Anthony Timberlands, Inc. (30-00084) operates a facility located at 930 Cabe Street, Malvern, AR 72104. With this permit the category under MACT Subpart DDDDD of the boilers SN-18 and SN-19 and their associated limits are being corrected. Permitted rates of CO emissions increased 51.6 tpy, HCl increased 1.04 tpy all other rates were the same or lower.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

NOTICE OF
EMERGENCY ORDER
Pursuant to Arkansas Code Annotated sections 8-4-101 et seq., 8-7-501, 8-7-201 and 8-6-201, the Arkansas Department of Environmental Quality (ADEQ) has issued an emergency order in connection with an oil leak at a facility operated by Fort Smith Petro Environmental, LLC, located at 11802 Roberts Boulevard, Fort Smith, Sebastian County, Arkansas 72916.
On December 22, 2016, ADEQ received notice from the Arkansas Department of Emergency Management Duty Officer stating they had received a report of oil in a ditch on Roberts Boulevard. A prior release had previously occurred at the same location on June 3, 2016.
On December 22, 2016, ADEQ personnel contacted Mr. Ashish Sanon about the reported release. ADEQ Personnel requested that Mr. Sanon provide the name and contact information for the response contractor who would be on site. Then, ADEQ personnel visited the site and observed a slow leak flowing into the secondary containment area, seven inches of freeboard in the secondary containment, one inch of freeboard in the roll off box on site, and that no oil was present in the ditch. The potential for a release from the secondary containment or the roll off box was significant due to the rain forecast for December 23-26, 2016. Mr. Sanon stated that a contractor would be at the facility on the afternoon of December 22, 2016. After several requests, Mr. Sanon did not provide any contact information for that contractor, and no contractor arrived at the facility.
The emergency order directs Fort Smith Petro Environmental, LLC to secure the facility, retain a qualified response contactor to remove all released waste and dispose of that waste properly, and provide evidence that it has complied with the emergency order.
Nothing in the order shall limit the rights of ADEQ to issue further orders to pursue any further enforcement actions for remediation, penalties or costs from any party.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Anthony Timberlands, Inc. (10-00070) operates a facility located at Highway 51 South, Beirne, AR 71721. This facility submitted a significant modification application to:
1. Decrease the permitted VOC and HAP emissions limit at the Chemical Dip Vat (SN-12), classifying the facility as an area source of HAPs, and change the DEGMME HAP limit to a “Single HAP” limit.
2. Remove Boiler MACT NESHAP Subpart DDDDD and Add Area Boiler MACT regulations of NESHAP Subpart JJJJJJ. This is justified because the boilers are located at an existing major source of HAPs, but the facility is limiting the potential to emit (taking a permit limit), such that the existing major source becomes an area source.
3. Increase PM/PM10 emission rates based upon recent stack test data (July 2016).
The permitted emissions are decreasing by 16.8 tpy VOC, and increasing by 59.6 tpy PM, 68.6 tpy PM10, 14.46 tpy Total HAPs. A 9.9 tpy Single HAP limit is also being substituted for the 26.3 tpy DEGMME limit, resulting in a decrease of 16.4 tpy Single HAP. A plant wide record keeping requirement has been added for Single HAP/Total HAP emission limits.

Pursuant to A.C.A. sec.8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
BlueOak Arkansas, LLC (47-01000) operates a facility located at 1024 Ohlendorf Road, Osceola, AR 72370. This facility has submitted an application to implement the following modifications:
•CD-01 is currently the PM/PM10 control device for SN-02 and SN-03 and has a rated flow of 8,000 cfm. CD-01 is being replaced with (3) three separate Torit dust collectors, each with a flow of 2,000 cfm (CD-01a, CD-01b and CD-01c).
•The (2) two Torit dust collectors used for PM/PM10 control of the “Miscellaneous Laboratory Activities” found in the Insignificant Activities list is being replace by (1) one Torit dust collector (CD-01d). The “Miscellaneous Laboratory Activities” term is being replaced with a description of “Two Electric Furnaces”.
•Emergency Generator (SN-14) is currently listed as having a power of 750 HP. The power rating of the Emergency Generator was updated with having a gross engine power of 762 HP.
•The descriptions of units are being updated.
•The heat input rating of the Ladle Pre-Heater (SN-12) is being increased from 1.0 to 2.0 MMBtu/hr.
•The heat input ratings of the Natural Gas Combustion Units SN-23, SN-24, SN-25 and SN-26 are being reduced by 2.1, 0.05, 0.04 and 0.06 MMBtu/hr, respectively.
•A typo was included in the current Permit #2318-AR-1 for the annual emission limit of hydrogen cyanide for SN-11 Plasma Furnace. A hydrated lime injection system, providing 90% control efficiency for hydrogen cyanide, is attached to the Plasma Furnace. The uncontrolled annual emission limit, 2.10 tpy, is incorrectly set as the permitted emission limit for hydrogen cyanide. Therefore, in this permitting action the hydrogen cyanide emission limit is being reduced to the original controlled emission limit of 0.21 tpy, as seen in the original permit #2318-A.
•Permit #2318-AR-1 includes Insignificant Activities (IA) emissions in the Total Allowable Emissions Table. For clarification, IA emissions were removed from the table and a footnote was added to track actual CO emissions for permit classification determination purposes.
Modifications of this permit action result in emission rate increases of the 6.1 tpy PM, 6.3 tpy PM10, 0.1 tpy SO2, and 0.050 tpy Pb. Corresponding emission rate decreases associated with the modifications are 4.08 tpy CO, 1.7 tpy NOx, 0.83 tpy Total HAPs, 1.00 tpy Hydrochloric Acid and 1.89 tpy Hydrogen Cyanide.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Viskase Companies, Inc. (47-00115) operates a cellulose food casing facility located at 2221 East State Highway 198, Osceola, AR 72370. With this permit modification, the requirements of 40 CFR Part 63, Subpart DDDDD will be incorporated into the permit conditions for the two natural gas boilers, SN-02 and SN-03. In addition, alternate operating scenarios were removed from the specific conditions of SN-02 and SN-03 in order to keep these two boilers eligible for the Gas 1 subcategory of boilers. Lastly, the Department updated and corrected the conditions for SN-05, Emergency Fire Water Pump Engine. Annual permitted emissions decreased 32.8 tons of PM/PM10, 442.6 tons of SO2, 110.6 tons of NOx, and 0.004 ton of Lead; while annual permitted emissions increased 0.2 ton of VOC and 0.03 ton of HAPs.

Finally, SN-503 Vent Header scrubber previously permitted in the CD-75 Unit will be moved to the Pilot Plant and keep the same source number. All production processes at the CD-75 Unit that were controlled by SN-503 are shut down and the facility does not have plans to restart production in the future. Permitted emission increases are 5.7 tpy of PM, 6.1 tpy of PM10, 10.3 tpy of SO2, 1.1 tpy of CO, 4.2 tpy of NOx, and an increase in HAPs as well. VOC emissions decreased 9.9 tpy.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Comments will be accepted in accordance with Section 8.208 of Regulation #8. During the public comment period, any person may submit written comments to the Department at the above address Attention: ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Section 8.211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (Regulation #8) and Regulation #26.
