CONWAY -- The ordinance prohibiting telephone poles on certain streets in the business section of Conway became effective yesterday, without any move having been made by the Southwestern company toward the removal of its poles. Local Manager George W. Sammons says he has received no advice from headquarters. The ordinance provides a fine of $25 for each day's violation of its provisions.

• Preliminary plans for the construction of a new elementary school to be located at 30th and Pulaski have been approved by the Little Rock School Board. According to Raymond Branton, architect, the building will be a perfect square in shape, 178 feet by 178 feet. The shape was dictated by site conditions and by the desire to cut exterior wall areas to a minimum, Branton said. The 31,724-square-foot building will be air conditioned and will be the first completely windowless school in the city. Natural light will be introduced into the interior corridors by the use of skylights.

WASHINGTON -- Arkansas' per capita state tax rate ranked 42nd nationally during the fiscal year that ended June 30, 1988, but was closely comparable to surrounding states. The Commerce Department said Thursday the per capita state tax in Arkansas was $834. New Hampshire had the lowest per capita state tax at $532. The national tax average for each person was $1,077. The per capita tax was highest in Alaska at $2,439, but Alaska's payments include $818.7 million in severance taxes on oil and gas production that distorts individual income tax payments. State taxes collected in Arkansas totaled $2 billion.

• Pulaski County Quorum Court members traded angry words and parliamentary thrusts Tuesday before killing two ethics measures in committee. The bad blood grew intense enough that Administration Committee chairman Dennis Sobba, who is not seeking reelection, blasted his colleagues for their behavior. "I'm glad I'm getting out of this Quorum Court," he said. "I'm really disappointed at what has gone on tonight." At issue were two Republican-sponsored measures. The first was an ordinance that would have required Quorum Court members to disclose relatives working for the county and banned the wearing of campaign buttons at official events. Second was a resolution prohibiting justices of the peace from "lingering" around the courthouse soliciting business from couples looking to marry.
