PUBLIC NOTICE
Madison County plans to submit an Arkansas Community and Economic Development Program Water Infrastructure Improvement Grant application to the State of Arkansas. These funds are intended to improve public water or wastewater facilities primarily for areas of Low or Moderate income.
The application being considered would request approximately $3,800,000 for a water line extension in the St. Paul/Pettigrew/Boston Area. It is estimated that approximately 54.9% of the funds would benefit low and moderate-income persons.
A public hearing will be held at 7:00 pm on Thursday, April 6, 2017 at the Pettigrew Community Building, to obtain citizen views and to respond to questions related to the proposed project.

The City of Maumelle on behalf on the Maumelle/Morgan Community in Pulaski County plans to submit an Arkansas Community and Economic Development Program Water Wastewater Grant application to the State of Arkansas. These funds are intended to improve public water and wastewater facilities primarily for the areas of Low or Moderate income.
The application being considered would request #4,530,911.25 to extend sewer form the Maumelle area to the Morgan community which is located northeast of Maumelle and east of Interstate 40 in Pulaski County. It is estimated that approximately 53% of the funds would benefit low and moderate income persons.

NOTICE OF PUBLIC HEARING
Notice is hereby given, pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended, and Act No. 852 of the Acts of Arkansas of 1987 that a public hearing will be conducted by a representative or representatives of the Arkansas Development Finance Authority (the "Authority") on the question of the issuance of not to exceed $25,000,000 in aggregate principal amount of Charter School Lease Revenue Bonds (Arkansas Arts Academy Project), Series 2017 (the "Bonds"), by the Authority under the authority of Arkansas Code Annotated Sections 15-5-101 et seq. (the "Act") for the purpose of (i) refinancing certain outstanding indebtedness of BCCSO, LLC, an Arkansas limited liability company (the "Borrower"), (ii) financing the acquisition, construction, renovation and equipping of certain educational facilities of the Borrower located on the Arkansas Arts Academy's elementary school campus located at 2005 South 12th Street, Rogers, Arkansas and on the Arkansas Arts Academy's high school campus located at 506 West Poplar, Rogers, Arkansas (the "Project"), (iii) funding a debt service reserve fund and/or capitalized interest fund, if any, and (iv) paying costs of issuance of the Bonds. The Project will be owned by BCCSO, LLC and leased to Arkansas Arts Academy, an Arkansas nonprofit corporation, for operation of the Arkansas Arts Academy charter school.
The Bonds will be issued pursuant to the Act and a resolution to be adopted by the Board of Directors of the Authority and will be secured by and payable solely from certain revenues of the Borrower and by a lien on certain real and personal property owned by the Borrower. The Bonds will not be secured by or payable from any revenues or property of the Authority, the State of Arkansas or any political subdivision thereof, and will not constitute an indebtedness of the Authority, the State of Arkansas or any political subdivision thereof within the meaning of any constitutional or statutory provision.
Any persons interested may express their views, both orally and in writing, on the proposed issuance of the Bonds before the representative or representatives of the Authority, on Thursday, April 6, 2017, at 9:30 a.m. in the reception area at 1110 West Poplar Street, Suite A, Rogers, Arkansas 72756. At such hearing all objections and suggestions will be heard and considered.
