Great Lakes Chemical Corporation - South Plant (70-00037) operates a facility located at 324 Southfield Cutoff, El Dorado, AR 71730. The facility submitted an application to incorporate the facility’s renewal permit application. This action includes the following: The Fluorinated Chemicals Unit (FCU), Pharmaceutical Production Unit (PCU), and testing area have been removed from the permit; a number of cooling towers not previously identified as sources within the permit have been included as sources; the Process Water Treatment System had not been previously identified as a source of emissions has been included in the permit; and finally the inclusion of a thermal oxidizer and caustic scrubber installed at the CD-75 Unit in order to comply with requirements of the Miscellaneous Organic Chemicals (MON) MACT. Permitted emission increases are 137.4 tons of PM, 132.0 tons of PM10. Due to the retiring of units permitted emission decreases are 1.8 tons of SO2, 106.1 tons of VOC, 48.3 tons of CO, and 72.5 tons of NOx. Overall Hazardous Air Pollutant Emissions decreased as well.

The Arkansas Pollution Control and Ecology Commission (APC&EC) will hold a public hearing at North Little Rock June 29, 2015, to receive comments on proposed revisions to APC&EC Regulation 23 (Hazardous Waste Code). The hearing will begin at 2:00 p.m. in the Commission Room at the Arkansas Department of Environmental Quality (ADEQ) headquarters building, 5301 Northshore Drive, North Little Rock, AR 72118. The deadline for submitting written comments on the regulation is 4:30 p.m. (Central Time) July 14, 2015.
In the event of inclement weather or other unforeseen circumstances, a decision may be made to postpone the hearing. If the hearing is postponed and rescheduled, a new legal notice will be published to announce the details of the new hearing date and comment period.
APC&EC authority for revising Regulation 23 is found in the Arkansas Code, Annotated, Section 8-7-201, et seq.
Proposed revisions to Regulation 23 include:
• Addition of conditional exclusions from regulation for solvent wipes which are cleaned for reuse, and for carbon dioxide streams used in geologic sequestration operations.
• Establishment of an electronic waste manifest system to track shipments of hazardous wastes.
• Revision of provisions affecting cathode ray tube exports.
• Termination of the National Environmental Performance Track Program, which has been discontinued by the U.S. Environmental Protection Agency.
• Correction of typographical errors, erroneous citations, and formatting inconsistencies in the current regulation.

Pursuant to A.C.A. sec.8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Tubo-FGS, LLC. d/b/a Fiber Glass Systems (60-00118) operates a facility located at 2700 West 65th Street, Little Rock, AR 72209. This facility has submitted an application to address the addition of an Emergency Generator Engine (SN-601) and an Aerosol Painting Operation (SN-
602). In addition, this application also addresses the addition of machine shop welding, a 300 gallon diesel storage tank, a 2,000 gallon used oil tank, two boilers, and five cooling water towers to the Insignificant Activities. Lastly, this application addresses the change of equipment associated with Compression Molding Curing process (SN-301) and Wet Winding Process Gas Fired Equipment (SN-502) such that, SN-502 consists of five (5) natural gas ovens, one (1) electric oven, two (2) natural gas fired boilers, and one (1) pyrolysis furnace at 18.55MMBtu/hr. SN-301 consists of seventeen (17) electric curing ovens and eight (8) natural gas ovens at 1.21 MMBtu/hr. Total allowable emissions will increase by +0.4tpy of PM, +0.5tpy of PM10 , +0.5tpy of SO2 , +2.8tpy of VOC, +1.4tpy of CO, +1.8tpy of NOx , +2.2tpy of Acetone, and +0.03tpy of Lead.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

DeSoto Gathering Company, LLC - Cove Creek CPF-3 (15-00592) operates a facility located at 428 Cove Chapel Road, Springfield, AR 72157. This facility has submitted an application to add two new amine units (SN-32 and SN-33). The total permitted emission increases include 0.6 tpy of PM/PM10, 0.2 tpy of SO2, 0.4 tpy of VOC, 6.2 tpy of CO, 7.4 tpy of NOx, 7.94 tpy of H2S, 0.02 tpy of Benzene, 0.01 tpy of Formaldehyde, and 0.14 tpy of Other HAPs.

NOTICE OF REMEDIAL ACTION DECISION DOCUMENT (RADD)

Facility Location: North Little Rock, Pulaski County, Arkansas
The Arkansas Department of Environmental Quality (ADEQ) proposes a Remedial Action Decision Document (RADD) for the Olin Corporation facility detailing remediation activities at the facility. The site is located at 2200 East Fifth Street, North Little Rock, Pulaski County, Arkansas.
The RADD is issued under the authority of the Arkansas Hazardous Waste Management Act (Arkansas Code Annotated Section 8-7-201 and following sections), the Arkansas Remedial Action Trust Fund Act (Arkansas Code Annotated Section 8-7-501 and following sections) as amended, and Arkansas Pollution Control and Ecology Commission Regulation (APC&EC) No. 23. Public notice and other actions for this remedial decision will follow the procedures for permitting decisions in APC&EC Regulation No. 8.
The RADD details the corrective action process that will be performed for all areas of concern identified in the investigation initiated by Olin.

Any person, including the Applicant, who wishes to comment on the draft remedial action decision, must do so by delivering or mailing the written comments, along with their name and address, to ADEQ.
ADEQ may, in response to written requests, hold a public hearing if the ADEQ Director determines such a hearing might clarify issues concerning the RADD. Any request for a hearing must include the requestor's name and address and state the nature of the issues to be raised in a hearing. ADEQ will issue a public notice of a hearing at least ten (10) days prior to the scheduled hearing.
Submitting written comments to ADEQ or making oral statements on the record at a public hearing on the proposed RADD provides individuals with legal standing to appeal a final remedial action decision. Comments supporting or opposing the tentative decision will provide legal standing. Only parties with legal standing may appeal a decision of the director.
All comments must be received by 4:30 p.m. on June 17, 2015. Only comments regarding the proposed RADD will be considered.
