Iraqis urged to push out al-Qaida

BAGHDAD — Iraq’s prime minister urged Fallujah residents Monday to expel al-Qaida militants to avoid an allout battle in the besieged city, a sign that the government is paving the way for a military push to rout hard-line Sunni insurgents challenging for territorial control over the western approaches to Baghdad.
