A Little Rock man charged with fatally shooting another man and wounding a teen has been ordered held in lieu of $1 million bond.

Steven Hayes, 27, made an initial appearance in Little Rock District Court on Friday morning, during which Judge Alice Lightle set the high bond, ordered him to wear an ankle monitor if he is released and entered a preliminary innocent plea.

A 33-year-old Little Rock woman accused of helping Hayes evade capture, Siobhan Bailey, also made an initial appearance after her arrest on a charge of hindering apprehension.

According to an arrest report, Bailey allowed Hayes to hide in her apartment in the 2200 block of South Main Street. Prosecutors said at the hearing that she acknowledged knowing Hayes was wanted on a murder charge.

Bailey was arrested at the residence about 5:45 p.m., the same time Hayes was taken into custody on charges of first-degree murder, first-degree battery and possession of a firearm by a certain person.

Hayes was identified as a suspect Sunday in the fatal shooting the night before of 22-year-old Shoncoven Smith in the 3300 block of Elam Street. Hayes is also accused of shooting a 16-year-old multiple times as the teen fled the scene.

Police warned before his arrest that Hayes should be considered "armed and extremely dangerous."

Prosecutors said during the brief video arraignment that three witnesses identified Hayes as the shooter, including one who said he watched Hayes stand over Smith and shoot him in the head.

Hayes told reporters Thursday night as he was being taken to jail that he was innocent.

Lightle also entered a preliminary innocent plea for Bailey and set her bail at $7,500.
