PSC gives OK to build coal-fired power plant

Southwestern Electric Power Co. can build a $1.4 billion, 600-megawatt coal-fired power plant in Hempstead County, the Arkansas Public Service Commission ruled in a split decision Wednesday, but 12 conditions must be met.
