THE LATEST embarrassment: Arkansas's slipping even further behind the other United States in the number of folks who have a four-year degree. (Dang. Time was, we could count on Louisiana to bail us out on this one. Or at least Alabama.) But there's hope, right? Consider the Arkansas lottery, which shot past the voters in November.
