The Interstate Commission for Adult Offender Supervision issued an opinion Monday in response to a request from Arkansas, which has been in a dispute with Washington over Arkansas’ part in supervising Maurice Clemmons, a parolee who fatally shot four police officers in Parkland, Wash., on Nov. 29.
