— It was one of the harshest attacks ever by a former commander-in-chief on a current White House occupant, and ex-President Carter says his comments may have been inappropriate.

Three days after telling the Arkansas Democrat-Gazette that the Bush administration is "the worst in history" when it comes to international relations, the 39th president told NBC's Today Show on Monday that he had misspoken.

"That's not what I wanted to say," Carter said of the "worst in history" zinger.
