Flags lowered in state to honor Fort Hood victims

LITTLE ROCK Governor Mike Beebe is ordering all U.S. and Arkansas flags to be flown at half-staff to honor those killed and wounded at Fort Hood, Texas.
The flags are to be lowered until sunset Friday.
Authorities say a military psychiatrist went on a shooting rampage Thursday that left 13 dead at the base.
Beebe said in a statement that military personnel in Arkansas have a long history with Fort Hood.
