100 YEARS AGO Dec. 5, 1913

That in the future, all vehicles, when driven at night, must carry lights in accordance with the city ordinance, was an order issued by Chief of Police Fred M. Cogswell yesterday. Chief Cogswell has instructed his officers to arrest all persons found violating this ordinance. The action has been taken because of numerous complaints which have been received at headquarters, from automobilists, who declare that many vehicles do not carry lights, and thus increase the liability of collisions.

50 YEARS AGO Dec. 5, 1963

A group of Texarkana citizens got a chance - one by one - recently to prove the old saw that one should not stick his nose where it does not belong. The chances came when a group of students parked an innocent looking tarpaulin-covered trailer in front of a restaurant. Those who couldn’t resist peeking beneath the tarpaulin found themselves face to face with a live cougar (in a cage). The students say they’ve had no trouble with people stealing their school mascot.

25 YEARS AGO Dec. 5, 1988

With a lot of dedicated friends and very little money, one man has turned 15 years of dreaming into a school in the woods for at risk youth. What used to be a free summer camp for underprivileged children is that and more this year. Sanford Tollette, camp director, has given the Joseph Pfeifer Camp, nestled in the woods past west Little Rock, to the children year round. Though the program is only a week old, and the “jury’s still out,” he said he hoped it would take off and blossom into a statewide attempt to improve the behavior and academic achievement of at-risk youth by increasing their self-esteem.

Gov. Mike Huckabee appointed Betty Dickey of Little Rock on Thursday to be chief justice of Arkansas, the highest judicial position the state has, effective Jan. 1. She’ll be the first woman to hold that position in Arkansas. A former prosecutor, Dickey, mother of four, is chief legal counsel for the governor. Huckabee, a Baptist minister, also was her pastor when he led a church in Pine Bluff before he got into politics. Dickey said she felt “shocked and awe” when Huckabee called her about the chief justice job. She said she hopes to carry “justice, mercy, humility and faithfulness” to the office.
