NOTICE OF PUBLIC HEARING
The Arkansas Racing Commission will meet on September 11, 2014, at 11:00 a.m. in the Commission office located in the 1515 Building, 1515 West Seventh Street, Suite 500, Little Rock, Arkansas, to consider the adoption of the following rules:
(1) Thoroughbred Rule 1216. This proposed Amendment adds a reference to Rule 1217 as an exception to Rule 1216, required by the proposed Amendments to Rule 1217 which adopts Association of Racing Commission International Model Rules.
(2) Thoroughbred Rule 1217. These proposed Amendments adopt the 2014 Uniform Classification Guidelines for Foreign Substances as 1217(A); the 2014 Recommended Penalties and Model Rule as 1217(B); and the ARCI Controlled Therapeutic Medical Schedule as Rule 1217(C). All three Amendments are Association of Racing Commissions International; Model Rules.
(3) Thoroughbred Rule 1219 and 1219(A). It is proposed that this Rule be repealed because it is covered by the adoption of language from the ARCI Model Rules proposed for adoption as Amendments to Rule 1217.
(4) Thoroughbred Rule 1232. This Amendment to Rule 1232(5)(2) is required by the proposed adoption of Rule 1217(B), and repeals language inconsistent with the new language contained in Rule 1217(B).
(5) Thoroughbred Rule 1232(A). The repeal of Rule 1232(A) is necessary to correct inconsistences with the language adopted in the proposed Amendments to Rule 1217 adopting the ARCI Model Rules.
(6) Thoroughbred Rule 1232(B). The repeal of Rule 1232(B) is necessary to correct inconsistences with the language adopted in the proposed Amendments to Rule 1217 adopting the ARCI Model Rules.
(7) Thoroughbred Rule 1232(C). The repeal of Rule 1232(C) is necessary to correct inconsistences with the language adopted in the proposed Amendments to Rule 1217 adopting the ARCI Model Rules.
(8) Thoroughbred Rule 1233. This proposed Amendment is necessary to correct an inconsistency in Rule 1233 caused by the proposed Amendments to Rule 1217 adopting the ARCI Model Rules.
(9) Thoroughbred Rule 2462(h). This proposed Amendment to Rule 2462(h) permits Trifecta wagering on races when at least five horses are entered in the race.
(10) Thoroughbred Rule 2465(j). This proposed Amendment to Rule 2465(j) permits Superfecta wagering when at least five horses are entered in the race.
Any persons wishing to speak for or against any of the above proposed rule should appear at the meeting on September 11, 2014, and they will be given the opportunity to express their views. Persons wishing to submit written comments on any of the above rules should send them to the Arkansas Racing Commission office, P.O. NWA REGIONAL BICYCLE AND
PEDESTRIAN MASTER PLAN
The project team for the Northwest Arkansas Regional Bicycle and Pedestrian Master Plan will be facilitating three open house community workshops the week of August 11, 2014. Dates and locations are as follows: Monday, August 11 at the Bentonville Public Library; Tuesday, August 12 at the Fayetteville Public Library; Thursday, August 14 at the Siloam Springs City Hall (Board Room). All workshops will be held from 4:00pm-7:00pm. The purpose of these workshops is to provide an opportunity for public review and comment of the Draft Plan. The project team will be in attendance to discuss recommendations and draft plan components, incorporate any insight and feedback shared by attendees, and discuss next steps and the Final Plan. The Plan can be seen at

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Arkansas Natural Resources Commission (Commission) will hold a public hearing on Thursday, August 21, 2014 at 1:00 p.m., at the Commission offices located at 101 E. Capitol Avenue, Suite 350 on the matter of approving Central Arkansas Water's Water Plan Compliance application, No. 2014 07 24 - 001.
The project consists of updating the Master Plan approved August 9, 2010 to reflect an expansion of their service area around Lake Maumelle and the Wye Mountain Water Association which CAW now manages. The Commission staff has reviewed the application and the documents submitted in support thereof and will recommend to the Executive Director that the project will result in orderly development and management of the State's water resources, because it will allow CAW to continue growing as a regional water supplier.
The hearing will be conducted by J. Randy Young, Executive Director of the Commission, or his designee, under and by authority of A.C.A. sec. 15-22-503 and the Commission's Rules for Water Development Project Compliance with the Arkansas Water Plan.
All interested persons will be given an opportunity to respond to the application and to the staff's recommendation. The City of Little Rock has begun the planning process for the 2015 Action Plan. The plan will outline funding and programming to be accomplished through the Housing Opportunities for Persons With AIDS (HOPWA) Programs. The City of Little Rock receives HOPWA funds from the U.S. Department of Housing and Urban Development (HUD) for Faulkner, Grant, Lonoke, Perry, Pulaski, and Saline Counties. County planning meetings will be held during August 11, 2014 - August 18, 2014. The purpose of these planning meetings is to gather input and ideas for funding as it relates to HOPWA program needs. The Consolidated Planning Committee will prioritize community needs and prepare a funding recommendation for consideration by the Little Rock Board of Directors.
