The Arkansas Economic Development Commission—Energy Office (AEO) is in the process of adopting rules for administering the Weatherization Assistance Program (WAP).
The AEO is soliciting comments on the proposed rules that will be filed Tuesday, March 29, 2016 with the Arkansas Secretary of State. A public hearing for the proposed rules will be held at 10:00 a.m. on Friday, April 8, 2016 at Pulaski Technical College, Business & Industry Center, 3303 East Roosevelt Road, Room 203, Little Rock, Arkansas.
Copies of the proposed rules may be found on the AEO’s website at www.Arkansasenergy.org or may be obtained by calling (501) 682-7379. The amount includes $16,412,081 for the Community Development Block Grant Program (CDBG) to be administered by the Arkansas Economic Development Commission (AEDC); $6,861,388 for HOME Investment Partnerships (HOME) to be administered by the Arkansas Development Finance Authority; $2,081,178 for the Emergency Solutions Grants (ESG) to be administered by the Arkansas Department of Human Services; and $559,011 for the Housing Opportunities for Persons with AIDS Program (HOPWA) to be administered by the Arkansas Department of Health. The State’s long range housing, community and economic development goals are articulated in the current Five-Year Consolidated Plan, which covers the period from July 1, 2015 through June 30, 2020. Each year, the State prepares an Action Plan or Annual Update of the Consolidated Plan. The 2016 Action Plan forecasts how the State will use its HUD grant funds during the upcoming program year.
The State has completed a draft of the 2016 Action Plan and hereby presents the draft for public review and comment. The comment period will extend for 30 days beginning on March 27, 2016, and ending at 4:30 p.m. on April 25, 2016. Public comments will be considered in the final draft of the Action Plan, which will be submitted to the U.S. Department of Housing and Urban Development on May 13, 2016. To be considered in the final plan, written comments must be received during the 30-day public comment period.
