Gov. Mike Beebe presents White River Medical Center Administrator and CEO Gary Bebow with the Governor’s Quality Award for Performance Excellence.

— Gov. Mike Beebe presented the Governor’s Quality Award for Performance Excellence to Gary L. Bebow, White River Medical Center administrator/CEO at a ceremony in Little Rock. White River Medical Center is the state’s third hospital and the second industry in Batesville to receive Arkansas’ highest quality recognition.

In its 15th year, the program has honored 15 companies in four award levels of Performance Excellence (in descending order of qualifications): the Governor’s Quality Award, the Achievement Award, the Commitment Award and the Challenge Award. Performance goals for the organization, departments and employees are set annually and measured consistently in order to celebrate success and make adjustments if needed.

Performance goals are organized under five focus areas - service, quality, people, finance and growth. Key measures and indicators of performance in specific areas identified by the Center for Medicare and Medicaid

Services have been monitored through voluntary participation in a quality project sponsored by Center for Medicare and Medicaid and the Premier Healthcare Alliance since 2004. The program identified White River Medical Center as a top-performing hospital as compared to hospitals of similar size and services offered.

The Governor’s Quality Award program provides opportunities for Arkansas companies to measure their progress in the areas of quality, productivity and financial effectiveness.

Patterned after the criteria for the Malcolm Baldrige Award the Governor’s Award application measures an organization’s progress in the areas of leadership, strategic planning, customer and market focus, measurement, analysis and knowledge management, workforce focus, process management and results.

The process combines the advantages of using the most current, comprehensive and widely accepted criteria available to assess progress toward long-term improvement of organizations in a process that uses a four-step award program.

The Governor’s Quality Award program is a not-for-profit organization dedicated to building a strong infrastructure for Arkansas businesses through the program and a partnership with the Arkansas State Chamber of Commerce.
