NOTICE OF PUBLIC HEARING
Notice is hereby given, pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended, and pursuant to Arkansas Code Annotated Section 19-9-607, that a public hearing will be held before the County Judge of Pulaski County, Arkansas (the "County Judge"), or his designee, on the question of the issuance by the Pulaski County Public Facilities Board of its revenue bonds in the aggregate principal amount of not to exceed $150,000,000 (the "bonds"), to be sold at such prices which produce proceeds of the bonds not to exceed $153,000,000, for the purpose of financing all or a portion of the costs of improvements to and equipment for health care facilities that are owned and operated by Baptist Health, an Arkansas nonprofit corporation (the "Corporation"), and located within Pulaski County, Arkansas, including particularly, without limitation, (1) acquiring, constructing, furnishing and equipping betterments, renovations and improvements to: (a) Baptist Health Medical Center - Little Rock (which is located at 9601 Interstate 630, Little Rock, Arkansas 72205) ("BHMC-LR") to include particularly, without limitation, repairs and renovations to exterior masonry; renovations and improvements to patient care areas; renovations and improvements to public areas (including elevators, lobby, bathrooms, corridors, and waiting areas); renovations and improvements to the Gilbreath Conference Center; roof repair and replacement; expansions, improvements and renovations to the neonatal intensive care unit; and construction of an approximately 465 space parking deck; (b) Baptist Health Medical Center - North Little Rock (which is located at 3333 Springhill Drive, North Little Rock, Arkansas 72117) ("BHMC-NLR"), to include particularly, without limitation, renovations and improvements to patient care areas and floor replacement and repair; and (c) Baptist Health Rehabilitation Institute (which is located at 9601 Baptist Health Drive, Little Rock, Arkansas 72205) ("BHRI"), to include particularly, without limitation, roof repair and replacement and renovations and improvements to patient care and treatment areas; and (2) acquiring hospital and health care equipment and other personal property for BHMC-LR, BHMC-NLR and BHRI (collectively, the "Project"). The Project will be owned and operated by the Corporation for the purpose of providing health care services to citizens of Pulaski County, Arkansas.
Any persons interested may express their views, both orally and in writing, on the proposed issuance of the bonds and the proposed nature of the Project before the County Judge or his designee at 1:30 p.m. on November 24, 2014, in the County Judge's Conference Room on the 4th Floor of the Pulaski County Administration Building, 201 South Broadway, Little Rock, Arkansas 72201. At such hearing all objections and suggestions will be heard and considered, and the County Judge will take such action as is deemed proper in the premises.

Northwest Arkansas Regional Planning Commission (NWAPRC) serving as the Northwest Arkansas Regional Transportation Study (NARTS)
FFY 2013-2016 TRANSPORTATION IMPROVEMENT PROGRAM (TIP)
PROPOSED AMENDMENTS #13 AND #14
NWARPC is extending an invitation to the public to review and submit comments on two proposed amendments to the FFY 2013-2016 TIP. Proposed Amendment #13 is a request by the City of Fayetteville to use FFY 2015 Transportation Alternative Program (TAP) funding on the Gordon Long Park Trailhead, instead of the Drake Street Cycle Track. Proposed Amendment #14 is a request from the Missouri Department of Transportation (MoDOT) to add two projects - 1) for on-call guardrail and guard cable repair that will occur throughout the MoDOT Southwest District; 2) for Intelligent Technology System (ITS) Operations and Management throughout the MoDOT Southwest District. Before funds can be expended, the TIP must be amended to reflect these new programs. The TIP is a list of federally funded transportation projects proposed by various communities, transit providers, NWARPC, the Arkansas State Highway & Transportation Department, and MoDOT. The public comment period will extend from November 5 through November 19, 2014. The Proposed Amendments #13 and #14 are available at the NWARPC office, 1311 Clayton, Springdale, or may be viewed online at nwarpc.org. Written comments are encouraged via email, cscott-silkwood@nwarpc.org or use the electronic comment option under the 2040 MTP tab on the web site.
NOTICE OF TAC AND NWARPC MEETINGS
Technical Advisory Committee (TAC) Meeting
The TAC will hold a meeting on Thursday, November 20, 2014 at 10:30 am with the purpose of discussing the FFY 2013-2016 TIP Proposed Amendments #13 and #14. A vote will be taken to recommend the above items to the NWARPC for consideration. The meeting will be held at the NWARPC office, 1311 Clayton, Springdale, AR 72762.
NWARPC Meeting
The NWARPC will hold a meeting, Wednesday, December 3, 2014 at 1:30 pm at the NWARPC office. One purpose of the meeting will be to discuss and vote to approve the item above as recommended by the TAC. The public is welcome to attend both meetings.
