Three arrested in LR home-invasion robbery

— Authorities say three men have been arrested in a home-invasion robbery last week at a residence in Little Rock's Hillcrest neighborhood.

Little Rock Police Department Sgt. Cassandra Davis said in an e-mail that Alexander Higgins, 22, Luke Patton, 20, and Wilbert Champ, 23, each face charges of aggravated robbery, aggravated residential burglary and theft of property. Police say all three have confessed.

The three were developed as suspects after the Thursday robbery at 3808 Oakwood Road. The resident there told police she was asleep when she heard banging noises and was then confronted by a man armed with a sawed-off shotgun.

The woman was held at gunpoint while the robbers took jewelry, electronics and other items.

Higgins was arrested at Tuesday at 1500 Buchanan St. Patton was arrested Tuesday at 1015 Barber St. Champ was already in the Pulaski County jail on another case.

According to an arrest report, police recovered a television taken during the robbery from Patton's residence and a mask worn by one of the robbers from his car.

Davis said investigators don't know if any of the three were involved in a second recent home invasion robbery on Palm Street at a house roughly a mile from the one on Oakwood.

"We are still looking into if there is any connection between the two incidents," she said in an email.

Jail records show Champ was arrested Saturday on other charges including two counts of breaking and entering.

I think these are the same 3 that also robbed a homeowner on Palm a few days earlier/later. I sure hope they can get SOME jail time. People in LR are friggin' tired of this kind of criminal and are stocking up on CCL's and the associated equipment. I've read that some neighborhoods are going beyond the "watch" and organizing patrols.

If our "legal justice system" was what it name implies, then our crime rates would be lower. REAL sentencing, to REAL punishment (what they use to call "hard time") would make a difference.

Unfortunately, thugs like this receive little more than a slap on the wrist. And some in the media and law enforcement wonder why citizens get so upset. Maybe if more citizens were well-armed and prepared for such situations, then citizens could lower the crime rate - one body bag at a time.

I would like to see an enterprising reporter to give some background on all the thugs committing all the horrific crimes in Little Rock. I suspect we see some common backgrounds on all of these hoods. Most probably were the victims of abuse and/or neglect, grew up in crime families, and have little education. We can keep on rounding them up and putting them in jail, but as long as the social workers and truant officers aren't doing their jobs, the crime rate in Little Rock is going to be sky high. If we could determine the neighborhoods where these kids are from and I suspect that I know, I wonder what effects more public support for extracurricular activities and tutoring programs would accomplish. I suspect all these kids would have been better off raised in orphanages than the homes in which they were raised. Perhaps, they were raised in decent homes, but became victims of drug abuse. Bad schools, few activities, and bad homes all equals crime. We can keep locking them up or try to improve social services and keep children from growing up this way.

I merely replied tp SUPERDUTY that he wasn't alone in realizing that it is black males that are most of the criminals! I gave the discription of the criminals that I read in the paper every day.

Hey Populist - Know what else these punks likely have in common? There mommas and daddies voted for BH Obama. You did as well, which makes you part of the problem. This is NOT about race. It's about failed liberal social policies that have created an entitlement culture/mentality that wrongly justifies taking from others what you have not earned. BH Obama's incessent harping about the "rich" not paying their fair share is a contributing factor. To these three punks, the woman probably looked "rich". If BH Obama says rich people aren't paying their fair share it's only logical people with an ingrained entitlement mentality feel it OK to take what they perceive to be "rightfully" theirs. The government confiscates what someone else earns by force of law, so why can't these punks take what is not theirs by physical force? What you are seeing is a natural consequence and outcome of an entitlement state of mind. Are you demorats ashamed yet? Thank God the young lady wasn't raped or killed.

Yes, Satan often puts apathy and prejudice into the hearts and minds of people. Little Rock's history of racism and inbred politicians is coming back to roost. Children are not born thugs; they become thugs when they are not raised in nurturing environments or communities. Many people in Little Rock are not well traveled and do not know what it is to live in areas with good schools and good recreation facilities for young people. For the most part, the community centers and recreation activities for young people in Little Rock are limited. Drugs and child abuse and neglect are rampant. The Little Rock politicians are of two types; the Democrats who only want a paycheck and do as little as possible to earn it and the Republicans who just want to cut taxes and outlaw abortion. Where are the leaders who want to improve the schools and parks and recreation facilities? Where is the sense of communal outrage over these horrific crimes?

Not necessarily. Some criminals come from decent parents. Sociologists and criminologists will tell you that one out of every 100 or 120 people is a form of sociopath without conscience. These people can have the best moms on earth and still turn out bad. Many of the "sociopaths" are not thugs, but may be upstanding individuals. One well-respected attorney in town had a habit of sexually harassing and tormenting young women. Packman speaks of the failed liberal policies, and he is not totally wrong. Welfare and handouts can in effect pay people to be slothful and have more children. These are failed social policies. I don't think that I am just a "dreamer" to recognize that birth control and education can prevent too many unwanted children and that good youth programs and good schools turn out few criminals. This battle has been going on for decades--even centuries. Some communities and societies simply have better standards of living because people band together and work toward making the community better. You seem to think that youth coaches and volunteers in the schools are wasting are time; yet, I think we are doing what is truly important. Nothing is more beautiful than the laughter of children or the hard work, promise, and dreams of youth.

Hey Harley - Please know I am not saying problems like this (rampant crime) are the fault of society. The individual is always ulitmately responsible. I'm simply making the point that at the root of the most serious problems facing America today (crime, unwed motherhood, education failures) are failed social policies like welfare and other "entitlements" that encourage government dependence at the expense of self-reliance and accrued self-worth. And support of BH Obama and his liberal ilk is simply supporting more of the same. To proudly vote for BH Obama and then complain about the consequences is patently hypocritical. I do sincerely believe that had these three punks been adopted at birth and raised in a Christian home with two loving parents, the odds of them committing a home invasion are 100 times less than being raised in an environment where their total being is based on a government check. We are all products of our environments, with rare exception as Populist noted. But now that they are stealing, theiving, no good punks.....two to the chest, one to the head if they try that crap at my house.

I grew up here in the civil rights era, when In fact that movement was much more advanced here than in, say, Boston, and it was not like this then. The society that these thugs come from has deteriorated to the point of non-existence and it is their own fault.

It is this sense of apathy and defeatism that causes these bad neighborhoods. Yes, punish these kids to the utmost. If you want Little Rock to be a better community, however, support better schools and public recreation opportunities. In areas where the public has spent time and money to ensure that there are many quality recreational and educational opportunities for children, you don't have these young hoods out committing crimes. The way to fight crime is through good schools and youth sports facilities. I wished that I still lived there; I would run for mayor on the platform of fighting crime by providing more access to computers and after school programs.

Sorry, but many on here are correct in arguing with you on this. The best school in LR is in one of the least desirable areas - LR Central. A real problem is in the black community and its culture. Not its poverty - the poverty is it's result. The culture that allows, coddles or in some cases admires the black male to plant his seed everywhere he can with as many as he can and then be completely absent from the lives of his offspring. That is a major problem and you and the socially "sensitive" are going to have to come to grips with that reality. Bill Cosby sees it, as do other civic minded black leaders, but they are rebuked and admonished for saying it.

Wake up, admit and understand that throwing money at community centers/schools to babysit the offspring of the so-called "men" of that culture, is getting us NOWHERE. Penalize them for having more and more babies by turning off the spigot of money that freely flows there already.

Absolutely we need better schools but no school can be good without support from parents and the community. The sad truth is that Little Rock DID have good schools. There were 14 National Merit Finalists in my (racially integrated) public school class. It isn't right, but there is little doubt what caused, or at least triggered the decline.

It's too bad these young fellas cannot be educated and taught to rob with fountain pen, loan awards, excessive consultant fees, bribes, bogus stock deals, raiding pension funds, converting a dead woman's estate to that of your own, etc. The rewards are much greater.

If caught just a simple fine will be levied unless you broke a serious code among high-level thieves. Then it's automatic sentence to a country-club prison for a very reduced sentence your pricey attorney arranged with his friends, the judge and prosecutor.

Free money to go to school? Many of the Little Rock Schools aren't worth attending and are rated 1 by greatschoolsdotorg. That is the lowest rating. You can't blame it on people being black. Maryland arguably has the best schools in the nation (Conn. and Mass would argue) and it is 29.44% black whereas Arkansas is just 15.76% black. High Schools J.A. Fair and McClellan both are rated 1. Hall high is rated a 2. Central, which you think is such a fabulous school gets a 5 rating (average). Schools in Virginia and North Carolina have gotten much better over the last 30 years while Arkansas schools have gotten worse. It is not the percentage of blacks; it is the apathetic attitude of the the blacks and whites.

The recreational facilities in Little Rock are awful. Most community centers offer little in the way of recreational activities and are even closed on weekends. If the schools were filled with computers and computer classes, you might get more kids to attend and learn a marketable skill. Crime is going to continue to get worse in Little Rock if public facilities are not better. Better classes in life choices would be great. Phillips County Arkansas has a great Boys and Girls Club with all sorts of activities and tutoring. Not one of its girls has gotten pregnant in recent years. The kids are going to college, and one of its girls went to Vanderbilt last year. Little Rock has got to do better. It is becoming a crime ridden cesspool.

Populist: I was referencing the 'free" money to attend college. A high school education, regardless of quality, or lack thereof, if free as well. At what point to these individuals become responsible for their acts? When did it become the responsibility of the government to raise children? It's not that I necessarily disagree with all that you have said on this issue, but when does continuing to throw money at the problem and making excuses for these criminal acts stop? And, before you say it, yes a ton of money is thrown at these problems between food assistance, school vouchers, daycare vouchers, housing subsidies, etc. Do you not think the perverse environment of getting something for nothing has not played a significant role in developing this strong sense of entitlement, or the "I don't have to work for anything" attitude? Perhaps all the subsidies should be decreased at the same rate spending on boys and girls clubs is increased.

Absolutely correct, and yet another example of the negative outcome of a failed liberal social policy. Mandatory busing drove parents and families out of the LRSD by the tens of thousands. And when kids are raised in a household where it is more important to get pregnant by a baby-daddy to receive free "government assistance" instead of focusing on a quality education, you have ZERO parental support. Did I mention this whole baby-daddy culture was one created by yet more failed liberal social policies? Did I mention forced busing was also a failed liberal social policy?

Yes, we need to limit welfare and change it to workfare. Fewer women are going to have babies if they know that they have to clean toilets for their check. Instead, offer free birth control and education. If the schools have computers and nice facilities, the kids will want to go to school.

Thanks. A tech park only works when you have the people to work there. The Austin, TX, Maryland, Virginia, North Carolina, California etc. schools invest heavily in math and science programs for their gifted students. When these kids finish, they stimulate the economy with their knowhow. If the LRSD would buy many computers and hire Chinese and Indian people to teach computer tech classes, the boys would be more likely to stay out of trouble. Boys need science and sports or they will be up to no good. Girls need a good education and sense of self-worth or they will get pregnant.

Packman, no vote for Obama in Arkansas had any effect on the outcome of the election. And busing was the subject t of my later post, although it worked ok for the first few years. The schools collapsed because everyone who could fled the public schools in droves as they declined. And sorry Populist, the problem of course is not caused by the color of the students skins per se, but it is caused by the quality of their character and their "community", if you can even call it that anymore. Different in other parts of the country I'm sure.

Birth control is free, or available at minimal charge, at all local county health departments. On the second point, you seriously think that having computers and a new paint job will somehow inspire people to go to school? Seriously? The PARENTS and NOT the government must solve this problem, period. Your best point that you have not raised as of yet is that Bush and Ted Kennedy got No Child Left Behind passed and now the schools are screaming to have it repealed because they cannot meet the standards. Either the standards are too high (which I doubt), the teachers cannot teach, or the parents are either absent or not involved. The problem is not a lack of facilities or money.

Populist....you are fighting a losing battle and still dreaming! I agree with anyone saying "it is not the color of the skin that is the problem". I also agree that it is a culture problem that goes way way back. Not all for sure, but it is a reality, that the black population do very little on their own to change old cultural habits. Look at black fathers and how they limit to the extreme their involvement with family. Not just their children they are producing but with their wives, girlfriends and their whores. All of which are nothing more that a machine to produce babies. You say education is one answer....but how are you, the government, or anyone else going to get them to school and how are you going to make them learn when the example set by their parents is one of not giving a crap if they get educated or not. I said to you before...you would have to take the new born children away from their enviorment by taking the children away from their parents at birth! Ain't gonna happen! You have mentioned your boys & girls club and how successful it is but did you say what percent was black and over the years based on the history of that club, how many black children grew up to be outstanding citizens and how many took a life of crime? Bet you don't really know! If you don't know then how can you say your club did any good?

Education of poor or rich does not make either honest. Honesty is taught by parents being role models of honesty. Education does not compel people to tell the truth whether black or white rich or poor. Parents with high moral standards are the best influence for that. Crime correction starts in the home. People who live together without benefit of matrimony do not provide a home with proper role models for kids.
Morality has been dumped with the garbage and until morality is taught again, crime will be the result. It is rare that people with high moral values commit crimes. Also, when the reward for crime is greater than the penalty for committing crime we are going to have it in abundance.

I worked with a woman who got pregnant (she was unmarried, ever actually) with her 4th child and she actually told us it was good because it was more gov't money for her. I think there is that type of mentality in too many of these stupid women.

Actually, a fair number of blacks in Arkansas do achieve success in life. Unfortunately, they do not stay in Arkansas. Maryland and the NorthEast are full of black lawyers and business people who were born in Arkansas. Once educated, they move out of Arkansas. When I come home on the BWI-Little Rock flight, there are always a few educated blacks who also have been visiting family. Some may flee for economic opportunity, but many blacks just say they are treated better on the East Coast. Now, I'm not saying everything here is fabulous. Some people are rude and too interested in how much money everybody makes. However, people revere education. While good schools and social services is not going to win over every culturally deprived person, they would improve things. If the kids are not busy playing sports or a musical instrument etc., they are going to be up to no good. Better schools and recreational opportunities are the answer to Little Rock's crime problems. Take away the cars and frills for government workers and spend it on the schools. Little Rock should have better schools for the money spent on them. I suspect that there are many highly paid administrators who do not know what they are doing, and I know there are too many lawyers with huge bills. More money needs to be spent on the schools. Principals at the good schools need to be promoted and outsiders from successful school districts need to be hired. The city needs to build a large public swim center and upgrade and extend hours of community centers.

Hey kinggeorge - Excellent comment! Everyone needs to read through all these posts because many are doing a fine job explaining the cause, yet, people like Populist continue to illustrate THE problem while simultaneously supporting politicians (BH Obama) who created and continue to promote the failed liberal social policies that are the root cause. The initital solution is simple: Vote for candidates who support welfare reform, education reform, traditional values of marriage and two-parent homes, putting God back into the public schools, and are tough on crime (support the death penalty, for example). If you're whining about the problems and voting for demorats, you are part of the problem.

Hey Populist - Care to guess the top incentive for black males to stay in school, make good grades, and graduate? According to a my neices and nephews who attend public schools in Pulaski County, it's participation in athletics and band. Computers and paint sound good to dreamers, but that's not what keeps this particular demographic in school. Are you one of those who oppose all the money spent on high school athletics in Arkansas?

Been reading thru the comments. Wow! I agree with most. Throwing money towards education. That is something I don't agree with. Education is there for the taking. You have to work at it. This is their choice. It's easier to be a thug then a good member of society. I think the system bares most of the blame. Don't work and just work the system for funds. Steal and get your wrist slapped. Steal again and go to jail, get fed, relax, lay around maybe wash some dishes. Get out on PB early. Do it again, why not. So many of these people that commit these crimes are repeat offenders. If our legal system was more streamlined and "tough", perhaps a person would think twice about committing a crime. I suggest some harsh punishments. Having a cane whacked across your back side like in Singapore will get your attention. Rather, than sitting around playing cards for cig's, bragging about what you did, how tough you are and watching TV. Or, losing a hand like in some countries because you stole. I just think that our legal system needs an overhaul. There are many people on death row that delay their date by working the system and costing tax payers millions. Many have been on death row longer than perhaps some of the people writing these comments. I think they should have one speedy appeal, lose again. Immediatly carry out the sentence. Save the millions. If our punishments were harsh enough, many would think twice about doing wrong.

BLR.....I can't help but agree with you. The way to lower, not stop because it can never be stopped completely, but to lower crime rates takes "putting the FEAR of death in the criminals mind"! Prisons have to go back to the old days and punish the hell out of the prisoners. Shotgun squads should be placed in banks, service stations/stores, liquor stores etc. let a few criminals get blown away. The death penalty enforced, executions set and carried out after one appeal if conviction upheld.
I grew up in Seagoville Tx. where a federal penitentiary was located. The pen. was self sufficient in cost of operation. Prisoners were made to work in farm program. It had it's own gardens, milk cows, beef cattle, hogs, chickens (meat & eggs), water wells etc. Prisoners were placed on work details to clear cut trees from land owners property in exchange for wood to burn in heating the prison and others were placed on road work details such as repairs and grass cutting which was baled for the farm animals etc. etc. The point is that the prisoner didn't have a gym, they stayed fit through hard work and saved the tax payers money on operating the prison.
They would hire more prison gaurds to handle these work procedures and that money spent put money back into the community.
By the way....we had a very low rate of crime in our town!

Populist.....please! A lot of black lawyers that came from Little Rock living in Maryland? Do you run all over the plane discussing with other passengers their education and work history? Sometimes you go too far to be believable. Maybe this was just another of your dreams.

The communities with good schools don't have these kinds of problems. The poor kids will go to school if they are of good quality with programs geared toward the kids. Poor kids will stay out of trouble if they have sports and activities. If kids have nothing to do but smoke cigarettes and take drugs, they soon will be robbing stores to finance their drug habits. Yes, we need to throw the book at criminals and keep them off the streets, and they should be made to work. The couple of times that I went to Cummins, it looked like they were working pretty hard to me. Truthfully, I don't know anybody who has been to prison other than the couple of inmates that judges in Little Rock appointed me to defend. I do know that child molesters, burglars, armed robbers, violent individuals, and white collar criminals need to be kept off the streets.

Hey Harley - "Packman....why can't that be done that way today?" As much as I would like to see it happen, it won't because some liberal ACLU funded lawyer will file a lawsuit claiming cruel and unusual punishment and some liberal federal judge will agree and order it stopped. Matter of fact, that has already happened. Part of the solution is to make the punishment fit the crime but a bigger part is to support elected officials who are sincerely tough on crime. That would be anybody but a liberal demorat.

Judge DeLawrence Beard, Rodney Slater, Jerry Malone. (I'm not sure Jerry is still up here--he might be back in L.R. There are others who are not lawyers--just business people and bankers. I've met a couple of other black Arkansas lawyers around here--I can't remember their names. I don't ask nosy questions of people, but I know a fair number of people and talk to people on planes.

What comes first the chicken or the egg? You are partially right. Good communities demand good schools because they are smart enough to know that education is important. Good schools, however, build on good communities. Businesses open in good communities with good schools because they have a large labor pool and because workers want to work for a company in a good school district. Many of the best students in our school district are not the rich white and Jewish kids who live in the big houses; they are the poor Chinese and Russian immigrant kids whose parents scraped up enough money to live in an apartment or townhouse in our community so their children can attend one of the best school systems. The Asians, Indians, and Russians all get that the education is a big key to economic success in this country. While Arkansas is full of people who are rich because of their business savvy, most communities are successful because they have large numbers of well educated professionals who don't mind paying good taxes for good schools. In a way, your children are part of your wealth. If your children are successful, they can pick up the check at dinner etc. My mom used to complain about how much my law school cost; she stopped complaining when I started making money and paying bills. Communities cannot be rich without decent schools (unless one discovers oil or diamonds).

On another thread you commented about the Pottsville school district being exemplary. Yes, it is! It has a complete chemistry lab and several computer labs for technological learning. Its building in only 14 years old and it is all wired. The school also makes great pains to make sure that every child has a laptop. Do you think that is going on at Hall High and McClellan? The LRSD spends its money on incompetent administrators and lawyers. Yes, some of the parental support may not be great, but the LRSD schools should be much better.
