Cotton is facing fellow Republicans Beth Anne Rankin and John Cowart in a race to be the nominee to run for the seat being vacated by outgoing Democratic U.S. Rep. Mike Ross. Three Democrats are vying for the nomination in that party's primary.

Cotton said he hopes to win, but wouldn't be disappointed in a runoff.

"We started at 3 percent in the polls, so anything even close to a runoff would be great," Cotton said about an hour before the polls were to close. "An outright victory would be even better, but we'll have to see."

In Arkansas, a runoff between the top two finishers occurs if no candidate receives a majority of all votes cast in the first election. It will be held June 12.

Cotton said he spent the final day before the primary meeting voters at different polling locations. He said he believed his message resonated with voters.

"They're ready to tackle deficit spending, they're ready to reform our tax code and they're ready to repeal Obama-care," Cotton said.
