$1.1M going to set up Head Start council

Democratic members of Arkansas’ congressional delegation say a $1.1 million grant of stimulus funds will be used to fund a Head Start Advisory Council for the state.
An announcement Tuesday from Sens. Blanche Lincoln and Mark Pryor and Reps. Marion Berry, Vic Snyder and Mike Ross said the state would get $1,174,518 from the federal Health and Human Services Department.
The news release said the Arkansas Early Childhood Commission had been named as the official advisory council. The council is to lead the development of a high-quality, comprehensive system of early childhood education and care that ensures statewide coordination and collaboration among the early childhood programs and services across the state.

So all this money will be used to hire more CHIEFS (contractors) to direct (and little else) the few Indians?
