Opponents challenge Ark. interest-rate amendment

Opponents of an amendment approved by voters that raises the state’s interest rate cap are appealing to the state Supreme Court.

A notice of appeal was filed Monday in Pulaski County Circuit Court. A Pulaski County judge on Nov. 2 refused to stop election officials from counting votes on the amendment.

The measure raises the state cap on interest rates on business and government loans and allows bond funding for energy efficiency projects. Opponents argue that it merged three separate, disparate proposals into one measure.

Justices had heard oral arguments in the challenge to the amendment before the election, but ruled that it first needed to be considered by a lower court judge.
