— Police use Taser twice on NLR man

North Little Rock police officers twice deployed a Taser on a man before taking him into custody and finding drug paraphernalia in his Spider-Man lunch box, police said.

About 11:45 a.m. Tuesday, officers conducted a traffic stop on a white Buick Roadmaster being driven by Daniel Hines, 27, of 1408 W. Short 17th St. for playing loud music. After identifying Hines, officers told him he had a suspended driver’s license and that his vehicle would be impounded, an arrest report states.

When officers asked if he had anything in the car, Hines “replied he had 1 [ounce] of marijuana,” the report states.

Hines then began resisting officers, who deployed their Tasers twice on him before eventually getting him under control, the report states.

Inside the car, officers found a Smith and Wesson .40-caliber handgun in the driver’s seat and “also located a set of digital scales and plastic Baggies inside a Spider-Man lunch box,” which was on the passenger-side floorboard, the report states.

Hines was charged with possession of a handgun by a felon, possession of marijuana with intent, simultaneous possession of drugs and firearms, resisting arrest and possession of drug paraphernalia.

He was being held Tuesday night at the Pulaski County jail without bail.

Driver loses police after drugs tossed

A bag containing codeine and more than a pound of marijuana was tossed from a vehicle during a police pursuit Tuesday afternoon before the driver was able to evade officers, North Little Rock police said.

About 3:33 p.m., officers attempted to stop a silver Mazda traveling west on Interstate 40. The driver fled from officers, traveling south on Interstate 30, police spokesman Sgt. Brian Dedrick said.

As the vehicle crossed the Arkansas River on the interstate, the driver tossed a bag out the window and into the water. The North Little Rock Fire Department was contacted and the bag was retrieved after a brief search, Dedrick said.

Inside the bag, police found more than a pound of marijuana and an unknown amount of codeine, Dedrick said.

The driver of the Mazda was able to evade officers in the area of 65th Street and Interstate 30. No arrest had been made Tuesday evening, Dedrick said.

NLR man charged in 3-hour standoff

A standoff lasting more than three hours late Monday night led to the arrest of a North Little Rock man, police said.

About 8:38 p.m., police received a call from Melissa Witcher, 21, of 2204 Ozark Drive, who had left the house and wanted to report a domestic disturbance. She told police her husband, Allen Witcher, 34, had made threats to his family, police spokesman Sgt. Brian Dedrick said.

Allen Witcher was the only one in the home andas officers approached, they saw him in the window with a shotgun. Dedrick said officers believed there were more weapons in the house and that Witcher may have been drinking.

Police negotiators were called in and Witcher eventually came out of the house about midnight. He was arrested and charged with aggravated assault on a family or household member, Dedrick said.

He was released Tuesday from the Pulaski County jail after appearing in North Little Rock District Court, jail officials said.

Police say 1 shot, 1 beaten at party

A man was shot and another was beaten during a party in Little Rock early Tuesday morning, police say.

After midnight, police responded to a call at 11 Yorkton Drive. Officers met with Leodis Hall, 37, of Little Rock, who said he was struck several times in the head by an unknown suspect, a report states.

Hall was driving a 1999 Ford Explorer during the attack and the rear window and back passenger window of the vehicle were broken out. Hall was not able to tell officers who attacked him or exactly where the attack took place.

A report states his injuries were nonlife-threatening.

At 12:35 a.m., two shots were heard coming from the area of Merrivale Drive. Soon after, a 1999 Mercury Cougar heading west on Yorkton Drive stopped where officers were investigating the incident involving Hall. Demetrius Barton, 40, of Little Rock said “J.R. shot me,” before exiting the driver’s doorand collapsing onto the road, a report states.

Barton could not provide officers with a location of where the shooting occurred.

An ambulance already at the scene took Barton to Baptist Health Medical Center-Little Rock with life-threatening injuries, according to a report.

Little Rock police spokesman Lt. Terry Hastings said there was a party at the address where officers responded to the victims. Hastings said he did not know if Hall or Barton knew each other or if the same person was responsible for the injuries to both men.

A teen pepper-sprayed two people, including a Little Rock police officer, during a disturbance call Monday, police reported.

About 9 p.m., officers responded to 9117 Tedburn Drive for a disturbance with a weapon. Marneshia Franklin, 14, who lives at that address, ran out in the street and began to yell, according to a police report.

After an officer warned her to go back inside, Franklin pepper-sprayed officer Nathan Plummer, 24, and Martika Williams, 19, of Little Rock, in the face. Another officer forced Franklin to the ground and was able to get the pepper-spray container out of her hand, the report said.

After Franklin was handcuffed and taken to the patrol car, another officer spoke with Williams, who said she had been involved in a disturbance earlier in the day with Franklin’s sister at another location.

Franklin was charged with second-degree battery, the report states.
