— Alderman to take oath Monday night

Bruce Foutch, elected March 29 as a Ward 3 alderman in North Little Rock, will be sworn in during a 6:30 p.m. ceremony at City Hall on Monday.

The ceremony will precede the City Council’s regular meeting at 7 p.m.

Foutch, 57, will fill the council seat vacated by former Alderman Sam Baggett, who resigned in December after being convicted on three of six charges in federal court. All of the charges were related to Baggett’s role as a former federally licensed firearms dealer.

Foutch, contracts administrator for Pathfinder Inc. in Jacksonville, won election in a runoff against former Alderman Jimmy Phillips with 321 votes to 261.

Foutch will join Alderman Steve Baxter as Ward 3’s representatives. Baxter was elected in November, also in a runoff against Phillips.

Air Force quintet

to play at library

The Midwest Winds, a U.S. Air Force Band Quintet, will play a concert at 2 p.m. today at North Little Rock’s Laman Library, 2801 Orange St.

The quintet is an ensemble of the Air Force of Mid-America based at Scott Air Force Base in Illinois.

During the show, the band will tell about each instrument played and will include a narrator reading stories set to the ensemble’s music.

The show is free and open to the public.

22 students to get Thea scholarships

The Thea Foundation, a nonprofit based in downtown North Little Rock, will honor 22 Arkansas students awarded $65,000 in scholarships through the foundation’s partnerships at a reception and awards ceremony today.

The reception begins at 2 p.m. with the awards ceremony to follow at the foundation, 401 Main St.

The foundation advocates art education in the academic and social development of students. Scholarships are awarded through competitions open to state students.
