The City of Little Rock is beginning the planning process for its Five-Year Consolidated Plan (2016-2020) and Annual Update to the Consolidated Plan.
The Consolidated Plan will outline funding and programs to be accomplished through the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons With AIDS (HOPWA) programs. To initiate the planning process, a public meeting will be conducted at the following time and location:

NOTICE IS HEREBY GIVEN of a public hearing to be held on Tuesday, June 16, 2015, by a representative of the Arkansas Development Finance Authority (the “Issuer”), at 9:30 a.m., at the Womack Hall Board Room, 1100 Henderson Street, Arkadelphia, Arkansas, with respect to the hereinabove captioned bonds (the “Bonds”), in a principal amount not to exceed ten million five hundred thousand dollars ($10,500,000), to be issued by the Issuer in one or more series pursuant to Arkansas Code Annotated sec.sec. 15-5-1801 et seq. for the purpose of providing financing for the acquisition, construction and installation of capital improvements on the campus of Henderson State University (the “University”) in the form of energy conservation measures at various University facilities (the “Project”), for the payment of necessary expenses incidental to the sale and issuance of the Bonds, and for the funding of a reserve in connection with the Bonds, if needed. In connection with the issuance of the Bonds, the University will enter into a Loan Agreement (the “Loan Agreement”) with the Issuer, the payments under which will constitute the stream of payments pledged to secure the Bonds.
The Bonds will be issued pursuant to a Trust Indenture entered into between the Issuer and a trustee yet to be determined, and will be secured thereunder by payments made by the District as loan payments pursuant to the Loan Agreement. At least one series of the Bonds is intended to be comprised of “qualified energy conservation bonds” pursuant to Section 54A of the Internal Revenue Code of 1986, as amended. The Bonds shall be obligations only of the Issuer, and in no event shall the Bonds constitute an indebtedness of the State of Arkansas (the “State”) or an indebtedness for which the faith and credit of the State or any of its revenues are pledged or an indebtedness secured by lien on or a security interest in any property of the State.
