Lottery, animal cruelty, grocery tax on his mind

As he prepares for his second regular legislative session as governor, Mike Beebe says he and Lt. Gov. Bill Halter have significant differences over how to set up a lottery but that an agreement is coming together with Attorney General Dustin McDaniel on felony animal cruelty legislation.
