Resale-shop owners fear law's effects

A federal law that goes into effect Feb. 10 is leading some resellers of children's clothing to shut their doors and leaving cash-strapped moms fewer options for finding bargains or recycling used clothes. The law restricts the presence of lead and a type of chemical used in plastics.
