Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Office of Air Quality of the Arkansas Department of Environmental Quality gives the following notice:
Green Bay Packaging Inc. - Arkansas Kraft Division (15-00001) operates a facility located at 338 Highway 113 South, Morrilton, AR 72110. This facility has submitted an application to
1.Install a Dryer Felt System in the 3rd Dryer Section for the bottom dryers of the #1 Paper Machine (SN-25A). Additionally, install a Breast Roll Duo-Shake System on the #1 Paper Machine (SN-25A). This change will increase the annual potential production at the #1 Paper Machine from the current production limit of 301,750 tons (12-month rolling total) to 328,028 (12-month rolling total).
2.Update NCASI emission factor used at SN-25A for methanol. This is unrelated to the #1 Paper Machine project.
3.Change the PM10 emission rate at the Mill Roads (SN-40) from 9.9 tpy to 18.4 tpy to correct a typographical error.
This results in an emission increase of 9.3 tpy PM10, 0.2 tpy PM, 31.7 tpy VOC, 36.02 tpy Methanol, 34.67 tpy total HAPs, and 0.3 tpy Acetone.

Arkansas Children's Hospital (60-00689) operates a facility located at 1 Children's Way, Little Rock, AR 72202. Tubo-FGS, LLC. d/b/a Fiber Glass Systems (60-00118) operates a facility located at 2700 West 65th Street, Little Rock, AR 72209. This facility has submitted an application to increase allowed hourly and annual emission limits of VOC and Acetone from the bubbled sources (SN-101, SN-201/202, SN-302, SN-401 and SN-501). The following sources have been modified or removed to reflect the current facility operating process: SN-201 and SN-202 Resin Mixer – Add milled fiber dispensing area vent hood to the mixing room baghouse. Emissions are already included in SN-201 and no permit change is required; SN-601 – Emergency Generator – Decommission generator and remove engine compliance requirements; SN-602 – Aerosol Painting Operations – Removed source and incorporate emissions into SN-101, SN-201/202, SN-302, SN-401 and SN-501. Total permitted emission changes associated with this modification are: increases of 4.7 tpy PM, 4.5 tpy PM10, 44 tpy VOC, 135.1 tpy Acetone and 19.0 tpy Total HAP and decreases of 0.1 tpy SO2, 0.3 tpy CO, and 0.2 tpy NOx.

West Fraser, Inc. - Mansfield, a Division of West Fraser (64-00049) operates a facility located at 700 Highway 71 South, Mansfield, AR 72944. This facility has submitted an application to correct the emission factors and classification on two boilers based on a stack test, add a diesel engine fire pump, and replace a 250 gallon gasoline storage tank with a 1000 gallon gasoline storage tank. The total permitted annual emissions rate limit increases associated with this modification include 54.5 tons per year (tpy) of particulate matter, 54.5 tpy of particulate matter less than 10 microns in diameter, 0.1 tpy of sulfur dioxide, 0.2 tpy of volatile organic compounds, 32.3 tpy of carbon monoxide, 0.4 tpy of nitrogen oxides, 0.01 tpy of acrolein, 0.01 tpy of formaldehyde, 0.76 tpy of hydrogen chloride, 0.00145 tpy of mercury, and 1.37 tpy of total hazardous air pollutants.

In accordance with Ark. Code Ann. sec. 8-4-203(e), the Arkansas Department of Environmental Quality (ADEQ), Office of Water Quality, gives the following notice:
City of Lincoln operates a facility located as follows: 1309 Mitchell Street, Lincoln, AR 72744 in Washington County. The facility is currently permitted to discharge treated municipal wastewater into an unnamed tributary of Bush Creek, thence to Bush Creek, thence into Baron Fork Creek in Segment 3J of the Arkansas River Basin. City of Lincoln submitted an application on February 23, 2017, with all additional information received by March 20, 2017, for renewal of NPDES Permit No. AR0035246. The application has been reviewed by the ADEQ's Office of Water Quality and has received tentative approval subject to the terms of this notice.
Citizens wishing to examine or obtain copies of the permit application, the draft permitting decision, the Statement of Basis may do so at the ADEQ headquarters located at 5301 Northshore Drive, North Little Rock, AR 72118-5317. To request a hard copy of one or more of the documents to be mailed, please call (501) 682-0623. Comments on the draft renewal will be accepted in accordance with Arkansas Pollution Control and Ecology Commission Reg. 8.208. The period for submitting comments on the draft permit, and for requesting a public hearing shall begin on the date of publication of the public notice and end at 4:30 P.M. (Central Time) on the 30th day after the publication date. If the last day of the comment period is a Saturday, Sunday, or legal holiday, the public comment period shall expire on the next day that is not a Saturday, Sunday, or legal holiday. For information regarding the actual publication date along with the actual date and time the comment period will end, please contact Terry Liu at the above address and telephone number or by email at Water-Draft-Permit-Comment@adeq.state.ar.us. Public notice, comments, and hearings will be conducted in accordance with Regulation 6.104(A)(5) [40 CFR Parts 124.10 through 124.12 by reference] and Regulation 8.207 through 8.210 (Administrative Procedures). All persons, including the permittee, who wish to comment on ADEQ's draft permitting decision must submit written comments to ADEQ, along with their name and mailing address. A Public Hearing will be held when ADEQ finds a significant degree of public interest. After the public comment period, ADEQ will issue a final permitting decision. ADEQ will notify the applicant and each person who has submitted written comments or requested notice of the final permitting decision. Any interested person who has submitted comments may appeal a final decision by ADEQ in accordance with the APC&EC Regulation No. 8.603.

Public Notice
Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Office of Air Quality of the Arkansas Department of Environmental Quality gives the following notice:
Unilin North America, LLC - Melbourne Plant (33-00013) operates a facility located at State Highway 9 Spur, Melbourne, AR 72556. This facility has submitted an application to revises the PM, PM10, CO, and NOx emission limits for the wood fired boilers (SN-05 and SN-06) using AP-42 factors rather than past stack data. Also, the facility is removing the Diesel Engine Emergency Generator SN-19 from the permit. This permit action increases PM, PM10, and NOx emissions by 47.9, 47.9, and 11.1 tons per year respectively.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.
Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting ADEQ Air Permits Branch. Citizens desiring technical information concerning the application or permit should contact, Derrick Brown, Engineer. Comments will be accepted in accordance with Section 8.208 of Regulation #8. During the public comment period, any person may submit written comments to the Department at the above address Attention: ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Section 8.211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (Regulation #8) and Regulation #26.
