Gov. Beebe plans 1 commutation, 7 pardons

Gov. Mike Beebe says he plans to commute the sentence of one convict and grant pardons to seven others.

Beebe announced Wednesday plans to commute the life sentence of Gary Owens to just more than 76 years. Owens was convicted in 1994 of manufacturing and possessing methamphetamine with intent to deliver. He was sentenced as a habitual offender.

Beebe said he plans to pardon Leah Evans of Bismark; Keith Flynn of Barling; Cleotus Hughes of Nashville; Victoria Jefferson of Little Rock; Darrell Kading of Russell; Nicholas McGhee of Bryant; and David Powell of Edgemont.

Hughes, McGhee and Powell were convicted on drug charges; Evans and Jefferson of theft; Flynn of harassment and Kading on a weapons charge.

The public has 30 days to comment before the commutation and pardons are final.
