— The victim of a Wednesday evening shooting has been identified.

According to a release from the North Little Rock Police Department, Andre Deshawn Bell, 20, of 1511 E. 2nd St., was gunned down at the Silver City Courts, 701 W. 18th St., around 6:15 p.m.

The shooting was the city's ninth homicide this year.

Authorities have also arrested a suspect in the shooting death of a man at a North Little Rock apartment complex Wednesday evening, police records show.

Antwan L. Kemp, 22, made an initial video appearance Thursday in North Little Rock District Court on charges of first-degree murder and possession of a firearm by a felon. An attorney entered innocent pleas on both counts.

According to a North Little Rock Police Department report, Kemp admitted shooting the victim multiple times with a pistol after a verbal altercation at Silver City Courts.

Police say a witness provided the same account of the shooting.

During the brief hearing before Judge Jim Hamilton, a public defender representing Kemp said his family intends to attempt to hire a private attorney to work on the case. Hamilton then ordered Kemp held without bail until the private attorney can argue on the case.

Kemp, clad in a blue jail uniform, spoke only briefly during the hearing, acknowledging he understood what was happening and telling the judge he had no questions.
