Beebe says Darr's signing of guns bill 'inappropriate'

— Arkansas Gov. Mike Beebe is criticizing Lt. Gov. Mark Darr for making secret the list of Arkansas residents allowed to carry concealed weapons, saying the Republican “embarrassed himself” by signing the legislation while the governor was out of state.

The Democratic governor Tuesday called Darr’s decision to sign the measure “totally inappropriate.” The bill exempts the concealed carry list from the Freedom of Information Act.

Beebe had opposed the measure, but had planned to let it go into law without his signature.

Darr said last week he believed the measure deserved a signature and should be enacted without delay. He signed the measure Friday while Beebe was in Washington for the National Governors Association’s winter meeting.

Beebe said he’ll “much more careful” about leaving the state after Darr’s decision.

What is "inappropriate" about it? Lt. Gov. Darr was left quite lawfully in charge. He merely affixed his signature to a bill that the Governor admits he was going passively to allow to pass. The opportunity was left wide open for a real man to step up and act on his legally ordained convictions and those of his constituents. Lt. Gov. Darr did just that!

I support the bill, but the fact is it was not an emergency bill and could have sat until Beebe returned. Had it been a critical emergency bill I wouldn't object to his signing it.

Darr put his name on a document. It was going to become law with or without it, big freaking deal.

Beebe is nothing but a chicken s**t when it comes to the US Constitution, just like the White House he supports. LtGov Darr did the correct thing by signing bill 145 into law. At least he had the fortitude to put his signature on the bill, not like Beebe was going to do by letting it sit on his desk to become law. WAY TO GO, DARR!!!!!

Lt. Governor Darr not only embarrassed himself and the governor, but he embarrassed the entire state of Arkansas when he signed the bill on Friday making personal information of those who have concealed carry permits no longer subject to Freedom of Information Act requests. No matter how you stand on this issue, it’s dirty politics and puts Mark Darr high on my list of the untrustworthy.
Additionally, Arkansans should think about the implications of this bill. Since the Shady Hook massacre, there has been a lot of discussion about how to stop these senseless killings. Assault weapon arguments notwithstanding, let’s say you have a nutty, paranoid, creepy neighbor. Your kids play in the front yard and occasionally their football goes into his back yard. He’s made ugly remarks to them and even to you. Wouldn’t you want to know if he’s got a concealed carry permit? With all this talk about tightening up the sale of guns to people who have paranoia and delusions, just how can you know if people with a propensity for assaultive or violent behavior is carrying? What if you’re a victim of domestic violence? Would it not be useful information to know if your estranged spouse gets a concealed carry permit the day after the divorce?
This is a bill that only serves to make it easier for people to fall through the cracks. If you’re carrying for protection, wouldn’t it make your swagger a bit stronger if people know you’re packin’?

Beebe knew this could happen. He is, after all, a lawyer and alleged expert on the constitution. He had the option to veto the bill and chose not to do so, then with the outcome of this bill up in the air, he chose to leave the state. This is completely unlike somebody coming in and granting pardons with no advance notice while the governor is out of town. Beebe knew the bill was on the governor's desk. If he forgot that the Lt. Governor has this authority, then shame on him. I personally think this is a way for Mike Beebe to try to play to all sides when he runs for senate. He didn't veto this bill and was going to allow it to become law, which appeals to the conservatives. He didn't sign this bill and the opportunity to veto it was taken away by Mark Darr, which appeals to liberals. I think he knew what he was doing all along, and used it on the issue of guns (which is probably more controversial than abortions in Arkansas).

Beebe knew Darr would sign the bill when he left for the conference. And if he didn't, he's an idiot. The bill passed with tremendous bi-partisan support and deserved to be signed into law. Beebe's a chickenspit for even thinking about not signing it and allowing it to become law in that manner.

Lobotomygal......in response to your statement. It is no body's business who has a CCP except for those that need to know. The public does not. To answer your questions, Assume everyone is packing!! I've been in states where open carry is allowed and I have not seen any. I will say that it would be more comfortable to carry and less to worry about. I would like to think that those with a CCP would be responsible citizens and not flaunt there weapon if open carry were allowed.

Lobotomygal-do you actually believe knowing someone has a CCP will help you? Do you need a CCP for a 12 gauge, and don't many victims of domestic violence actually have restraining orders? How many RO's are violated every year and people (mainly women) killed with an illegal gun?

The richest part of the argument is all of the people wanting to see these lists are the first ones crawling to the ACLU for having their rights violated for every little thing. That is nothing but the truth popping a cap in your lame brain

lobotomygal, you have no idea what a conceal carry permit is or the laws surrounding them do you? A conceal carry permit carries not one iota of weight in a person's home, the laws are totally separate. Secondly, since when would it matter if a person was a conceal carry holder or not, if he or she was going to commit a felony crime as you suggest, do you think they give one thought to a class D misdemeanor possession of a weapon charge. Get your head out of the sand and just admit that you are another uninformed liberal that loves to see yourself in print and obviously has never had a confrontation with an attacker with a gun to give you that life-changing experience that it took for many other of my liberal friends had to face before a dose of reality set in on them. No one ever even thought of publishing such a list until some New Yorker got the idea and it was out of spite that he did it. It amazes me that everyone wants to know who the law abiding citizens are that are carrying a gun but no one has ever spent the effort to prosecute the 44,000 some odd people who tried to obtain a firearm while being a convicted felon. What about publishing the list of convicted sex offenders in the newspaper. Wow no one has done that yet. Don't you think that they are much more a threat to society than a person who has gone both an FBI and ASP background check and even their local sheriff and police chief has approved of their being issued a permit to carry a handgun. Geeze!!!!!!!

Beebe said he would let the legislation become law without his signature. With Beebe going to DC, he might have changed his mind. Darr just closed the open door on the legislation and signed it into law. As Lt. Governor, he is entitled to act as governor in Beebe's absence. Beebe's crybaby remarks are not appropriate.

Letting the bill become law without signing it is a way for the governor to allow something into law that the majority ledge has voted for, while not stamping it with his "approval", which is certainly the case with this. This tool has alway been used by governors everywhere. Not a problem for me.
