Longtime Human Services legal chief to retire

The Arkansas Department of Human Services' legal chief is retiring after more than three decades with the state agency.

Breck Hopkins is director of DHS' Office of Policy and Legal Services. He's retiring July 1 after a 36-year career with the state agency.

The department said Hopkins developed the first computer-based case management system for the agency's chief counsel office and wrote the child custody chapter in the Arkansas Bar Manual.

Director John Selig called Hopkins the "go-to guy on legal matters" for the agency. The agency has named Mark White to succeed Hopkins as director of Office of Policy and Legal Services. White now serves as the office's chief counsel.

The office oversees all legal matters at the department.
