He retired in 2006 followed by many happy days with his wife Paula and time for enjoying his passions, hunting and fishing.

He was a very responsible, hard worker. Joe retired as a senior master sergeant from the United States Air Force after 22 years, and subsequently worked as a management analyst in a civil service position for 19 years. Because of Joe’s strong sense of patriotism, he continued volunteering at Little Rock Air Force Base in the Retiree Activities Office.

In Joe’s own words: “I was born the oldest of eight children to strong Catholic parents with strong traditional values. I accepted the responsibility of being the oldest and worked early in my life to help support the family during the early rough and lean years. All in all, my life has been very good. My wife Paula has been the single most important element in my adult life. Along with her, I believe I have learned a lot about myself, who I really am, and what kind of person I have been, and who I am now. She has helped me be really me, not necessarily what others thought I should be.”

Cherishing his memory are his wife Paula, children David Wheeler, and Michael Wheeler (wife Linda), and four dear grandchildren: Ian, Logan, Emma, and Aidan, all of whom he adored. He was preceded in death by one sister Barbara. He is survived by six loving brothers and sisters: Tom Wheeler (wife Connie), Theresa Blaker (husband Dennis), JanieEwert (husband Rick), Phil Wheeler (wife Marcie), Tim Wheeler (wife Karen), and Rita Wheeler. He is also remembered dearly by nieces, nephews, and many special friends and neighbors.

Joe was a member of Sylvan Hills United Methodist Church, 9921 Sylvan Hills Highway 107, Sherwood, Ark. 72120. We will celebrate his life at a memorial service at the church on Friday April 12, 2013 at 11 a.m. A graveside memorial, with full military honors, will follow at the Arkansas State Veterans Cemetery on Maryland Avenue. In lieu of flowers, memorials may be made to Disabled American Veterans, phone: 859-441-7300, or on-line at www.dav.org or to Sylvan Hills United Methodist Church.

MILWALKEE - Our beloved Franke L. Carr, 63, passed from this earth into eternity on March25, 2013, in Milwaukee, Wis. Franke was born on July 27, 1949, in Pine Bluff, Ark., and was the 12th child of 16 children born to the late Andrew J. Carr II and Ethel Ingraham Carr.

Franke wasa graduate of C.P. Coleman High School in Pine Bluff, Ark., where he was an All State football player and track star. After graduating from high school, he attended the University of Arkansas at Pine Bluff and also served in the United States Army in the Military Police division. He later attended the University of Wisconsin-Milwaukee, where he earned a Bachelor of Arts degree.

Franke was employed with the Milwaukee County Department of Human Services for 28 years before he retired. When he returned to Arkansas, he found great joy and satisfaction in being able to volunteer as a track and football coach at Watson Chapel High School, a school in the same district where he participated in high school athletics. He stressed to the young men the importance of possessing the traits of integrity and character in life.

He made a public confession of his hope in Christ at an early age at St. Peters Rock Baptist Church in Pine Bluff, Ark. He later united with the New Testament Church in Milwaukee, where he was actively involved in the Choir and the Sports ministry as a coach and remained a member until moving to White Hall, Ark., in 2005.

Upon returning to Arkansas, he united with the Pleasant Grove Missionary Baptist Church, where he served as a deacon. He also served as the Area Deacon of the Greeters, Youth Department, and Drama Ministries and was actively involved with the Adult Choir, New Members Orientation, Vocation Bible School, and Kitchen ministries until he was called home.

All who knew Franke knew that he dearly loved the Lord, his family, and others. At our annual family reunions, he always reminded his family members of the importance of salvation and having a relationship with the Lord. He and his wife Freddie enjoyed spending time with their children and grandchildren and made trips to visit them in Milwaukee as often as they could.

In addition to his parents, he was preceded in death by six brothers; Andrew J. Carr III, (Martha), Roland Carr, Willie Carr, Matthew Carr, Lecolia Carr, and Tommy Carr; and one sister, Bessie Carr Chatman.
