Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Entergy Arkansas, Inc. - Union Power Station (70-00543) operates a facility located at 6434 Calion Highway, El Dorado, AR 71730. This facility has submitted a renewal to the current Title V permit, in addition to the renewal the facility requests the following changes:
1. Revise HAP emission limits to be consistent with the most recent revision to the ADEQ non-criteria pollutant control strategy.
2. Addition of the existing gasoline storage tank as a permitted Source (SN-17). This tank is subject to 40 CFR Part 63 Subpart CCCCCC.
3. Addition of an existing propane-fired emergency reciprocating internal combustion engine (SN-18) located at the telecom tower on the south side of the Entergy Arkansas substation which is adjacent to the Union Power Station to the south.
4. Deletion of those permit provisions relating to the vacated Clean Air Interstate Rule (CAIR) and incorporation of the applicable requirements of the Cross-State Air Pollution Rule (CSAPR).
5. Updates to the Insignificant Activities (IA) list.
6. Correction of Specific condition #43 to correctly incorporate the applicable requirements of NSPS Subpart Da as applicable to the facility duct burners.
The permitted emissions are increasing by 0.1 tpy PM/PM10, 0.2 tpy SO2, 1.1 tpy VOC, 0.4 tpy CO, 0.4 tpy NOx, and 0.065 tpy Total HAP. Other emission increases/decreases are associated with this renewal because of rounding and implementing the most recent non-criteria pollutant control strategy.

NOTICE OF PENDING PERMIT DECISION
For Construction of a Type O Compost Facility
Pending Permit Number: 0007-SC AFIN: 72-00102
In accordance with provisions of Arkansas Pollution Control and Ecology Commission (APC&EC) Regulation 8.207, public notice is hereby given that the Arkansas Department of Environmental Quality (ADEQ) has made a preliminary decision, to issue a pending permit modification to the existing Type O composting facility owned by the City of Fayetteville. The facility is located in the Section 23, Township 16 South, Range 30 West in Washington County, Arkansas. The facility address is 1560 Happy Hollow Road, Fayetteville, AR 72701. The applicant is City of Fayetteville. The mailing address of the applicant is 113 West Mountain Street, Fayetteville, AR 72701.
The final permit will allow the construction and operation of a Type O Composting Facility. The facility accepts yard waste and approved organic waste for composting. The facility will serve the City of Fayetteville and Washington County.
Any interested person may submit written comments, data, views or arguments to the Department regarding the draft permit decision within 30 days of the publication of this notice. Those persons who submit written comments on the draft decision during this designated 30-day comment period, or who make comments for the record at any formal public hearing called by the Department, shall have legal standing to appeal any final permitting decision made by the Director.

NOTICE OF EMERGENCY
ORDER
Pursuant to Arkansas Code Annotated sec. 8-4-101 et seq., sec. 8-7-501 et seq., sec. 8-7-201 et seq. and sec. 8-6-201 et seq., the Arkansas Department of Environmental Quality (ADEQ) has issued an emergency order in connection with a business being closed with numerous hazardous substances remaining on site. These conditions are located at Street & Performance, Inc., #1 Hot Rod Lane, Mena, Polk County, Arkansas 71953.
On October 25, 2016, ADEQ received a letter from Street & Performance, Inc., stating that Street & Performance, Inc. would be closing for business on October 28, 2016. Street & Performance, Inc. also indicated they would work closely with ADEQ to ensure closure was completed appropriately. ADEQ staff was on site February 1, 2017 to perform an inspection. ADEQ staff observed containers of hazardous and non-hazardous waste and electroplating solutions, including cyanide, chromium, and nitric acid. A roll-off container with waste foundry sand, as well as a pile of waste foundry sand, also were found at the site.
The emergency order directs Street & Performance, Inc. to notify ADEQ of their intent to comply with the order, to hire a qualified environmental contractor, to properly identify, profile, and containerize all hazardous and non-hazardous waste on site, and to ship all waste off-site to an authorized facility, using a permitted transporter. Street & Performance, Inc. shall provide a final report within twenty (20) days to ADEQ.
Nothing in the order shall limit the rights of ADEQ to issue further orders to pursue any further enforcement actions for remediation, penalties or costs from any party.

Pursuant to A.C.A. sec.8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
SFI of Arkansas, LLC (23-00044) operates a facility located at 670 Equity Avenue, Conway, AR 72032. This facility has submitted an application to allow the facility to reinstall a Wheelabrator Abrasive Blaster which was removed from service before the application for Minor Source Air Permit No. 2351-A.
As a result of this permit modification permitted emission rates increase by 44.5 tpy PM10; 0.2 tpy PM; 0.05 tpy Chromium; 0.07 tpy Manganese, and 0.02 tpy Nickel.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

In accordance with Ark. Code Ann. sec. 8-4-203(e), the Arkansas Department of Environmental Quality (ADEQ), Office of Water Quality, gives the following notice:
Arkansas Electric Cooperative Corporation - Harry L. Oswald Generating Station operates a facility located as follows: 17400 Highway 365 South, Little Rock, AR 72183 in Pulaski County. The facility is currently permitted to discharge cooling tower blowdown and low volume waste water into the Arkansas River in Segment 3C of the Arkansas River Basin. Arkansas Electric Cooperative Corporation - Harry L. Oswald Generating Station submitted an application on July 12, 2016, and additional information was received on August 23, 2016, September 1, 2016, and September 12, 2016, for renewal of NPDES Permit No. AR0049255. The application has been reviewed by the ADEQ’s Office of Water Quality and has received tentative approval subject to the terms of this notice.
