House candidate settles complaint

To settle an ethics complaint, state House candidate Ronnie C. Spence, a Paragould Republican, has agreed to pay a $150 fine to the state Ethics Commission and receive a public letter of caution, according to commission records.

As part of the settlement, Spence agreed with the commission's finding that he violated state law by not filing a 2011 personal financial disclosure report on time. He also missed deadlines for three 2012 campaign finance reports and a carryover fund report after the 2010 general election, commission Director Graham Sloan said in a letter Tuesday to Spence.

Spence, running as an independent, lost his bids for state representative in 2010 and 2012. He faces state Rep. Mary Broadaway, a Paragould Democrat, in November.
