Obama unveils $500 million gun-violence package

Obama taking 23 actions aimed at gun violence

President Barack Obama says Wednesday, Jan. 16, 2013, that he is taking 23 executive actions aimed at curbing gun violence that don't require congressional action, including measures to encourage schools to hire police officers and improve efforts to prosecute gun crime. (By The Associated Press)

— President Barack Obama is announcing a $500 million package of executive actions and legislative proposals aimed at reducing gun violence a month after a mass shooting in Connecticut killed 20 elementary school children.

The package includes a call on Congress to ban military-style assault weapons and high-capacity magazines, and it would shore up the gun sale background-check system.

Obama also is signing 23 executive actions, which require no congressional approval, including several aimed at improving access to data for background checks. A presidential memorandum will instruct the Centers for Disease Control to research causes and prevention of gun violence.

Obama is asking Congress to expand background checks on gun buyers to include private sales and is using his executive authority to increase the information available in data banks in the background check system. The White House says nearly 40 percent of gun sales are conducted by private individuals now exempt from checking the backgrounds of buyers.

He also ordered a review of standards for gun locks and a tracing of guns recovered in criminal investigations.

Obama is also ordering federal agencies to make “relevant data” available to the federal background check system and to remove barriers that might prevent states from providing information, particularly mental-health data, for background checks.

But the president, speaking at the White House, acknowledged the most effective actions must be taken by lawmakers.

“To make a real and lasting difference, Congress must act,” Obama said. “And Congress must act soon.”

Obama was flanked by children who wrote him letters about gun violence in the weeks after the Newtown, Conn., shooting. Families of the 20 children killed in the massacre, as well as survivors, were also in the audience along with law enforcement officers and members of Congress.

“This is our first task as a society, keeping our children safe,” Obama said. “This is how we will be judged.”

The president based his proposals on recommendations from an administrationwide task force led by Vice President Joe Biden.

Below are the administration's proposals for curbing gun violence.

NEEDS CONGRESSIONAL ACTION:

  • Requiring background checks on all gun sales. The Brady Campaign to Prevent Gun Violence says 40 percent of gun sales are conducted with no criminal background check, such as at gun shows and by private sellers over the Internet or through classified ads. Obama said there should be exceptions for cases like certain transfers among family members and temporary transfers for hunting purposes.
  • Reinstating the assault weapons ban. A 10-year ban on high-grade, military-style weapons expired in 2004. Senate Majority Leader Harry Reid, D-Nev., says such a ban might clear the Senate but doubts it could get through the House.
  • Renewing a 10-round limit on the size of ammunition magazines.
  • Prohibiting the possession, transfer, manufacture and import of dangerous armor-piercing bullets.
  • Senate confirmation of a director for the Bureau of Alcohol, Tobacco, Firearms and Explosives. The agency has been run by an acting director, Todd Jones, whom Obama will nominate to become director.
  • New gun trafficking laws penalizing people who help criminals get guns.

EXECUTIVE ORDER:

  • Address legal barriers in health laws that bar some states from making available information about people who are prohibited from having guns.
  • Improve incentives for states to share information with the background check system.
  • Make sure that federal agencies share relevant information with the background check system.
  • Direct the attorney general to work with other agencies to review existing laws to make sure they can identify individuals who shouldn’t have access to guns.
  • Direct the Centers for Disease Control and Prevention and other research agencies to conduct research into the causes and prevention of gun violence.
  • Clarify that no federal law prohibits doctors or other health-care providers from contacting authorities when patients threaten to use violence.
  • Give local communities the opportunity to hire up to 1,000 school resource officers and counselors.
  • Require federal law enforcement to trace all recovered guns.
  • Propose regulations that will enable law enforcement to run complete background checks before returning firearms that have been seized.
  • Direct the Justice Department to analyze information on lost and stolen guns and make that information available to law enforcement.
  • Provide training for state and local law enforcement, first responders and school officials on how to handle active-shooter situations.
  • Make sure every school has a comprehensive emergency management plan.
  • Help ensure that young people get needed mental health treatment.
  • Ensure that health-insurance plans cover mental-health benefits.
  • Encourage development of new technology to make it easier for gun owners to safely use and store their guns.
  • Have the Consumer Product Safety Commission assess the need for new safety standards for gun locks and gun safes.
  • Launch a national campaign about responsible gun ownership.

These laws will do nothing, they are just a political move by this administration to appease an interest group and make headlines in the press. Have you ever heard of the black market, drugs are illegal, yet they are easily trafficked in from Mexico.

The practice of "gun walking," or letting guns be bought illegally in Arizona with the idea of tracing them back to drug cartel kingpins in Mexico, was first tried in 2006 by the Bureau of Alcohol, Tobacco, Firearms and Explosives. The investigation was called Operation Wide Receiver.

ATF agents decided in the fall of 2009 to start up the gun-walking practice again. This program was called Operation Fast and Furious. A year later, one of the guns was found at the scene of a shootout that left a Border Patrol agent dead, leading to a congressional investigation.

If someone were shooting at me, I’d much prefer that they did NOT have an automatic or semi-automatic weapon with a high capacity clip. The Sandyhook shooter’s mommy was the gun owner (legally); so it’s actually gun-nut-mommy’s fault her disturbed son was able to access those weapons. If she were still alive, would she/should she have been held legally accountable? No law would have prevented those shootings. But does that mean lawmakers should not even try to make it harder for criminals & crazies to get their hands on a weapon (legally or illegally)? And how many “legitimate” gun sellers really care whether or not a buyer is sane, or law abiding? Too many gun sellers only care about making money, not about the legal or moral qualifications & intentions of their buyers. And that is everybody’s problem because you never know when YOU will end up being a target (accidentally or on purpose). And carrying a gun around yourself won’t prevent it. $500 million is chump change when looking at the entire federal spending picture.

A country who is drowning in red ink that is quite likely to be more devastating than any assualt weapon we, or anyone else, has, or ever had just don't ring up as making any sense! The US government is a gigantic ponsi scheme, that anyone else would be put in jail for.

So he wants to track everything I do with my guns, like he wants to track your car mileage, wants an "assualt" weapons ban so only the government has "sophisticated" high tech weapons, wants to ban "dangerous armor piercing bullets" when only police and government are allowed to buy bullet resistant and bullet proof vests, put a 10 round limit on magazines except for the government and police, and in a truely hilarious turn create gun trafficking laws penalizing people who help criminals get guns. I wonder if that will be retroactive to Holder and "Fast and Furious"? Then he signs a bunch of executive orders that largely do nothing but spend more of our money ineffectual expansions of government power and influence expecting productive taxpayers to foot the bill. He makes this announcement surrounded by children in a photo op that reminds one of the tactics of Hitller and Saddam Hussein saying our number one priority is to protect our children. The truth in this "bait and switch" is that Obama's number one priority is to disarm and subjugate the American people he hasn't been able to control with bribes at the government trough. This guy wants American Patriots to take him seriously? What a remarkably transparent silly, insignificant, foolish dolt.

What has changed in the republican party, I'll tell you, a black man was elected president, the tea party's rise in the party and the growth of the gun nuts that think they need their Bushmaster to fight US troops when they come to take their guns. By the way the Florida "Tea Party" is changing it's name because of the negative views the current name bestows on them, but a leopard does not change its spots, they still espouse the same policies. Show up a political rallies with a Bushmaster slung over their sholder and Glock on their hip wearing a "Don't Tread on Me" tee shirt. And they wonder why young children write letters to the President in support of gun control. On other threads hereof and in numerous instances I've voiced support for common sense gun laws that more than likely infringe on the 2nd Amendment but are nevertheless reasonable. I support gun buy-back programs; I support dealer background checks; I support prohibitions against minors, felons convicted due to gun violence, the mentally insane possessing a firearm, and other measures. What I do not support are laws that have ZERO effect and only proposed for political folly. Is that really so difficult to understand? Guess so, if you're a liberal idiot.

Hey jbmcrr - Good question on funding the NRA safe schools proposal. The funding could come from a federal excise tax already being collected on the sale of guns and ammo now diverted to the states for wildlife management and to build shooting ranges.

Are you liberal anti-gun nuts not fundamentally ashamed that BH is using kids as pawns in his war on law-abiding citizens? This is the most shameless act I've ever witnessed from a POTUS since Bill Clinton lied about his hummer from "that woman, Lewinsky". Do liberals have no shame? You disgust me BH Obama. So, BillSmith dug up the fact that Jimmy Carter (who feared killer rabbits as much as he feared "assault rifles"), Gerald Ford (who was never elected President OR Vice President), and Ronald Reagan (who by 1994 was coincidentally already diagnosed as having Alzheimer's) supported the ban of "combat-style assault weapons." Wow. Let's examine this further.

Ask yourself two questions:
1) What part of "combat-style assault weapons" includes the civilian versions that don't work the same way as the military models? (i.e. one trigger pull = one bullet for the civilian style versus one trigger pull = as many bullets as the gun holds for the military combat-style weapons)

I do not support back ground checks by private sellers. This is only a back door to a National data base for gun owners. Germany comes to mind.

Without universal background checks improved mental health services and reporting will have no effect on unstable people being armed. Not to mention felons who easily get armed because of the gaps in background checks. If you want your assault type weapons at all, you better be for universal background checks.

I think I just figured out that Billy and inquire are one of the same! Billy says some stupid crap and then as inquire he post how great his other post was or post something about being the smartest man posting. Notice how inquire seems to just pop up bragging on Billy just after his post? They are the same nuts! Or maybe hubby and wife!!!

You gun nuts continue to prove just exactly how crazy you are and that you should never have access to weapons. I don't believe the ADG would permit more than one account generated from the same IP address.
I have never seen any liberal poster act so crazy as to suggest that any of the right wingers are married or using two accounts for one person. This is what right wingers do when they get frustrated that their kind are now in the minority.
My husband is actually less liberal than I on some issues, but he deplores the unfounded hatred of President Obama, the barely concealed racism, the way conservatives lie to try to get their way, the way they try to hide behind God while doing the opposite of what the Bible says,and the gun culture. He also refuses to waste any time interacting with crazy conservatives on the web, so he has never been on here.

I was a Republican at the time, but less than one week after the buyback, I chose to switch parties. I believe there is a centrist element among the rank and file in the GOP, but the leadership is led by the far right and openly beholden to the NRA and the gun lobby. It is that rigid ideology that is driving the party into irrelevancy. The overreaction to the gun buyback made it clear that, in Tucson at least, the Republican Party is out of touch with the values of the community.
