Cormier Rice Milling Co., Inc. (01-00032) operates a facility located at 501 West Third Street, DeWitt, AR 72042. This facility has submitted an application to increase the annual grain throughput limit. Cormier is currently permitted to receive 175,500 tons per year of grain and is requesting to increase the limit to 196,875 tons per year.
The total emission changes are +19.7 tpy of PM and tpy +5.3 of PM10

Anthony Forest Products Company (70-00473) operates a facility located at 1236 Urbana Road, ElDorado, AR 71730. This facility has submitted an application to renew the Title V permit with modifications. The permitted production rate and emission limits for a lumber kiln (SN-23) were decreased. The stacks at the ends of a lumber kiln (SN-14) were modified. the permit allowed the repair and re-commissioning of the kiln due to damage resulting from a fire.
Overall, permitted emissions decreased by 0.6 tpy PM, 0.3 tpy PM 10, and 6.1 tpy VOC.

Public Notice for an Environmental Improvement Project at Dresser Industries - Magcobar Former Mine Site near Magnet Cove, AR
Under the provisions of Ark. Code Ann. sec. 8-5- 901 et seq. this is to give notice that the Water Division of the Arkansas Department of Environmental Quality ("ADEQ") has received a Notice of Intent (NOI) for an Environmental Improvement Project ("EIP") on October 29, 2014 from the following applicant:

This EIP proposes to temporarily change, for a period of approximately 12 years, water quality standards for total dissolved solids, chlorides and sulfates for Chamberlain Creek and total dissolved solids and sulfates for Cove Creek, Lucinda Creek, Reyburn Creek, Rusher Creek, Scull Creek and Clearwater Lake, while site remediation is ongoing at the Dresser Industries - Magcobar (DIM) former site located near Magnet Cove, AR. The site remediation activites are intended to address the low pH and elevated metals that affect drainages from the site entering surrounding water bodies.
The proposed changes will raise the water quality standards during site remediation to:
Chamberlain Creek: 2,261 mg/L for Total Dissolved Solids; 1,384 mg/L for sulfate; 68 mg/L for chloride;
Cove Creek: 500 mg/L for Total Dissolved Solids; 250 mg/L for sulfate; and
Lucinda Creek, Reyburn Creek, Rusher Creek, Scull Creek, and Clearwater Lake: 500 mg/L for Total Dissolved Solids; 250 mg/L for sulfate.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Weyerhaeuser NR Company - Dierks Mill (3100016) operates a facility located at 120 Main Avenue, Dierks, AR 71833-0038. Weyerhaeuser Company owns and operates a lumber mill in Dierks, Howard County, Arkansas. Weyerhaeuser has submitted a modification to remove a dry lumber cyclone, remove two wood boilers, replace five lumber drying kilns with 4 new direct- fired continuous kilns that each have two abort stacks and construct two wood fuel silos (SN-79 and SN-80). The permitted lumber production will increase to 400,000 MBF/yr from 375,000
MBF/yr. The increase in lumber kiln production will increase the emissions from material transfer operations and roadway emissions. The facility is also replacing the sawmill operations with a new sawmill and replacing the planer mill cyclones with new cyclones. The facility had significant emission increases for several pollutants but netted out of PSD analysis for all pollutants. The total annual permitted emission rate limit changes associated with this modification includes: +100.6 tpy PM, +62.0 tpy PM10, +18.5 tpy SO2, +782.6 tpy VOC, +352.2 tpy CO, +57.1 tpy NOX, +1.45 tpy acrolein, +9.37 tpy acetaldehyde, +2.71 tpy benzene, +15.44 tpy formaldehyde, +63.61 tpy methanol, +1.18 tpy manganese, +2.98 tpy hydrogen chloride, +1.85 tpy propionaldehyde, +1.56 tpy styrene, +0.31 tpy acetone, and a small change in other HAPs.

NOTICE OF PUBLIC MEETING ON ASSESSMENT OF CORRECTIVE MEASURES AND DRAFT PERMIT DECISION
SWEPCO, Flint Creek Power Plant - Class 3N Solid Waste Landfill
Draft Permit Number: 0273-S3N-R2AFIN: 04-00107
Under provisions of Regulation 8 and 22 of the Arkansas Pollution Control and Ecology Commission (APCEC), the Arkansas Department of Environmental Quality (ADEQ), made a preliminary decision to issue a draft solid waste disposal permit modification for the Class 3N landfill at the Southwestern Electric Power Company (SWEPCO) Flint Creek Power Plant on November 10, 2014. A public notice for that decision was published on November 14, 2014. In addition, ADEQ approved the Assessment of Corrective Measures report for remedying impacts to groundwater at the landfill on October 7, 2014.
An informational public meeting has been scheduled to include discussion of the draft permit decision and discussion of the results of the assessment of corrective measures report prior to selection of a remedy for the Class 3N landfill. The public meeting is scheduled in Gentry, Arkansas, on Tuesday, December 2, 2014. The Flint Creek Power Plant is located near Gentry, in Benton County, Arkansas.
The scheduled public meeting will begin at 6:00 p.m., at the Gentry High School Auditorium, 1055 Pioneer Lane, Gentry, AR 72734, Arkansas. If inclement weather or other unforeseen circumstances develop, a decision may be made to postpone the meeting. If the meeting is postponed and rescheduled, a new legal notice will be published to announce the details of the new meeting date. The public meeting will include a technical presentation, and an informal question and answer period concerning both the draft solid waste permit and the assessment of corrective measures. Formal public comments on the draft permit will not be accepted at the meeting; however, the 30-day draft permit comment period will be in effect and written comments will be accepted through December 15, 2014. Permit Modification: Aerojet Rocketdyne, Inc. submitted an application for a Class 2 modification of our Hazardous Waste Permit to the Arkansas Department of Environmental Quality (ADEQ) on November 10, 2014. The permit modification pertains to the groundwater treatment system that is scheduled for installation on Thunder Road. The approved design specifies operation of three extraction wells and a gravel bed reactor (GBR) for the treatment of perchlorate-impacted groundwater. The modified system will feature operation of a single extraction well initially (rather than three wells) and an ion exchange system (in lieu of a GBR). The changes are being made to reflect the lower-than-anticipated perchlorate concentrations detected during recent soil and groundwater sampling activities along Thunder Road. The proposed design changes will not affect the approved remedial technology, the use of pump-and-treat systems to remove perchlorate in groundwater, or the ultimate goal of the project, the risk-based remediation of perchlorate-impacted soils and groundwater at our East Camden facility.

In accordance with provisions of Arkansas Pollution Control & Ecology Commission (APCEC), Regulation 8.207, public notice is hereby given that the Arkansas Department of Environmental Quality has made a preliminary decision to issue a draft solid waste disposal permit from an application submitted by SWEPCO, Flint Creek Power Plant for a Class 3N landfill facility located at Benton County, Arkansas. More specifically, the facility is proposed to be located in the parts of Section 8, Township 18 North, Range 33 West. The name/address of the applicant is: American Electric Power, 502 North Allen Avenue, Shreveport, LA 71101.
The permit allows disposal of wastes eligible for a Class 3 Non-commercial (3N) Landfill as defined in APCEC Regulation 22 and generated by SWEPCO, Flint Creek. This permit modification includes updated liner and leachate collection system design.
Any interested person may submit written comments, data, views or arguments to the Department regarding the draft permit decision within 30 days of the publication of this notice. NOTICE OF ENFORCEMENT
ACTIONS
Public notice is hereby given that the Arkansas Department of Environmental Quality (ADEQ) has entered into the Consent Administrative Orders and has issued the Notices of Violation listed below. Documents for these enforcement matters can be made available for inspection or copying by contacting ADEQ's Legal Division, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317. There may be a charge to cover photocopying costs for some documents. Copies of enforcement documents, including those referenced in this notice, also are available for viewing on the ADEQ website at http://www.adeq.state.ar.us/legal/cao_info.asp. Further, ADEQ is accepting written comments from the public regarding these matters. Such comments must be sent to ADEQ, Legal Division, at the above address within 30 days after publication of this Notice. If a comment on any proposed Consent Administrative Order is received by ADEQ within this time period, in accordance with Act 163 of 1993, the person submitting the comment may request the Arkansas Pollution Control and Ecology Commission to set aside the order in the matter by filing a petition with the Commission Secretary. If a comment on any Notice of Violation is received by ADEQ within this time period, the person submitting the comment will be given notice of any hearings held on the matter and shall have the right to intervene in any hearing in the matter by filing a petition for intervention with the Commission Secretary. Any such petition must be filed in accordance with applicable regulations and sent to the Commission Secretary, 101 East Capitol, Suite 205, Little Rock, Arkansas 72201.

Public Notice
Pursuant to A.C.A. sec.8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
American Tubing, Inc. (72?00054) operates a facility located at 2191 Ford Avenue, Springdale, AR 72764. This facility has submitted an application to add an Aluminum Welding Operation (One Gas Metal Arc Welder) SN-04 and to clarify the applicable requirements under 40 CFR 63 Subpart XXXXXX. Total annual emissions changes associated with this modification are: 0.2 tpy (tons per year) PM, 0.2 tpy PM10, 0.00109 tpy Manganese, 0.00023 tpy Chromium, and 0.00132 tpy Total HAPs.
The application has been reviewed by the staff of the Department and has received the Department's tentative approval subject to the terms of this notice.
Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting ADEQ Air Permits Branch. Citizens desiring technical information concerning the application or permit should contact, Patty Campbell, Engineer. The draft permit and permit application are available for copying at the above address. This information may be reviewed during normal business hours. The draft permit may also be found at www.adeq.state.ar.us/air/branch_permits/permitting/drafts.aspx.
Comments will be accepted in accordance with Section 8.208 of Regulation #8. During the public comment period, any person may submit written comments to the Department at the above address Attention: ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Section 8.211 of the Arkansas Pollution Control and Ecology Commission's Administrative Procedures (Regulation #8).
