January’s icy grip hangs on after snow blusters through

Brisk gusts kept wind chills below zero in eastern Arkansas, and snow fell in central and western areas of the state Tuesday as arctic air lingered. National Weather Service forecasters said it will be even more frigid this morning, although the winds have died down.
