This is to give notice that the Arkansas Department of Environmental Quality (ADEQ), Water Division, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0622, proposes a draft issuance of the permit number AR0050245 for which an application was received on August 8, 2014 with additional information received on August 20, 2014, September 24, 2014 and November 19, 2014 for the following applicant under the National Pollutant Discharge Elimination System (NPDES) and the Arkansas Water and Air Pollution Control Act.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Fishing Holdings, LLC (45-00008) operates a boat manufacturing facility located at Highway 178 North, Flippin, AR 72634. This facility has submitted two modification applications to revise the current Title V Air Permit. The first modification adds an existing natural gas emergency generator (SN-82) to the permit, as well as, applicable provisions of 40 CFR Part 63, Subpart ZZZZ. The second modification allows the facility to add a paint booth (SN-83) to the laminating group of sources at the facility. The annual permitted emissions increased 0.1 ton of PM, 0.1 ton of PM10, 0.1 ton of SO2, 0.1 ton of CO, and 0.8 ton of NOx, while all other permitted emissions remained at the same levels as permitted previously.
The application has been reviewed by the staff of the Department and has received the Department's tentative approval subject to the terms of this notice.

U.S. Army Corps of Engineers- W.G. Huxtable Pumping Plant (39-00023) operates a facility located at 5825 Lee 501 Road, Marianna, AR 72360. This facility has submitted an application to remove the Phase I and Phase II emission rate limits; incorporate the applicable provisions of
40 CFR Part 63, Subpart ZZZZ; permit the 215 hp emergency diesel generator as a source; replace the existing 750 HP diesel generators with new 1,207 HP diesel generators; and permit the 500 gallon gasoline tank as a source. The total permitted annual emission rate limit increases associated with this permitting action include: 12.1 tons per year (tpy) NOx, 0.01 tpy acrolein,
0.02 tpy benzene, and 0.01 tpy polycyclic organic matter. The total permitted annual emission rate limit decreases associated with this permitting action include: 1.3 tpy PM, 0.7 tpy PM 10, 1.1 tpy VOC, 15.8 tpy CO, and 0.28 tpy ammonia.

NOTICE OF PROPOSED THIRD-PARTY RULEMAKING, PUBLIC HEARING
The Arkansas Pollution Control and Ecology Commission (APC&EC) will hold a public hearing at Ashdown on January 26, 2015, to receive comments on a third-party proposal by Domtar A.W. LLC (Domtar) to change APC&EC Regulation 2, the Arkansas Water Quality Standards, through a technical adjustment, for the Red River from the Arkansas-Oklahoma state line to the Arkansas-Louisiana state line. The hearing will begin at 6 p.m. in the General Use Room of the Cossatot Community College of the University of Arkansas, 1411 N. Constitution Ave., Ashdown, AR 72822.
In the event of inclement weather or other unforeseen circumstances, a decision may be made to postpone the hearing. If the hearing is postponed and rescheduled, a new legal notice will be published to announce the details of the new hearing date and comment period for both regulations.
The deadline for submitting written comments on the proposed changes is 4:30 p.m. (Central Time) February 9, 2015.
State law and APC&EC regulations provide that outside parties may petition the Commission to initiate the rulemaking process to adopt or amend regulations under its jurisdiction. The fact that APC&EC has agreed to initiate such a third-party rulemaking procedure does not constitute an endorsement of the proposal at this time. The APC&EC will decide whether to adopt the proposed changes after the conclusion of the public comment period for the proposal and after Domtar and the Arkansas Department of Environmental Quality (ADEQ) respond to all public comments submitted during the open comment period.
Domtar owns and operates a paper mill in Ashdown, Little River County, Arkansas which discharges treated wastewater from an outfall to the Red River under the provisions of NPDES Permit No. AR0002968 issued by ADEQ.
Domtar is requesting the following amendments to Regulation 2:
• For the Red River from the Arkansas-Oklahoma state line to mouth of the Little River, modification of the Total Dissolved Solids (TDS) water quality criterion from 850 milligrams per liter (mg/L) to 940 mg/L; and Sulfate (SO4) from 200 mg/L to 250 mg/L;
• For the Red River from the mouth of the Little River to the Arkansas-Louisiana state line, modification of the SO4 water quality criterion from 200 mg/L to 225 mg/L.

NOTICE OF PROPOSED
CHANGES TO THREE AIR QUALITY REGULATIONS AND
NOTICE OF PUBLIC HEARINGS AND COMMENT PERIOD
The Arkansas Pollution Control and Ecology Commission (APC&EC) will hold three public hearings January 12, 2015, to receive public comments on proposed changes to three APC&EC air pollution control regulations. The hearings will begin at 2:00 p.m. in the Commission Room at the Arkansas Department of Environmental Quality (ADEQ) headquarters building, 5301 Northshore Drive, North Little Rock, AR 72118.
The deadline for submitting written comments on the proposed changes is 4:30 p.m. (Central Time), January 27, 2015. In the event of inclement weather or other unforeseen circumstances, a decision may be made to postpone the hearings. If the hearings are postponed and rescheduled, a new legal notice will be published to announce the details of the new hearing date and comment period.
Separate hearings will be held for proposed changes to APC&EC Regulations 18 (Air Pollution Control
Code), 19 (State Implementation Plan [SIP] for Air Pollution Control), and 26 (Arkansas Operating Air
permit program). The Regulation 18 hearing will begin at 2:00 p.m., and will be followed, in order, by the hearings on Regulations 19 and 26.
APC&EC authority to revise Regulations 18, 19, and 26 is found in Arkansas Code Annotated, Section 8-4-301, et seq.
The substantive proposed changes to the Regulations 18, 19, and 26 are necessary in order to adopt the
Environmental Protection Agency's (EPA) 2012 National Ambient Air Quality Standards (NAAQS) for
particulate matter up to 2.5 micrograms in size (PM2.5), 2006 NAAQS for particulate matter up to 10 micrograms in size (PM10), 2008 NAAQS for ozone, 2008 NAAQS for lead, 2010 NAAQS for nitrogen dioxide, and 2010 NAAQS for sulfur dioxide.
During the public comment period, ADEQ will take comments on when an analysis would be required to evaluate impacts on the NAAQS during the permitting process. Additionally, ADEQ will take comment on requirements for such an analysis, when required.
In general, the proposed changes will help ensure Arkansas has the authority to implement air pollution control programs and to issue permits. Amendments to Regulation 19 will be submitted to the EPA for inclusion into Arkansas's SIP and amendments to Regulation 26 will be submitted to the EPA for inclusion into Arkansas's Title V and Part 70 State Program.

West Fraser, Inc. (58-00014) operates a facility located at 2401 South Arkansas Avenue, Russellville, AR 72802. The facility submitted an application to renew and modify the Title V permit. The modifications included revised formaldehyde emission limits due to failed stack testing at the kilns, revised kiln HAP emission limits for other HAPs, incorporated the applicable requirements of 40 CFR Part 63, Subpart DDDDD, the Boiler MACT. Some previously permitted sources were re-designated as insignificant activities. The portable grinder was moved from the Insignificant Activities list and permitted as SN-17. Overall permitted emissions increased by 0.1 tpy S02, 0.5 tpy VOC, 26.5 tpy, CO, and 7.7 tpy NOx, and decreased by 9.1 tpy PM, 1.1 tpy PM 10, and 1.53 tpy HAPs.

Natural Gas Pipeline Company of America LLC - Station 307 (73-00104) operates a facility located at 2227 Highway 267 South, Searcy, AR 72143. This facility has submitted an application to renew the Title V permit. The facility proposes to remove SN-20, SN-21, SN-22, and SN-23 which are all out of service and will no longer be used. The fugitive emissions and the insignificant activities will be updated to remove equipment and update emissions associated with the removed sources. The 12.56 MMBtu Boiler (SN-11) is subject to 40 CFR 63 Subpart DDDDD - National Emission Standards for Hazardous Air Pollutants for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters. One Lube Oil Tank was added to the IA. Engine CO emissions were increased based on a typographical error. Engine VOC emissions were decreased using the AP-42 emission factor instead of stack test data. The hours of operation limit for the Emergency Generator (SN-10) resulted in a decrease in annual emissions. Emission increases include 21.5 tpy CO, 0.24 tpy POM, and 18.63 tpy Total Other HAPs. Emission decreases include 0.5 tpy PM/PM10 , 89.8 tpy VOC, 38.7 tpy NOX, and 0.03 Formaldehyde.

Reynolds Metals Company (10-00004) operates a facility located at 500 East Reynolds Road, 66, AR 71923. This facility has submitted a minor modification application to add waste streams from outside sources for incineration in their kilns (SN-19). It also involves an increase in operating hours for the diesel stormwater pump. The total annual permitted emission rate limit changes associated with this modification includes: +0.1 tpy VOC, +0.1 tpy CO, +0.7 tpy NOX, +7.29 tpy Bromine, +0.21 tpy Selenium, and +4.74 tpy Single Organic HAPs.

Pine Bluff Energy LLC - Pine Bluff Energy Center (35-00409) operates a facility located at 5301 Fairfield Road (SE side of the IP mill), Pine Bluff, AR 71611. This facility has submitted an application to renew the facility's Title V permit. Clarifying language has been added to the Operating Scenario under Section II of the permit. The federal requirements found in Specific Conditions 36, 37, and 74 of the previous permit were removed. The permit has been updated to include all of the applicable provisions of 40 CFR Part 60, Subpart GG, Da, and Db. The CO testing requirements for SN-03 has been revised to requiring testing once every 60 months. The 150 gallon gasoline storage tank was added as source. The permitted emission increases include 0.1 tpy of VOC.

The heat input capacity of the furnace is increasing from 16.0 MMBtu/hr to 19.8 MMBtu/hr. Additionally, single HAP and total HAPs emission limits from natural gas combustion are being added to the permit. The facility's permitted annual emissions are increasing by 0.1 tpy, 0.1 tpy, 1.3 tpy, 1.4 tpy, 1.84 tpy, and 1.99 tpy for PM/PM10, VOC, CO, NOx, single HAP, and total HAPs respectively.
