NOTICE OF PUBLIC HEARING
The Arkansas Racing Commission will meet on August 21, 2017, at 11:00 a.m. in the Commission office located in the 1515 Building, 1515 West Seventh Street, Suite 500, Little Rock, Arkansas, to consider the adoption of the following rule changes:
(1) Thoroughbred Rule 1151. Amendment to remove term “graded stakes race” from the rule.
(2) Thoroughbred Rule 1217(D). Amendment updating change in Model Rule for multiple medication violations.
(3) Thoroughbred Rule 1257. Amendment to require payment of $1,500 down payment for court reporter and other costs for appeals before the Commission.
(4) Thoroughbred Rule 1260(c)(10) and (d). Repeal of Rules 1260(c)(10) and (d).
(5) Thoroughbred Rule 1260(e). Amendment to the Commission’s authority to change or alter Steward rulings following hearings.
(6) Thoroughbred Rule 2099.1(4). Amendment to require published work-outs for horses that have not started for six months or one year.
(7) Thoroughbred Rule 2104. Amendment to allow applications for licenses to be submitted also on national licensing organization forms.
(8) Thoroughbred Rule 2105. Amendment to allow three-year licenses.
(9) Thoroughbred Rule 2110(a). Increase in license fees for owners, trainers, stable names, jockeys, agents, veterinarians and horseshoers per recent amendment to Arkansas law.
(10) Thoroughbred Rule 2154. Repeal of Rule 2154.
(11) Thoroughbred Rule 2163(a). Standards for jockey and rider headgear.
(12) Thoroughbred Rule 2163(b). Standards for jockey safety vests.
(13) Thoroughbred Rule 2163(c). Standards for riding crops.
(14) Thoroughbred Rule 2176. Amendment to require jockey to be named at the time of entry.
(15) Thoroughbred Rule 2212(c). Repeal of Rule 2212(c).
(16) Thoroughbred Rule 2222.1. Amendment to allow horses in stakes race to start the race, with approval of the Stewards, prior to submitting papers, with proper identification of horse.
(17) Thoroughbred Rule 2262. Amendment to prohibit horses excused from starting races because of sickness or disability from racing again for a period of ten (10) days.
(18) Thoroughbred Rule 2364. Repeal of Rule 2364.
(19) Thoroughbred Rule 2371. Amendment to allow Stewards to disqualify horses owned by same owner or trained by same trainer involving coupled entries and incidents of disqualification.
(20) Thoroughbred Rule 2426(a)(5). Amendment allowing use of claims certificates 24 hours after issuance.
(21) Thoroughbred Rule 2445. Amendment governing time period in which claimed horses may be started by new owner.
(22) Greyhound Rule 3098. Increase in license fees for owners, agents, corporations, trainers, assistant trainers and kennels, per recent amendment to Arkansas law.
Any persons wishing to speak for or against any of the above proposed rule changes should appear at the meeting on August 21, 2017, and they will be given the opportunity to express their views. Persons wishing to submit written comments on the above rule changes should send them to the Arkansas Racing Commission, P.O. Box 3076, Little Rock, Arkansas 72203, prior to the close of business on Friday, August 18, 2017. Copies of the complete text of the proposed rule changes can be obtained from the Racing Commission office during normal business hours, and from the Secretary of State’s office.

FFY 2018 STBGP-A & TAP APPLICATIONS AND OTHER BUSINESS
The Northwest Arkansas Regional Planning Commission (NWARPC) Technical Advisory Committee (TAC) will meet at 10:30 am on Thursday, July 20, 2017 and the NWARPC/Policy Committee will meet on Wednesday, July 26, 2017 at 1:30 pm. Both meetings will be held at the NWARPC office located at 1311 Clayton Street, Springdale, AR 72762. All meetings are open to the public and the public is encouraged to attend. Agendas for both meetings can be found at www.nwarpc.org when available. Among items for discussion at both meetings will be the FFY 2018 Surface Transportation Block Grant Program - Attributable (STBGP-A) and the Transportation Alternatives Program (TAP) grant applications received by NWARPC on June 30, 2017. The NWARPC issued a call for projects for FFY 2018 on May 15, 2017. The NWARPC/Policy Committee selects projects through a competitive process. Projects have been selected for FFY 2013 to 2017. These projects have been programmed as part of the NWARPC FFY 2016-2020 Transportation Improvement Program (TIP) which has been made a part of the 2040 Metropolitan Transportation Plan (MTP).
