ATV rider killed in collision

A 67-year-old Warren man was killed Wednesday after the ATV he was riding on was struck by another vehicle.
It happened shortly before 6 p.m. in Warren as Rodney J. Parnell rode a 2008 Kawasaki ATV, according to an Arkansas State Police report.
Authorities say Parnell was southbound on Arkansas 278 West when he attempted to cross the westbound lanes of Arkansas 278. The ATV was then struck by an oncoming vehicle.
Parnell died from unspecified injuries. The driver of the other vehicle was not injured.
Parnell was the 69th person to die in a traffic accident on Arkansas roads so far this year, according to preliminary figures.

Um, he was "southbound" when he attempted to cross the "westbound" lanes? That would be one peculiar highway. Nonetheless, keep your stupid ATVs away from roadways.

"Parnell died from unspecified injuries" I'm pretty sure that would be multiple organ traumas. It's a shame the people in this country can't use ATV's on the highways without problems like they do in almost all of the other countries. Theyare street legal all over europe and cause no more issues than the regular cars and trucks. My thoguhts and prayers are with the family of both the man killed and the driver.

I don't know where you live Wassup, but here in farming country ATV's are almost as essential as pickups, just another tool. And yes, sometimes it requires driving one on the roadway, especially the county roads and less travelled state highways. So I fail to see anything "stupid" about them, no more than the airplane pictured with your comment. Sounds like the guy made a fatal mistake and turned out in front of oncoming traffic, probably would have been the same result in most any other vehicle at highway speeds.

I've been told that ATV's are only legal on highways when a farmer is using one to get around the farm and part of the farm is on the other side of the highway. They aren't legal for normal highway transportation. It's the same farm exemption as for tractors on the highway.

Inquire: Don't believe what you been "told". It is basically wrong. Read the law before you post something that shows your lack of knowledge on subjects.

Firefighter, what law are you reading? Ark. Code Ann. 27-21-106(a) specifically says that it is unlawful to operate ATVs on "public streets and the highways of this state." As Inquire noted there is an exception to get from one field to another or make a "direct crossing" to get from one area to another, as long as a person makes a complete stop, yields to oncoming trafic, etc. 27-21-106(a)(2)(A). There's another exception for a "serious walking handicap" as defined by the statute.
So how was Inquire "basically wrong?"

Firefighter, the person who told me was a local policeman when we asked about the legality of the young punks who are practically breaking the sound barrier around the rural neighborhood with these machines. If I weren't going to believe what he told me, I wouldn't have asked him in the first place.

Inquire: As a trafic safety instructor, I consistently find that the local cops aren't always the most reliable source of information on the fine points of traffic law...

I didn't mean to start a debate on the legality or lack thereof. I simply know what takes place, whether on the farm, ranch, or in timber country; and whether legal or not, these machines are tools just like tractors, etc. Wassup indicated ATV's were "stupid"; I merely wanted correct the impression they are not always only for recreation, but are used for quite constructive purposes as well. In my book, that makes them anything but "stupid". That some people may choose to operate them in a "stupid" manner, that I will agree with.

ATV's on highways = VERY dangerous. To complicate things, just before 6PM - dusk -- turned across traffic. Was there a hill where he couldn't see oncoming traffic? Lots of unanswered questions.

I'll say it again... inquire is right about the use of ATV's not being legal on highways except when a farmer is checking their fields and the highway intersects their property.

By stupid I mostly refer to the operators that I witness running up and down alongside or on several rural highways at 40 or 50 mph, hopping over gravel driveways where they cross a ditch.
By stupid I also refer to the use of these glorified, camoflaged, high powered golf carts that are purchased and written off for farming, but mostly used for hunting. Another tax loophole. You probably use untaxed farm fuel to operate too, I will wager.
I guess the farmer and his pickup truck just ain't what it used to be.

wassup you need to stick to your day job, cause you suck at this one. farm fuel is diesal, and the 4 wheelers i know of, and golf carts, are 99% gas powered. not to say that there aren't any diesal 4 wheelers, but the overwhelming majority of them are gas powered. some golf carts are also electric, just to help you there. according to local authorities, if you are using your 4 wheeler to get to, or from, a trail, farm or whatever, that allows legal 4 wheeler activity, you may ride along side a hwy, or cross a hwy, but never to ride on a hwy, or city street.

Dimebag, some of my farm friends use gasoline dyed red, as best I recall, to operate their gasoline powered "farm" trucks. It is tax exempt. snap.

wassup, i live in a farming community and the only dyed, off road fuel here, is diesal. never seen a dyed, off road, gasoline, and i have spent just under 50 years buying off road diesal for my tractor and farm equipment.
