bids must include an electronic copy of the proposal on a CD in Microsoft readable format.

Victory Lumber, LLC (52-00247) operates a facility located at 111 Ouachita 301, Camden, AR 71701. This facility has submitted an application to operate the sawmill, direct fired batch kiln, and planer mill previously permitted in Permit #1862-AOP-R0. The facility's permitted annual emissions are 136.2 tpy, 39.8 tpy, 3.9 tpy, 86.2 tpy, 92.0 tpy, 39.3 tpy, and 13.82 tpy for PM, PM10, SO2, VOC, CO, NOx, and Total HAPs respectively.

In accordance with provisions of Arkansas Pollution Control and Ecology Commission (APC&EC) Reg. 8.207, public notice is hereby given that the Arkansas Department of Environmental Quality (ADEQ) has made a preliminary permitting decision to issue a draft solid waste disposal permit in response to an application submitted by Terracon Consultants, Inc. and Chimney Rock Consulting on behalf of the EcoVista,
LLC Class 1 Landfill for a major modification of an existing Class 1 landfill facility located at 2210 Waste Management Drive, Springdale, Arkansas, 72762 and located in Sections 14 and 23, Township 17North, Range 31 West, Washington County, Arkansas. The name/address of the applicant is: Eco-Vista, LLC, 2210 Waste Management Drive, Springdale, AR 72762.
Upon final approval, the permit will allow for the lateral expansion (increase in permitted acreage and volume) and disposal of all waste eligible for a Class 1 landfill as defined in Regulation 22. Any interested person may submit written comments, data, views or arguments to the Department regarding the draft permit decision within 30 days of the publication of this notice. Other than the permit applicant, only those persons who submit written comments on the draft decision during this designated
30-day comment period, or who make comments for the record at any formal public hearing called by the Department, shall have legal standing to appeal any final permitting decision made by the Director.
Written comments concerning the draft permit decision should be mailed or delivered to the Solid Waste Management Division; Arkansas Department of Environmental Quality; 5301 Northshore Drive; North Little Rock, AR 72218. Additional information regarding this draft decision, including copies of the permit

Saint-Gobain Ceramics & Plastics, Inc. (66-00219) operates a facility located at 5300 Gerber Road, Fort Smith, AR 72904-1699, which manufacturer's proppants. This permit action is prompted by the facility's renewal permit application. This action includes three emergency generators (SN-73A, SN-73B, and SN-73C), three parts washers (SN-74), and updates the facility's insignificant activity list. This action also includes an increase in throughput and emissions at SN-08/38. Permitted emission increases are 0.3 tpy of SO2, 1.9 tpy of VOC, 0.9 tpy of CO, and 3.9 tpy of NOx.
