Specialty Minerals, Inc. (41-00370) operates a facility located at 339 Highway 71 South, Ashdown, AR 71822. This facility has submitted an application to obtain an initial Title 5 permit for the existing facility. The facility is co-located on property owned by Domtar A. W. LLC (AFIN: 41-00002). These operations and Domtar's operations are considered part of the same source for permitting requirements. SMI elected to obtain a separate permit rather than be included in the Domtar permit. Total permitted annual emissions are 9.4 PM and 9.4 PM10.

Trane U.S. Inc. (66-00050) operates a facility located at 4811 South Zero Street, Fort Smith, AR 72903. This facility has submitted an application to adds two instapack machines, SN-15 and 16, updates the boiler size and emissions, removes two fin presses and hairpin benders, SN-07 and 08, adds an emergency generator, SN-17, increases gas flux content limits for SN-13, removes MACT Subpart WWWWWW from the permit. Permit Modification: Aerojet Rocketdyne, Inc. submitted an application for a Class 2 modification of our Hazardous Waste Permit to the Arkansas Department of Environmental Quality (ADEQ) on November 10, 2014. The permit modification pertains to the groundwater treatment system that is scheduled for installation on Thunder Road. The approved design specifies operation of three extraction wells and a gravel bed reactor (GBR) for the treatment of perchlorate-impacted groundwater. The modified system will feature operation of a single extraction well initially (rather than three wells) and an ion exchange system (in lieu of a GBR). The changes are being made to reflect the lower-than-anticipated perchlorate concentrations detected during recent soil and groundwater sampling activities along Thunder Road. The proposed design changes will not affect the approved remedial technology, the use of pump-and-treat systems to remove perchlorate in groundwater, or the ultimate goal of the project, the risk-based remediation of perchlorate-impacted soils and groundwater at our East Camden facility.

NOTICE OF DRAFT PERMIT DECISION
SWEPCO, Flint Creek Power Plant - Class 3N Solid Waste Landfill Draft Permit: 0273-S3N-R2AFIN: 04-00107
In accordance with provisions of Arkansas Pollution Control & Ecology Commission (APCEC), Regulation 8.207, public notice is hereby given that the Arkansas Department of Environmental Quality has made a preliminary decision to issue a draft solid waste disposal permit from an application submitted by SWEPCO, Flint Creek Power Plant for a Class 3N landfill facility located at Benton County, Arkansas. More specifically, the facility is proposed to be located in the parts of Section 8, Township 18 North, Range 33 West. The name/address of the applicant is: American Electric Power, 502 North Allen Avenue, Shreveport, LA 71101.
The permit allows disposal of wastes eligible for a Class 3 Non-commercial (3N) Landfill as defined in APCEC Regulation 22 and generated by SWEPCO, Flint Creek. This permit modification includes updated liner and leachate collection system design.
Any interested person may submit written comments, data, views or arguments to the Department regarding the draft permit decision within 30 days of the publication of this notice. Other than the permit applicant, only those persons who submit written comments on the draft decision during this designated 30-day comment period, or who make comments for the record at any formal public hearing called by the Department, shall have legal standing to appeal any final permitting decision made by the Director.

Deltic Timber Corporation (75-00009) operates a facility located at 729 Highway 10 East, Ola, AR 72853. This facility has submitted a Prevention of Significant Deterioration application to construct a new direct-fired batch kiln (SN-21) and convert two existing indirect-fired, batch kilns to indirect-fired, continuous kilns (SN-06 and SN-12). Deltic also requested to modify the sawmill and planer mill, replace boiler tubes, resurface certain sections of the roadways, and demolish two direct-fired kilns. This is to give notice that the Arkansas Department of Environmental Quality (ADEQ), Water Division, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0622, proposes a draft renewal of the permit number AR0022098 for which an application was received on 2/18/2014, with additional information received 3/10/2014, 9/22/2014, and 9/30/2014, for the following applicant under the National Pollutant Discharge Elimination System (NPDES) and the Arkansas Water and Air Pollution Control Act.
Applicant: City of Prairie Grove Water and Wastewater Utilities, 10239 Bluemist Road, Prairie Grove, AR 72753. Location: off Ditmar Road and approximately 1 mile north of the Prairie Grove city limit; Latitude: 35° 59' 20.5"; Longitude: 94° 19' 55.24" in Washington County, Arkansas. The discharge of treated municipal wastewater is into the Muddy Fork of the Illinois River, thence to Illinois River, thence to the Arkansas River in Segment 3J of the Arkansas River Basin.
The 208 Plan, developed by the ADEQ under provisions of Section 208 of the federal Clean Water Act, is a comprehensive program to work toward achieving federal water goals in Arkansas. The initial 208 Plan, adopted in 1979, provides for annual updates, but can be revised more often if necessary. Updates to the 208 Plan have been proposed to remove Outfall 001. This change has also been incorporated into the draft discharge permit.

Permitting Action: Aerojet Rocketdyne, Inc. Location of Waste Treatment Facility: Aerojet Rocketdyne operates a manufacturing complex located in the Highland Industrial Park near the city of East Camden in Calhoun County, Arkansas. The company makes solid rocket propellants and motors, related components for rocket and missile systems, and warheads and other military ordnance.
The main entrance to the Aerojet Rocketdyne complex is located at the intersection of Arkansas Highway #274 and Arkansas Highway #205.
The TTA is located on Byrnes Road, an in-plant roadway, in the southeastern section of the Aerojet Rocketdyne complex. The legal description of the property is part of the Southeast 1/4 of Section 7, Township 13S, Range 15W in Calhoun County. The waste treatment facility is located about 1.5 miles southeast of the intersection of Highways #274 and #205. (Site maps are provided in the permit application.)
Description of Waste Treatment Facility: Aerojet Rocketdyne manufactures a wide variety of solid rocket propellants. Waste propellants and propellant-contaminated materials are generated during the production operations. These "energetic" waste streams are destroyed via open burning in the TTA in accordance with the cited RCRA Permit.
The TTA consists of a large concrete containment pad upon which various waste treatment devices are operated. These devices consist of the following: Twenty-four large metal "burn pans" for treating bulk waste propellants and contaminated materials; two metal "burn cages" for deactivating squibs, igniters and other small energetic components; one "rocket motor static firing fixture" for treating unusable solid rocket motors; one "motor case firing block" for deactivating small rocket motor cases; and one "igniter firing device" for treating unusable large igniter units. Concrete barricade walls surround the TTA as a safety precaution.
Ash and residue are generated during the waste treatment operations. These non-hazardous wastes are shipped off-site for disposal. Stormwater runoff and wash water from the TTA are stored in a small surface impoundment. The commingled wastewater stream is subsequently processed in an on-site treatment system prior to discharge under an ADEQ-issued permit.
Aerojet Rocketdyne proposes to treat a maximum of 475 tons per year of hazardous wastes in the TTA.
Types of Waste Managed: The propellant, explosive, and pyrotechnic (PEP) materials treated in the TTA primarily exhibit the hazardous waste characteristic of reactivity (Environmental Protection Agency (EPA) waste code D003). One waste stream also exhibits the characteristic of ignitibility (D001). In addition, a small percentage of the overall PEP waste stream may also exhibit the hazardous waste characteristic of toxicity due to the presence of barium (EPA Code D005), cadmium (D006), chromium (D007), lead (D008), and/or silver (D011). Finally, one material generated and treated on-site is a listed hazardous waste (EPA Code K044, wastewater treatment sludge from the manufacturing and processing of explosives).

These changes resulted in a permitted emissions increase of 0.9 tpy of PM/PM10, 0.9 tpy of SO2, 0.9 tpy of VOC, 1.2 tpy CO and 3.2 tpy of NOx. Various HAPs increased by less than 0.5 tpy.

FFW2 submitted an application for an initial air permit in order to process dissolved air floatation (DAF) sludge into recovered oil, poultry feed ingredient, and clarified water. Annual throughput is being permitted at 27.4 million gallons of poultry waste / DAF sludge. Arkansas initially received final authorization on January 25, 1985, (50 FR 1513) to implement its Base Hazardous Waste Management program. Arkansas received authorization for revisions to its program on January 11, 1985 (50 FR 1513), effective January 25, 1985; March 27, 1990 (55 FR 11192) effective May 29, 1990; September 18, 1991 (56 FR 47153) effective November 18, 1991; October 5, 1992 (57 FR 45721) effective December 4, 1992; October 7, 1994 (59 FR 51115) effective December 21, 1994 , April 24, 2002 (67 FR 20038) effective June 24, 2002, August 15, 2007 (72 FR 45663) effective October 15, 2007 and August 10, 2012(77 FR 47779-47782) effective October 9, 2012. The authorized Arkansas RCRA program was incorporated by reference into the Code of Federal Regulations effective December 13, 1993 (58 FR 52674) June 28, 2010 (75 FR 36538) effective August 27, 2010 and August 10, 2012 (77FR 47779 ) effective October 9, 2012. On January 14, 2014, Arkansas submitted a final complete program revision application seeking authorization of its program revision in accordance with 40 CFR 271.21.
The State's adopted Federal rules are: (1) Universal Waste Rule: Specific Provisions for Mercury Containing Equipment. (Checklist 209), NESHAP: Final Standards for Hazardous Waste Combustors (Phase I Final Replacement Standards and Phase II). (Checklist 212)., 3. Cathode Ray Tubes Rule. (Checklist 215), 4. OECD Requirements, Export Shipments of Spent Lead-Acid Batteries. (Checklist 222), 5. Hazardous Waste Technical Corrections and Clarification. (Checklist 223), 6. Removal of Saccharin and its Salts from the Lists of Hazardous Wastes (Checklist 225), 7. Academic Laboratories Generator Standards Technical Corrections. (Checklist 226), 8. Revision of the Land Disposal Treatment Standards for Carbamate Wastes. (Checklist 227).
The Environmental Protection Agency (EPA) has reviewed the ADEQ applications and decided that the State's hazardous waste program revisions satisfy all requirements necessary to qualify for final authorization. Unless adverse written comments are received during the review and comment period provided for public participation in this process, EPA intends to approve the ADEQ hazardous waste program revisions, subject to the authority retained by EPA in accordance with the Hazardous and Solid Waste Amendments of 1984.

Pursuant to A.C.A. sec.8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
University of Arkansas, Fayetteville Campus (7200026) operates a facility located at 845 West Dickson Street, Fayetteville, AR 72701. This facility has submitted an application to install a 87.8 MMBtu/hr natural gas-fired turbine with a heat recovery steam generator (SN-107), permit two existing gasoline storage tanks (SN-108 and SN-109), and add three parts washers as insignificant activities. Overall, permitted emissions changed by +3.0 tpy PM, +2.9 tpy PM10, +1.0 tpy SO2, +6.0 tpy VOC, +16.1 tpy CO, +16 .6 tpy NOX, and less than +0.002 tpy Lead.
The application has been reviewed by the staff of the Department and has received the Department's tentative approval subject to the terms of this notice. Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting ADEQ Air Permits Branch.
