A bill that would have devoted some future growth in state general revenue to highway maintenance represented a “huge departure” in the way the state handled general revenue, said Richard Weiss, the director of the Arkansas Finance and Administration Department. An article in Friday’s editions about House Bill 1418 incorrectly reported that Weiss was referring to surplus revenue.
