House rejects proposed spending cap

The Arkansas House has rejected a centerpiece of the Republican platform that called for limiting increases in government spending.

Members of the House on Tuesday voted 49-47 to defeat the proposal from Hot Springs Republican Rep. Bruce Westerman that would have linked the average expenditure limit to the average growth of personal income in the state. One member of the House voted present.

The proposal would have limited the growth of state government based on a formula tied to a 5-year average of the state's personal disposable income.

Gov. Mike Beebe has opposed the bill, saying it would "wreak havoc" on the state's budget.
