Questions about water bills lead to suit, light on provider

In the beginning, Wanda Roudabush just had a few simple questions. After her monthly water bill about doubled in 2010, Roudabush, who retired to the Compton community in Newton County in 1996, asked the board of the Compton Water Association why the rate was so high — $35 for the first thousand gallons consumed each month, and $9.50 for each additional thousand gallons.
