Obama sends 2013 budget proposals to Congress

WASHINGTON President Barack Obama unveiled a $3.8 trillion spending plan on Monday for 2013 that seeks to achieve $4 trillion in deficit reduction over the next decade but does little to restrain growth in the government’s health benefit programs.
Obama’s new budget was immediately attacked by Republicans as a retread of previously rejected ideas.
The president would achieve $1.5 trillion of the deficit reductions in tax increases on the wealthy and by removing certain corporate tax breaks.
Obama rejected GOP charges of class warfare. In his budget message, he said, “This is not about class warfare. This is about the nation’s welfare.”
In a message that repeated populist themes Obama also sounded in his State of the Union address, the president defended his proposed tax increases on the wealthy, saying it was important that the burden of getting deficits under control be a shared responsibility.
“This is about making fair choices that benefit not just the people who have done fantastically well over the last few decades but that also benefit the middle class, those fighting to get into the middle class and the economy as a whole,” Obama said.

The President's Budget for Fiscal Year 2013
We now face a make-or-break moment for the middle class and those trying to reach it. The Budget targets scarce federal resources to the areas critical to growing the economy and restoring middle-class security: education and skills for American workers, innovation and research and development, clean energy, and infrastructure.
The Budget is a blueprint for how we can rebuild an economy where hard work pays off and responsibility is rewarded.

On Feb. 26, 2009, as Obama released his budget for fiscal 2010, the national debt stood at $10.88 trillion (10,881,159,722,022.36). At the close of business on Feb. 9, 2012, the national debt stood at $15.36 trillion ($15,355,838,921,022.16). That represents an increase in the debt of $4.47 trillion ($4,474,679,198,999.80).

In Dec.House Republicans easily approved a one-year extension of the payroll tax cut.
Majority Leader Harry Reid (D-Nev.) vowed to reject it over a number of provisions that Democrats find unacceptable.
Senate Democrats have suggested that the House bill will be dead on arrival in that chamber, and Senate Majority Leader Harry Reid says he recently told House Speaker John Boehner not to bother sending him legislation that would not get any Democratic support.
Reason, the BILL wasn't what the DEMWITS wanted so it was vetoed. So who is the party of NO? DEMWITS are the party of MY WAY OR THE HIGHWAY.

It appears his strategy is the same as before but he's doubling down.
The White House intends to boost government subsidies for wealthy buyers of the Chevy Volt and other new-technology vehicles — to $10,000 per buyer.
That mammoth subsidy would cost taxpayers $100 million each year if it is approved by Congress, presuming only 10,000 new-technology autos are sold each year.
The extra money for wealthy buyers will be borrowed funds, eventually paid off by future taxpayers in all income brackets.
With the $7,500 rebate for each buyer, Chevy sold only 7,671 Volts in 2011, far below the target of 10,000 earlier touted by company officials. Last month Nissan made the 10,000th sale of its all-electric Leaf model.
The average income of the Chevy Volt’s buyers is $170,000 per year, according to General Motors CEO Dan Akerson. “Some of them — I think roughly half — are either [Toyota] Prius or BMW owners,” Akerson said in a Dec. 16 interview with the Associated Press.
That high income puts the Volt’s buyers in the top 7 percent of households, according to census data, and slightly above the rankings held by households with BMWs, Lexuses or Cadillacs.
The average income of BMW buyers is nearly $170,000, according to a May 2010 article in Bloomberg Business Week.
Cadillac buyers earn almost $130,000, and Lexus buyers take home an average of $141,000. Only Mercedes-Benz drivers earn more than Volt drivers, an average of $174,000 per year.
The extra subsidy is buried in President Barack Obama’s request for the 2013 budget, but was briefly described by White House economic chief Gene Sperling during a White House briefing today

The House Bill was paid for by raising taxes on the poor, unemployed, middle-class, retirees, cutting Medicare... just to name a little of the kitchen sink that was attached. The Senate bill was paid for by raising taxes on the wealthy which amounted to 2 cents on the dollar. And when the House already knows that the democrats will NOT raise taxes on this group... They have done nothing. It is the most do-nothing-congress in history. Vote'em OUT! And stay away from the bad tea!

And if you knew anything about government than you would know that congress controls the purse. $901 billion is better than $1.3 trillion when he came in to office... By the way Reason where's Obama getting the $800 Million he's giving to the THE MUSLIM BROTHERHOOD in Egypt in ECONOMIC AID in his budget? Obama proposed $51.6 billion in funding for the U.S. State Department and foreign aid overall, with $8.2 billion in assistance to war zones, $3.3 billion for Afghanistan, $1 billion for Pakistan, and $4 billion for Iraq, where U.S. troops have left the country but the State Department has picked up some of their functions such as police training. Obama said we were of Iraq. He sure does like to redistribute the wealth.
Oh and do we have anything in our Constitution that provides for a GLOBAL MINIMUM TAX? Obummer's Economic Advisor, Gene Sperling thinks we should tax the entire world. Where would that money go? To the UN?

Sen. Harry Reid, said it would be "foolish" for members of his party to produce a budget and be held to account for their votes.
This is why we need a budget. The Appropriations Committee determines levels of discretionary spending. Approps don’t touch mandatory spending. But mandatory spending constitutes about 60 percent of all federal spending — and mandatory programs like Medicare, Medicaid and Social Security drive our deficits and debt. Without the imposition of budget discipline, these programs grow on autopilot.
By never submitting a budget, enacting a few discretionary spending caps as a part of the Budget Control Act (a.k.a. the debt ceiling deal) and punting to the Super Committee that also punted on entitlement reform, Democrats avoid any difficult discussion of how to ensure the solvency of our entitlement programs. With no plan of their own on the table, they’re free to shoot down anything Republicans
propose.

T6: Our founders setup congress in 2 chambers, House & Senate. NOT just one! It is called "checks and balances" to prevent unrestrained power of authority;tyranny.
The Senate "could" pass a bill but the House has already stated that they will NOT pass it. Therefore, it is pointless since it must pass both chambers. To do so is just "politics" for show. And these 2-chambers must work with the President or hold enough votes to survive a veto to make law. Our founding fathers called it "separation of powers".

Congress "obligates" spending. Most all current spending was "obligated" by previous Congresses and Presidents, years and decades ago but it is still law. What Congress "obligates" the President cannot refuse to fund. It is called "impoundment" and the President cannot impound funds! See Richard Nixon and find out what happened when he refused to spend what congress had "obligated" and WHY the Congressional Budget Office was established. Congress MUST act before spending can be reduced (except for some executive administrative savings) Furthermore, when Congress goes against the recommendations of their very own CBO… It is called "politics", which is exactly what this congress is doing! The President's budget is much more in line with the CBO than Congress.

The Congressional Budget Office projects that the national debt under President Obama’s policies will rise to $21.665 trillion by 2022, according to its updated budget outlook.
The updated outlook, released Tuesday, found that current Obama administration policies will result in a 50 percent increase in debt held by the public and a 40 percent increase in intra-governmental debt held in the trust funds of entitlement programs.
CBO’s baseline projection represents the estimated debt incurred by current policy over 10 years, reflecting the fact that government spending commitments continue over several years.
Should Obama win a second term in January, he will leave office with a projected $18.4 trillion national debt – an increase of $7.8 trillion in the eight years Obama will have been in office. The national debt stood at $10.6 trillion in January 2009 when Obama took office.

And if you had read the CBO report.... The economy MUST come first! We MUST grow the economy. Remember, "It's the economy, stupid. And since government makes up 30% of the economy... the cuts have to be trimmed and nothing too drastic and same thing with taxes until the economy heals.

The Bush tax cuts should have been paid for before cutting taxes. That accounts for about $3.4 trillion of the debt. During the Bush Administration the budget increased a whooping 104%. And between FY 2002 and FY 2009, discretionary spending rose 96%. (And no, that is not military). And thousands of new federal programs, an increase of 30%. All on a charge card... "obligated" spending.

As to additional fact, when BH Obama took office his party controlled the Congress. It's a fact no deficit reducing budget was passed when he and his party had total control. Hey Reason - One of GW Bush's biggest mistakes was compromising with Democrats in the early 2000's on budget issues. Why in the world would the country want to make that same mistake again? T6: The House alone does NOT have the power to send legislation to the President. (Remember the founders setup two chambers called the House and Senate?) And if the House had bothered to talk to at least the republicans in the senate instead of locking themselves up in the House and pretending that they can legislate like a parliament and pretending the President is a Prime Minister ... than they would know that the Senate republicans will not support another unconstitutional line item veto bill. Therefore, it is all for show for their minions that do not seem to understand the simple basics of the two-chambers and the separations of powers. I double over in alternating pain and laughter at "$3.8 trillion spending plan ... seeks to achieve $4 trillion in deficit reduction over the next decade...." The pain is due to the fact that Obama is going to win re-election. The laughter is due to the reduction of the deficit by $4 Trillion. The combined pain and laughter is due to the reduction of the deficit by $4 Trillion. The savings is going to be out of old folks pockets as per the cuts in Medicare/Medicaid support going forward. If you are over 55 you can kiss yer health goodbye since you are not important and can wait in line for occasional care. I thought Obama believed that health care was a right, not a privilege. Not so since that's where his big savings in the real expenditure budget are [not factoring in money for military reduction that was not going to be spent anyway].

Well, I asked for all you republicans to list all the spending cuts, during that 8 year republican reign, and nothing was listed. (because there were NONE) Remember? "Deficits don't matter", said Chaney.

Also, it was established that the President does NOT have the authority to cut funds that Congress has "obligated". So I asked WHAT spending could he cut? And you republicans could NOT come up with any spending that the President could stop because he has already cut WHAT he is authorized to cut. (We have a "do-nothing" congress)

What good is cutting $4 trillion? I can't believe you asked that... Duh... Paying down the debt means paying less interest which is almost a half a trillion a year.

And you might need to know that spending is NOT the only thing that increases the deficit/debt. A decrease in revenues will do the same thing but there is one more BIG factor in all these numbers.....

I want to see a plan that cuts the national debt by 4 trillion in ten years. The budget could be easily balanced in three years and it seems like most people find it acceptable for plans to only slow the increase in deficit spending IN TEN YEARS. But both parties want their cuts. their cuts of the pie. The debt and deficit spending haven't been the top agenda since Andrew Jackson. And guess what? For one year there was no debt or deficit spending. The richest country ever and we've been debt free for one year in our history.

I think the bipartisan answer to debt and deficit is the Clinton model: a middle of the road truly smart economic approach that netted the Clinton Admin a surplus, not a deficit at the end of Clinton's term. Clinton did preside over economic expansion and the dot com boom and was able to raise taxes throught the roof without dissonance. We need pro growth policies that will enable the next boom so that DC can raise taxes. Absent growth, raising taxes spells disaster. Invoking rich old men and their secretaries like Obama does with that tired refrain about Warren Buffett (pays 15% because all he does is trades stocks - does not work for a living) and his $500,000 a year secretary are getting old and tired.
If you don't like the boom-bust cycle then vote for Ron Paul is real structural change who will diffuse the Fed.

Reason, I guess you have read unemployment is back up to 9%, gas prices are slated to be higher this summer. If the economy is improving WHY does Pres. ZERO want to pump MORE BILLIONS into the economy. The billions from the FIRST STIMULUS was supposed to go for infrastructure. Roads, schools. The economy was starting to get bad under Bush but Zero made it much, much worse.
Guess you haven't heard people are planning for "staycations" this year. They're having a hard time just paying for gas to get to work, food for their kids, and keeping the heat on and paying for healthcare.
Speaking of vacations. I read where Mooochie took another vacation in Aspen, Co after just returning from a 17 day vacation in Hawaii. Oh yes, these parasites are sooooo concerned with the unemployed. They care nothing about the common man or how they spend money we don't have. Before you start your drivel about Bush and Reagan, THEY went HOME for vacations. The entourage the Obamas travel with costs millions. HOW MANY times have The OBAMAS been home to Chicago?
