Back in 2001, a census of available parking in downtown Little Rock showed the parking-space population to be 8,200 spots, or a little less than the human population of, say, Hot Springs Village. Not being beholden to the same birth or mortality rates as what prison wardens call the gen-pop (general population ), this number can't have changed that much.
