‘Two-color’ rule of dressing applies to casual affairs also

Q. I know you write mostly about suits, but my bigger issues are combining more casual business dress. If I’m wearing blue jeans and a yellow shirt and want to combine a tie or sweater, I never know if it should be blue, green, blue and yellow or what. What are the rules, and how do they apply for business casual vs. formal?
