PDF: Proctor files write-in bid, lawsuit

Two weeks after a federal judge rebuffed Willard Proctor Jr.’s challenge to the state law that bars him from seeking re-election, the 47-year-old deposed Pulaski County circuit judge is contesting the law in court again, claiming lawmakers overstepped their authority by approving the provision in 1989.
On Wednesday, Proctor simultaneously filed to run as a write-in candidate for his former post and brought suit against Secretary of State Charlie Daniels, challenging the constitutionality of Arkansas Code 16-10-410.
