House approves pawn-shop data legislation

LITTLE ROCK Arkansas House lawmakers have passed a measure to require pawn shops to electronically upload their records to law enforcement in order to assist in criminal investigations.
By an 82-2 vote on Friday, the House passed a bill mandating that pawn shops and pawnbrokers upload certain records daily to a secure centralized tracking system designated by police. Cities or counties are currently allowed to impose such a requirement on pawn shops in their jurisdiction — but the bill would require all pawn shops to upload the information.
Pawn shops are already required to collect certain biographical information about a person selling or buying property.
Democratic Rep. Homer Lenderman of Brookland is sponsoring the bill.

If I buy stolen goods then I'm likely to be charged for having stolen property. Why do pawn shops get a pass?

I agree with Lib on this one for sure. I'm not saying they KNOW it's stolen but this is a good way to make sure and help the cops actually track some items.

this will have little impact on shady pawn shop owners. there will be no funds to enforce this and most of these guys have been operating outside the law long enough already that it won't take much to get around this one. the leading source of income in arkansas is theft and nothing will change it.

Studies have shown that less than .01% of items pawned are deemed stolen.Pawnshop owners have a huge overhead and cost of business to overcome just as any other business.And pay there share of taxes.Crooks dont make those kind of investments to deal in stolen merchandise so you wont see many shady pawn shop owners if any (bclem).Pawn shops have always been required to record and share transactions with local police so there never has been a free pass(Libertarian)Crooks know the best place to get caught is at a pawnshop.Not to say there are not a few dumb crooks because there are and they get caught and in most cases the pawnshop owner loses the money paid for the merchandise.This law simply expedites the record keeping and hopfully deters crooks from selling at pawn shops.
