Pursuant to A.C.A. sec.8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Kimberly-Clark Corporation (23-00093) operates a facility located at 480 Exchange Avenue, Conway, AR 72032. This facility has submitted an application to make the following changes: add engines SN-41 through SN-45; remove sources SN-07, SN-20, and SN-24 and associated emissions from the permit; update the emission limit of sources SN-09, SN-10, and SN-31 as a result of removing one process line from service; make administrative corrections to emission factors in the Statement of Basis document for sources SN-17/18, SN-22, SN-23, SN-25, SN-26, SN-27, SN-29, SN-33, SN-34, and SN-36; update emission limits of sources SN-17/18, SN-22, SN-23, SN-25, SN-26, and SN-27 as a result of correcting emission factors and recalculating emissions; update source SN-18 to show backup unit designated as SN-17; reword Specific Condition #6 to distinguish the existing VOC bubble from VOCs emitted by engines SN-41 through SN-45; add one boiler and two process heaters to the Insignificant Activities list; and remove Hi-Vac AC23 and AC25 from the Insignificant Activities list. Annual permitted emissions changed as follows: increases of 0.6 tpy SO2, 0.6 tpy VOC, 2.6 tpy CO, 3.2 tpy NOx, and 0.11 tpy combustion HAPs; and decreases of 9.9 tpy PM/PM10.

NOTICE OF PROPOSED THIRD-PARTY RULEMAKING
PUBLIC HEARING
The Arkansas Pollution Control and Ecology Commission (APC&EC) will hold a public hearing at Magnet Cove High School on September 27, 2016, to receive comments on a third-party proposal by Halliburton Energy Services Inc. (&ldquo;HESI&rdquo;) to change APC&EC Regulation 2, the Arkansas Water Quality Standards, for Chamberlain Creek, Cove Creek, Reyburn Creek, Lucinda Creek, Rusher Creek, Scull Creek and Clearwater Lake for the duration of a 12-year Environmental Improvement Project (EIP) being performed by HESI. The hearing will begin at 6:00 p.m. in the library at Magnet Cove High School, 472 Magnet School Drive, Malvern, AR 72104.
In the event of inclement weather or other unforeseen circumstances, a decision may be made to postpone the hearing. If the hearing is postponed and rescheduled, a new legal notice will be published to announce the details of the new hearing date and comment period.
The deadline for submitting written comments on the proposed changes is 4:30 p.m. (Central Time), October 11, 2016.
Sections 8.809 through 8.811 of APC&EC Regulation 8 (Administrative Procedures), and Arkansas Code Annotated, Section 8-4-202(c) provide that outside parties may petition the APC&EC to initiate the rulemaking process to adopt or amend regulations under the APC&EC&rsquo;s jurisdiction. APC&EC authority to amend Regulation 2 is found in Arkansas Code Annotated, Section 8-4-201, et seq. APC&EC authority to amend Regulation 2 to support EIPs is found in Appendix B to Regulation 2.
The fact that APC&EC has agreed to initiate such a third-party rulemaking procedure does not constitute an endorsement of the proposal at this time. The APC&EC will decide whether to adopt the proposed changes after the conclusion of the public comment period for the proposal and after HESI and the Arkansas Department of Environmental Quality (ADEQ) respond to all public comments submitted during the open comment period.
In order to perform the 12-year EIP, HESI is requesting the following amendments to Regulation 2 for the duration of the EIP. HESI requests modification of the chloride, sulfate and total dissolved solids (TDS) water quality criteria for Chamberlain Creek as follows: Chloride from 20 milligrams per liter (mg/L) to 68 mg/L; sulfate from 20 mg/L to 1,384 mg/L; TDS from 200 mg/L to 2,261 mg/L. HESI requests modification of the sulfate and total dissolved solids (TDS) water quality criteria for Cove Creek, Reyburn Creek, Lucinda Creek, Rusher Cree, Scull Creek and Clearwater Lake as follows: sulfate from 20 mg/L to 250 mg/L; TDS from 200 mg/L to 500 mg/L.
Detailed copies of HESI&rsquo;s proposed regulation change, along with supporting documents and summary information, are available for public inspection during normal business hours in the Public Outreach and Assistance Division, located on the second floor of ADEQ&rsquo;s North Little Rock Office, and in ADEQ information depositories located in public libraries at Fayetteville, Harrison, Little Rock, Mountain Home, and the Arkansas State Library, 900 West Capitol, Suite 100, Little Rock, AR.
In addition, summary information concerning the proposal is available at other ADEQ information depositories located in public libraries at Arkadelphia, Batesville, Blytheville, Camden, Clinton, Crossett, El Dorado, Forrest City, Fort Smith, Helena, Hope, Hot Springs, Jonesboro, Magnolia, Mena, Monticello, Pocahontas, Russellville, Searcy, Stuttgart, Texarkana, and West Memphis; and in campus libraries at the University of Arkansas at Pine Bluff and the University of Central Arkansas at Conway.

Crane Composites, Inc. (16-00222) operates a facility located at 8500 CW Post Road, Jonesboro, AR 72401. Highland Pellets, LLC (35-01477) operates a facility located at 5433 Jefferson Parkway, Pine Bluff, AR 71602. This facility has submitted a modification to their Title V permit due to changes in the construction plans and changes in the functions of some of the equipment. In this modification, Highland Pellets, LLC is replacing two debarkers with a single drum debarker, replacing two chippers with a single chipper, adding one pellet mill per production line, and adding one pellet storage unit. In addition, the four (4) Astec Phoenix Biomass fuel burners are being replaced with four (4) Sigma Thermal bark fuel burners, the four (4) heater baghouses are being upsized, a fire pump diesel engine is being reassigned as an emergency generator, and some of the emission sources previously emitted to the atmosphere are being sent to a burner to help control VOC and HAP emissions. These physical changes have allowed for a pellet production increase from 600,000 metric tons per year (MTPY) to 750,000 MTPY that will result in the following emission rate increases: 46.6 tons per year (tpy) PM, 34.9 tpy PM10, 2.9 tpy SO&not;2, 37.3 tpy VOC, and 44.3 tpy NOx. Consequently, the modification will also result in a reduction of CO emissions by 24.8 tpy and a reduction of total HAP emissions by 1.78 tpy.

Comments will be accepted in accordance with Section 8.208 of Regulation #8. During the public comment period, any person may submit written comments to the Department at the above address Attention: ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Section 8.211 of the Arkansas Pollution Control and Ecology Commission&rsquo;s Administrative Procedures (Regulation #8) and Regulation #26.

Public notice is hereby given that the Arkansas Department of Environmental Quality (ADEQ) has determined that the Notices of Intent (NOIs) seeking coverage under an Air Division General Permit submitted for the facilities listed below are administratively complete. Technical reviews of the NOIs are being conducted to determine if the source meets the qualification for coverage under the applicable General Permit. Documents for these matters are available for inspection or copying by contacting ADEQ's Air Division Permits Branch, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317. There may be a photocopying charge for some documents.
Interested persons may submit a written request for a public hearing for any of the Notices of Intent listed below. Such request must be submitted in writing to the Department at the above-noted address with Attention directed to the ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Request for public hearing must state the reasons for the necessity of a public hearing and be postmarked or submitted electronically to the Air Division Permits Branch within ten (10) business days of this notice. The Department has the discretion to determine whether a hearing is deemed necessary if a request is made.
