According to police reports, Victor Rosas, 26, was taken to UAMS Medical Center shortly after the 8:42 p.m. shooting. He died there, marking the 43rd homicide in Little Rock this year.

Rosas was at 11 Terrace Place on Saturday with his 9-year-old and 5-year-old daughters, visiting Nicole Floyd and Dennis Calderon, Floyd said.

Floyd, 22, said the group had stepped outside, because Calderon, her husband, was going to take Rosas and his children home. She said a man walked up to the group and pulled out a gun. Floyd said she was holding her 9-month-old child in her arms, and Calderon tried shoving her out of the way.

“It was nine o’clock at night. Everyone was still outside, doing their thing, and this man comes out pointing a gun at everyone. I was shocked. I freaked,” Floyd said.

Floyd said the unidentified gunman seemed on edge, repeating his commands for people to “pull everything out [of their pockets].” Rosas was in the process of emptying his pockets when the gunman shot him, she said.

Floyd said the shooting was unprovoked.

“[Rosas’] first instinct was to empty his pockets, he has two kids, but before he finished ... nobody moved towards [the gunman] or anything,” Floyd said. “That’s what p+++++ me off the worst. Someone’s got to be cold hearted to do that.”

The gunman, described in police reports as a 5-foot-5-inch black man wearing a black coat, red shirt and black shorts, ran northbound after he shot Rosas and took his wallet.

Floyd said the robber appeared to be in his mid- to late 20s.

Rosas’ children are staying with a family friend, Floyd said, and the victim’s oldest daughter has been nonresponsive to friends and family.

The shooting remained under investigation Sunday night, and according to police, there was another black man involved in the crime. No further descriptions were available.

Two days before Rosas’ shooting, a Star City man, Charles Hall, was found shot in a running car in the middle of Fair Park Boulevard just south of 11th Street. Hall died at the hospital.

At this point last year, Little Rock police had reported 27 homicide investigations and finished the year with a total of 37.
