Beebe to grant 10 pardons

Governor Mike Beebe today announced his intent to grant 10 pardons, according to a press release from the governor's office.
An additional 34 clemency requests were denied, and 40 had no action taken upon them. These include requests from both inmates and non-inmates.
The 10 applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the pardons before final action is taken.
Governor Beebe intends to grant pardons to the following people:
Gregory Byrd (Camden): Breaking and Entering, Battery
This notice is issued based on the date of conviction (2000 – Ouachita County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Joe Cook (Rison): Theft of Property
This notice is issued based on the dates of conviction (1983 – Pope County, 1988 – Jefferson County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Vernon Knight (Fort Smith): Possession of Cocaine with Intent to Deliver, Possession of Drug Paraphernalia
This notice is issued based on the date of conviction (1992 – Crawford County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are law-enforcement objections to the application.
LaKisha Murray (Pine Bluff): Shoplifting
This notice is issued based on the date of conviction (2005 – Pine Bluff District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Matthew Paladino (Center Ridge): Possession of Marijuana with Intent to Deliver, Delivery of a Controlled Substance
This notice is issued based on the dates of conviction (1991-1994 – Faulkner County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Anzeco Reeves (Pine Bluff): Obstructing Governmental Operations
This notice is issued based on the date of conviction (2000 – Pine Bluff District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Al Ross (Columbus): Burglary
This notice is issued based on the date of conviction (1968 – Hempstead County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Jackie T. Smith (Bee Branch): Burglary, Theft of Property
This notice is issued based on the date of conviction (1991 – Faulkner County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
James R. Spicer (Camden): Delivery of a Controlled Substance
This notice is issued based on the date of conviction (1980 – Ouachita County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Jeremy Willis (Pine Bluff): Obstruction of Government Operations
This notice is issued based on the date of conviction (2003 – Pine Bluff District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
