Condemned killer asks parole board for mercy

By The Associated Press

This article was originally published February 9, 2010 at 4:32 p.m. Updated February 9, 2010 at 4:35 p.m.

An inmate who faces execution next month told members of the state parole board that he has to live with the guilt every day for killing a Bald Knob woman and attacking her young daughter.

Jack Harold Jones Jr. is seeking clemency from the parole board. His attorney says Jones admits killing Mary Phillips but that Jones was under the influence of drugs at the time of the 1995 slaying.

Because of wintry weather, the board postponed Tuesday’s victims’ input hearing until Feb. 17 at 1 p.m. in Little Rock.

Jones lost appeals in which he challenged the lethal injection method of execution.

Once the hearings are complete, the board can make a nonbinding clemency recommendation to the governor. Jones faces a March 16 execution date.

Some things to consider:
Lacy Phillips declined to speak before the board, but told reporters Jones was "an evil person" who deserved to be executed.

Prosecutors said Jones had earlier painted a sign outside of the shop where Phillips worked as a bookkeeper. They said Jones later that day returned with latex gloves, wire and a BB gun.

Jones robbed the business' cash register, forcing Phillips and her daughter into a small break room before separating them. Jones then strangled Mary Phillips first with his hands and "finished his work" with the cord from a nearby coffee maker, prosecutors said.

Jones returned to strangle the girl and beat her hard enough to fracture her skull, the prosecution claimed. Police found her mother's body the next day. Officers discovered Lacy, beaten and bloody to the point they first assumed she had already died, after noticing blood pooling out from underneath a doorway.

If we let this sob live, it will be a disgrace. This man had no compassion for the life he took. Hang him alive from his feet, we protect these kind of people to much, they have more rights than we do. Eye for an Eye, should be no other way

I've read most of the comments and for the most part I agree. There is no reason to show mercy to this man. From what I read he didn't have any mercy on his victims, so why should we have to feed and clothe him any longer than we already have, March seems to be a good month for an execution. By the way if he doesn't want lethal injection there's always the electric chair his choice!

How about giving the man exactly what he dished out? An eye for an eye...why waste medicine. Let some of his fellow inmates strangle his &*! and beat in his skull and leave him there for a while till he's dead.

Fight fire with fire. Where is the respect for life and authority? To stop a run away grass fire, firemen sometimes must start another fire to get the fire under control. Again I raise the issues of life for a life; show no mercy get no mercy. To stop the killing killers must be executed. Thugs who murder should get the death penalty or never see the light of day again for the rest of their lives. I wrote to our Arkansas delegation regarding life for life legislation last year and only State Senator Jerry W. Taylor from the Pine Bluff delegation responded. The others representatives ignored the issue, not even a phone call. Now they are running for office again having little concern for public safety as related to gun violence and homicides. Strong legislation for those who commit homicides in Arkansas is needed now and should be implemented without delay!! The Life for Life legislation would cover all races of people; any person who commits a homicide and found guilty would be held responsible for the act of violence and receive the death penalty or life in prison without the possibility of parole. These politicians running and swapping offices must develop tough legislation on crime in order to protect the public and the sanctity of human life. If you take a life you pay with your life, that should not be a hard call for these representatives seeking public office.

And who really thinks they would rather sit in jail for the rest of their life? Give me a break! If you're really out for revenge then life imprisonment without parole is the way to go. That's over half a million hours to reflect and think about how you totally wasted your life. And for all those that are concerned about the cost to the public, you might like to know that capital punishment costs more than keeping them in there until they die.

If I am not mistaken it costs over 40 thousand dollars per year to take care of one inmate. now if an inmate lives another 20 years, do the math . Also you may want to add in cost of living increases for that 20 years also
