Arkansas’ fledgling program using federal funds to purchase private health insurance for poor Arkansans is at best “on life support” in the Legislature, with the fiscal session starting next month, state Sen. Linda Chesterfield, D-Little Rock, warned her fellow lawmakers Tuesday.
