City Council to hear rezoning request Oct. 12

— The Conway Planning Commission’s denial of Kroger Co.’s request to rezone its property on Salem Road for expansion will be on the agenda for the City Council’s meeting on Tuesday, Oct. 12.

The request was originally scheduled for this week’s City Council meeting, which was held Monday night, but because of a technical issue has been rescheduled for Oct. 12.

Bryan Patrick, director of planning, said a sign stating the time and place of a meeting must be posted on the property for seven days before the City Council considers a rezoning request. The Planning Commission denied Kroger’s request on Sept. 20, “making it not quite seven days” before the City Council met this Monday (Sept. 27). Patrick said the City Council normally meets on Tuesday but had rescheduled this week’s meeting to Monday.

“The city attorney thought it best to reschedule the rezoning request until the Oct. 12 meeting,” Patrick said.

Kroger’s request is to rezone its location from O-3, restricted office district, to C-2, neighborhood commercial district. In order to do that, Kroger would need to buy property owned by Joe Whisenhunt Sr. of Bee Branch, owner of Whisenhunt Investments in Little Rock. That property is the site of the Joe and Nina Webb House, built around 1946 by the late Silas Owens Sr. of Solomon Grove (now a part of Twin Groves) and listed on the National Register of Historic Sites.

The Oct. 12 City Council meeting will be held at 6:30 p.m. at the Russell L. “Jack” Roberts District Court Building, 810 Parkway in Conway. The meeting is open to the public.
