Edict on life-skills services mires insurance talks

State insurance-exchange planners and providers of services for the developmentally disabled agreed to keep talking Thursday about how to comply with a Patient Protection and Affordable Care Act mandate. The law requires that people learning skills for the first time be treated the same as those who are undergoing rehabilitative care.
