LITTLE ROCK — An Arkansas House panel has advanced a proposal to allow gun owners to use their cell phones to display their concealed carry permit.
The House State Agencies Committee on Friday approved a bill that allows concealed carry permit-holders to store and display their gun licenses on a portable electronic device. Arkansas law requires residents carrying a concealed weapon to also carry their concealed carry permit.
The committee advanced a separate measure that would allow hunters to display their education certificates electronically as well.
Using an electronic version of either document wouldn't automatically give law enforcement permission to search the electronic device without probable cause.
The proposals, both sponsored by Representative Micah Neal of Springdale, now head to the House.

It's VERY simple to keep your State issued drivers license right next to your CCL and you wont have any issues. I know they changed the law stating we MUST supply the card every time the police ask for ID wether currently carrying or not BUT they also have the information on file when our info is pulled when tey call us in. They KNOW I'm a CCL after running my car tags and even before walking up to my vehicle.

Unless the law has changed very recently, police officers do not receive the CCL info until they check a person's driver's license or check a person by name, sex, and date of birth. The info has never been tied to a license plate. The original law, which has not changed has always stated that it not necessary to provide the info to a police officer unless you are carrying the weapon at the time of the stop (or in possession of it in the passenger compartment of your vehicle). However, it is a very wise (and courteous) move to inform the officer making the stop you are a CCL holder at time of stop, whether carrying or not. Well-informed folks do this with their hands on the steering wheel, and the interior lights on at night. Because most license holders carry the weapons in their glove box or console, and the first thing an officer will ask you is 'license, registration, and insurance, please', DO NOT reach over a pistol in one of those places to retrieve the paperwork, as this will excite the officer unnecessarily and will usually result in you having a large-caliber pistol screwed into your left ear. . .
