State's top court to hear arguments over ballot title

The Arkansas Supreme Court says it will hear oral arguments on Oct. 21 in a lawsuit trying to block a proposed constitutional amendment on interest rates and energy projects.

The court on Thursday agreed to hear the lawsuit filed over a proposal referred to voters by the Legislature. It would ease the state’s interest-rate limits on consumer and government loans and allow bond financing for energy efficiency projects.

The lawsuit claims the proposal tries to get around a limit on the number of measures lawmakers can refer to voters by combining three separate issues into one.

It was filed by April Forrester of Jacksonville.
