Obama: ’Meaningful breakthrough’ reached at talks

— President Barack Obama says he has reached an agreement with four other countries that provides $30 billion over the next three years to poor countries to combat climate change, scaling up to $100 billion from 2020.

But a European Union news conference to announce the EU reaction was canceled and an official said the agreement was still being negotiated.

The text says the $30 billion is to come from “new and additional resources,” not existing developing aid. The long-term financing will come from public and private sources.

The text of the agreement released Friday does not have an overall emissions target for industrial countries, but the pledges of individual countries are listed in an annex.
