NOTICE OF DRAFT PERMIT DECISION BY THE ARKANSAS DEPARTMENT OF ENVIRONMENTAL QUALITY
In accordance with provisions of Arkansas Statutes, 8-4-203, public notice is hereby given that as of November 17, 2015, the Surface Mining and Reclamation Division of the Arkansas Department of Environmental Quality (ADEQ) announces its draft decision to issue a modified open-cut mining permit as requested by Triangle Builders Supply, P.O. Box 1585, Fayetteville, AR 72702 for a mining facility located near Johnson in Washington County, Arkansas.
Triangle Builders Supply has requested to add an additional 46.5 acres to their existing Open-Cut Mining Permit No. 0669-MN-A1. This will bring the total area to be mined to 69.7 acres.
Any interested person may submit written comments concerning the technical merits of the ADEQ's draft decision within 30 days of the publication of this notice. Any interested person may submit a request for a public hearing on the draft permit decision within 30 days of the publication of this notice. The decision on whether to schedule a public hearing is at the ADEQ's discretion. If a hearing is scheduled, first class mail notice will be provided to the permit applicant and to all persons who submitted a request for a public hearing and who provided public comments on the record.
Written comments concerning ADEQ's draft decision should be sent to: James F. A final, written decision on this permit application will be issued by ADEQ after the close of the 30-day public comment period or after a public hearing if one is held. The final decision will include a response to each issue raised during the public comment period for this proposal, and will include an explanation of the rationale for any technical requirements or standards involved in making the final decision. Any person with legal standing in this matter may appeal the ADEQ's final decision to the Arkansas Pollution Control and Ecology Commission. Appeals must be in writing, must be filed within 30 days of the ADEQ's final decision, and must conform to all the requirements set forth in Regulation No. 8.

Deltic Timber Corporation (14-00037) operates a facility located at 1720 Highway 82 West, Waldo, AR 71770. This facility has submitted an application to incorporate the applicable requirements of the Boiler MACT for three wood-fired boilers. In addition to the changes due to the Boiler MACT, the permit was modified to include revised emission limits at these boilers for PM and PM10. Overall, permitted emissions increased by 15.9 tpy PM and 4.2 tpy PM10.

In accordance with provisions of Arkansas Statutes, 8-4-203, public notice is hereby given that as of January 21, 2011, the Surface Mining and Reclamation Division of the Arkansas Department of Environmental Quality (ADEQ) announces its draft decision to issue a new open-cut mining permit as requested by Select Concrete Company, 119 South Main Street, Monticello, AR 71655 for a mining facility located near Harrell in Calhoun County, Arkansas.
Select Concrete Company is proposing to open a new sand and gravel mining facility in Section 16, Township 14 South Range 12 West. The total acreage to be permitted is thirty-seven acres.
Any interested person may submit written comments concerning the technical merits of the ADEQ's draft decision within 30 days of the publication of this notice. Any interested person may submit a request for a public hearing on the draft permit decision within 30 days of the publication of this notice. The decision on whether to schedule a public hearing is at the ADEQ’s discretion. If a hearing is scheduled, first class mail notice will be provided to the permit applicant and to all persons who submitted a request for a public hearing and who provided public comments on the record.

This is to give notice in accordance with A.C.A sec. 8-4-203 that the Permits Branch of the Water Division of the Arkansas Department of Environmental Quality (ADEQ), 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0623, has made a decision to renew the National Pollutant Discharge Elimination System (NPDES) General Permit for construction and operation of Concentrated Animal Feeding Operations (CAFOs), which is set to expire on October 31, 2016. Coverage under this permit authorizes the land application of manure, litter, or process wastewater in accordance with a nutrient management plan. A nutrient management plan, which is required to be prepared for each CAFO, provides site-specific requirements for waste management and land application of nutrients. This NPDES CAFO general permit also authorizes a discharge only when a precipitation meets or exceeds a 25-year, 24-hour rainfall event.

AFCO Steel, LLC (60-00065) operates a facility located at 1500 East 22nd Street, Little Rock, AR 72202. The Wheelabrator shotblaster, formerly an insignificant source, has been moved as a listed source, SN-05, because of CAM applicability.
