NLR alderman cites legal affairs, resigns

Exit follows Cabot man’s indictment that alleges a scheme to defraud city

Cary Gaines, a North Little Rock Ward 3 aldermen, resigned Friday from the City Council, after a federal indictment this week named a Cabot man and mentioned an unidentified alderman in a scheme to defraud the city.

Gaines, 64, apologized for stepping down in a letter notifying Mayor Patrick Hays and fellow aldermen of his resignation that he alsoe-mailed to the Arkansas Democrat-Gazette about 3:30 p.m.

His resignation was effective immediately, he wrote. Gaines, who had a little more than 13 months remaining in his term, wasn’t named in the indictment detailing a plan to rig bids ontwo North Little Rock projects. Neither project happened.

Gaines hasn’t denied being the unnamed alderman mentioned in the indictment ...
