Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Del-Tin Fiber LLC (70-00480) operates a facility located at 757 Del-Tin Highway, El Dorado, AR 71730. This facility has submitted an application to renew the Title V permit. In this renewal VOC and HAP emissions were updated for most sources at the facility due to emission factor changes and provisions of the Boiler MACT were incorporated into the permit. Some sources were also moved from the insignificant activities list to permitted sources. VOC emissions increased 37.1 tpy.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Notice of Intent to Renew: General Permit for Construction and Operation of a Solid Waste Transfer Station
The Arkansas Department of Environmental Quality’s (ADEQ) Solid Waste Management Division maintains general permits for solid waste management facilities in the State of Arkansas. The General Permit for Construction and Operation of a Solid Waste Transfer Station is scheduled to expire on May 16, 2016. In accordance with Arkansas Code, Annotated, Section 8-4-203, ADEQ hereby provides notice of its intent to renew the general permit for transfer stations.
ADEQ is currently preparing a preliminary draft version of the transfer station general permit and will make the pre-draft version available to stakeholders for review in upcoming weeks. ADEQ plans to hold a stakeholder meeting to accept informal comments, data, or views regarding the preliminary draft permit. Those comments will be considered for development of the formal draft permit. More information regarding the preliminary draft, the stakeholder meeting, and the meeting schedule will be announced when available.
After the stakeholder process a formal draft permit will be developed and a public notice announcing a 30-day comment period on the draft permit will be published in this newspaper and posted on the ADEQ website at www.adeq.state.ar.us. The notices will contain information on how to submit comments for the record on the draft permit.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air
Division of the Arkansas Department of Environmental Quality gives the following notice:
Natural Gas Pipeline Company of America - Station 308 (61-00031) operates a facility located at 138 Gazaway Road, Biggers, AR 72413. This facility has submitted an application to renew their Title V permit. Requirements for 40 CFR 63 Subparts ZZZZ and DDDDD have been added to SN-12 and SN-11 respectively. The emergency engine (SN-10) has had its hours of operation restricted, resulting in lowered emission rates. Permitted emission decreases are as
follows: 0.5 tpy PM/PM10 , 25.3 tpy VOC, 10.1 tpy CO, and 162.7 tpy NOX . HAP emissions are
64.9 tpy of Formaldehyde and 29.5 tpy of all other HAPs.
The application has been reviewed by the staff of the Department and has received the

Pursuant to Ark. Code Ann. sec. 8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
The Department is proposing a minor source general air permit for qualifying natural gas compressions stations located within the borders of the state of Arkansas. This is the third renewal of the permit, 1868-AGP-000. This draft permit eliminates emission limits for benzene, and raises the VOC emission limit to 95 tons per year. The permit added the Federal subparts by reference and allows the FERC tariff for sulfur to substitute for the requirement to sample for sulfur with Drager tubes.

Plum Point Energy Station (47-00461) operates a facility located at 2732A South County Road 623, Osceola, AR 72370. This facility has submitted an application to modification to modify the requirements for the operation of the mercury CEMs to language in line with the new MACT standards and remove the fence line monitoring requirements, as the facility has met the requirements of the original permit requiring the monitoring. This permit also incorporates a minor modification to increase the leachate to be processed by the facility from 5 million gallons to 20 million gallons. There are no changes in emissions associated with these changes.

West Fraser, Inc. (Leola Lumber Mill) (27-00002) operates a facility located at 1400 Main Street, Leola, AR 72084. This facility has submitted an application modify their air permit. This permit revision is comprised of a modification to remove the Continuous Kiln VOC testing requirement from the permit and a minor modification to allow the installation of a new Planer Shavings Collection System (SN-24). With the installation of SN-24, the Planer Shavings Cyclone (SN-04) and the Fuel House Cyclone (SN-05) will be removed. Lastly, Dry Kiln No. 1 through No. 4 (SNs- 06, 07, 08 and 20) have been removed from the permit since these sources ceased operation with the installation and operation of the two continuous kilns, SN-22 and SN-23. This revision to the permit will increase overall annual permitted emissions 2.3 tons of PM, 2.3 tons of PM10, 2.2 tons of PM2.5, 0.1 ton of SO2, 0.1 ton of VOC, 0.5 ton of CO, and 2.0 tons of NOx.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Comments will be accepted in accordance with Section 8.208 of Regulation #8. During the public comment period, any person may submit written comments to the Department at the above address Attention: ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Section 8.211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (Regulation #8) and Regulation #26.
