Pulaski County officer arrested after disturbance

Ex-jail supervisor quits job

A former Pulaski County jail supervisor became the second jail staff member -- and third local law enforcement officer -- to be arrested this week after a domestic disturbance near Alexander early Thursday night.

Pulaski County Sgt. Tim Brickell, 33, and Misty Kezior, 27, were arrested at their shared Meadowview Drive home after Shannon Hills police showed up shortly after 5:30 p.m. and found Brickell's three children sitting alone in a vehicle outside, according to police reports.

Officers said they found evidence of drug use, as well as markings on both Brickell and Kezior that showed a fight had broken out in the pair's living room, and they were taken to the Saline County jail.

Kezior and Brickell, who joined the staff of the state's largest jail in 2010, were charged with third-degree domestic battery as well as endangering the welfare of a minor.

Brickell was put on administrative leave, according to sheriff's office officials, but he tendered his resignation Friday, just a day after a colleague, jail deputy Joseph Conner, resigned his county position after his Wednesday arrest in the sexual assault of a female inmate.

On Sunday, a Little Rock patrol sergeant was arrested and charged with domestic battery after county investigators were told that he had gotten into a fistfight with his 16-year-old son.

Brickell's arrest was preceded by a call to his home, where officers found his 2-year-old, 1-year-old and 6-week-old children in a white sport utility vehicle.

The officers were met by Kezior, who "had a thick tongued slurred speech along with a lot of uncontrollable movement with her body" as well as several red marks and scratches on her neck, head and face, reports said.

Officers asked her if she was on anything and she said she'd taken an Adderall but that she was not prescribed to do so.

When pressed about her injuries, Kezior "seemed to be incoherent to her surroundings" and did not cooperate with the officers' inquiries.

The police went inside, reports state, where they found Brickell, who had a large red mark on the left side of his face.

Officers noticed the house smelled like marijuana, and Brickell told them that Kezior and her family often smoked it inside. When asked about the drug, Kezior said everyone there smoked.

According to Brickell, Kezior hit him in the eye after he "intervened" in what seemed to be a fight between Kezior and Brickell's mother.

After getting struck, he took her to the ground to control her, reports said, all in front of the children.

The pair were arrested. Department of Human Services officials came to check on the children and allowed them to go home with Brickell's mother.

After joining the Pulaski County sheriff's office in June 2010, Brickell was promoted to sergeant in May 2014.

Conner, who was assigned to watch over a prisoner while she received treatment at UAMS Medical Center last weekend, joined the sheriff's office in February 2013.

He was arrested after the inmate told investigators that when she woke up handcuffed to a hospital bed, Conner's penis was in the palm of her hand.

The Little Rock sergeant arrested by Pulaski County investigators Sunday, Donald Wood, was put on administrative leave and is now the subject of an internal investigation as well as one by criminal investigators with the county.

Brickell and Kezior were no longer in the Saline County jail Friday, and both are set to appear in Shannon Hills District Court on Sept. 2.
