Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Saint-Gobain Ceramics & Plastics, Inc. (66-00219) operates a facility located at 5300 Gerber Road, Fort Smith, AR 72904-1699, which manufacturer's proppants. This permit action is prompted by the facility's renewal permit application. This action includes three emergency generators (SN-73A, SN-73B, and SN-73C), three parts washers (SN-74), and updates the facility's insignificant activity list. This action also includes an increase in throughput and emissions at SN-08/38. Permitted emission increases are 0.3 tpy of SO2, 1.9 tpy of VOC, 0.9 tpy of CO, and 3.9 tpy of NOx.

Waste Management of Arkansas, Inc. (Ozark Ridge Landfill) (75-00046) operates a facility located at 10140 Ozark Ridge Access Lane, Danville, AR 72833. This facility has submitted an application to renew the existing permit. With this renewal, the facility updated emissions based on current operations. Newberry Tanks & Equipment, LLC (18-00077) operates a facility located at 205 North Walker Street, West Memphis, AR 72301. This facility has submitted an application to include the applicable provisions of 40 CFR Part 63 Subpart XXXXXX, National Emission Standards for Hazardous Air Pollutants Area Source Standards for Nine Metal Fabrication and Finishing Source Categories and 40 CFR Part 63 Subpart CCCCCC, National Emission Standards for Hazardous Air Pollutants for Source Category: Gasoline Dispensing Facilities. The following sources have been modified, added, or removed to reflect the current facility operating process and actual installed equipment: SN-01 and SN-02 Paint Booth - Removed TLV table and revised hourly output calculations; SN-03 - Removed dimethyl phthalate requirement since it is below deminimis levels using new emission factors; New - SN-04 - Media Blasting (previously Insignificant Activity); New - SN-05 Welding Operation (previously Insignificant Activity); Added existing SN-07 Gasoline Storage Tank (550 gallon); Insignificant Activities - Removed Blasting and Welding, added 1000 Gallon Diesel Tank (SN-06); SN-01, SN-02, SN-03 Booth Clean-up - Added fiberglass cleaner (SN-03) and removed Tert-Butyl Acetate.
Total permitted emission changes associated with this modification are: increases of 1.2 tpy PM/PM10 and decreases of 13.4 tpy T-Butyl Acetate. Styrene and Dimethyl Phthalate are HAPs that are included in the Single HAP and Total HAP tpy plant wide bubble.

Entergy Arkansas, Inc. (Independence Plant) (32-00042) operates a facility located at 555 Point Ferry Road, Newark, AR 72562. This facility submitted an application to incorporate the applicable requirements of 40 CFR Part 63, Subpart UUUUU - National Emission Standards for Hazardous Air Pollutants: Coal- and Oil-Fired Electric Utility Steam Generating Units, also referred to as the Mercury Air Toxic Standards (MATS), and to account for the additional traffic on the roads due to deliveries of activated carbon and halide solution deliveries. Two activated carbon silos and two aqueous halide storage units were added to the insignificant activities list. The emission limits for SN-06C were decreased due to updated AP-42 emissions estimate equation for paved roads. Overall, permitted emission decreased by 132.5 tpy PM and 26.5 tpy PM10.

The total permitted annual emission changes are: ¬ 13.7 tons per year (tpy) PM/PM10, 0.2 tpy SO2, 0.6 tpy VOC, 3.9 tpy CO, 4.6 tpy NOX, and -1.5 tpy EGBE.

The Director's revocation or modification of her prior decision becomes a final decision for purposes of appeal. Upon issuance of the final decision, notice of the final decision will be sent to the applicant and those persons who submitted timely objections. If the Director's initial decision is not revoked or modified within 30 calendar days of the date of the decision as specified in APC&EC Reg.8.216(b)(5), the decision is deemed final for purposes of appeal.

This facility submitted an application to incorporate the applicable requirements of 40 CFR Part 63, Subpart UUUUU - National Emission Standards for Hazardous Air Pollutants: Coal- and Oil-Fired Electric Utility Steam Generating Units, also referred to as the Mercury Air Toxic Standards (MATS), and to account for the additional traffic on the roads due to deliveries of activated carbon and halide solution deliveries. Two activated carbon silos and two aqueous halide storage units were added to the insignificant activities list. The vehicle miles travel limits in former SC #53 were updated to match the inputs used in the emission estimate provided in the previous permit revision. The emission limits for SN-06C were decreased due to updated AP-42 emissions estimate equation for paved roads. Overall, permitted emission decreased by 77.5 tpy PM and 15.0 tpy PM10.
